Find solutions to effectively implement the National Target Program on New Rural Construction.

(Baonghean.vn)On the morning of August 29, the Provincial People's Committee organized a scientific workshop on "Building new rural areas in Nghe An: current situation and solutions". Attending the workshop were comrades: Ho Xuan Hung - Former Deputy Minister of Agriculture and Rural Development - Advisor to the Central Steering Committee of the National Target Program on New Rural Construction (NTM), Dinh Viet Hong - Vice Chairman of the Provincial People's Committee, representatives of a number of provincial and local departments and branches.

After 2 years of implementing the national target program on new rural construction in the period 2010-2020, Nghe An has achieved remarkable results. Currently, 100% of communes have completed the approval of the general planning for new rural areas, 281 communes have developed new rural projects at the commune level. Thanks to good propaganda and mobilization work, localities have mobilized internal resources among the people to build infrastructure, consolidate land plots, convert production, and build large-scale fields. At the same time, calling on and mobilizing businesses to join hands and contribute to building new rural areas. In addition to the central government's support capital, by August 2012, localities had repaired and upgraded 460 traffic and irrigation works, with an average cost of nearly 2 billion VND per project from capital contributed by the people.

People have also donated more than 1,157,000 m2 of land to expand roads and build welfare works according to the NTM criteria. To promote the movement, the Provincial People's Committee has also had a policy to lend cement to localities to build roads in the first phase with over 123 thousand tons. However, the process of building NTM in Nghe An still has many limitations, in the province there is currently no commune that meets all 19 NTM criteria.

The workshop had 18 presentations by experts and managers from the Central, the Institute of Agricultural and Rural Development Research, universities and localities in the province. The presentations focused on assessing the current situation of issues related to the implementation of NTM in the whole country in general, Nghe An in particular, experiences from localities inside and outside the province as well as solutions to effectively implement NTM construction policies in Nghe An. The workshop was also an opportunity to gather and connect scientists and managers to Nghe An to help the province in socio-economic development, especially in implementing the national target program on NTM construction in the coming time.
