(Baonghean) - Question: From January 1, 2015, the amended Law on Health Insurance will take effect. It is known that the State will allocate funds from the budget to support insurance payments for a number of subjects. So, who are those subjects?

Reply:The level of funding from the state budget to support health insurance payments for the following subjects:
1.The level of health insurance support for people in near-poor households as prescribed in Point a, Clause 4, Article 12 of the amended and supplemented Law on Health Insurance is prescribed as follows:
a)100% health insurance premium support for people from near-poor households who have just escaped poverty, support period is 5 years after escaping poverty. In case people from near-poor households have escaped poverty before January 1, 2015 but the time to escape poverty as of January 1, 2015 is less than 5 years, the remaining support period is at least 1 year.
b)Support 100% of health insurance premiums for people in near-poor households living in poor districts according to the provisions of Resolution No. 30a/2008/NQ-CP dated December 27, 2008 of the Government on the Program to support rapid and sustainable poverty reduction for 61 poor districts and districts with high poverty rates that are subject to infrastructure investment mechanisms and policies according to the provisions of Resolution No. 30a/2008/NQ-CP dated December 27, 2008 of the Government;
c)Support at least 70% of health insurance premiums for the remaining near-poor households.
2.Support at least 30% of health insurance premiums for pupils and students as prescribed in Point b, Clause 4, Article 12, amended and supplemented, of the Law on Health Insurance.
3.Support at least 30% of health insurance premiums for people in households working in agriculture, forestry, fishery and salt production with average living standards according to Decision No. 32/2014/QD-TTg dated May 27, 2014 of the Prime Minister, stipulated in Clause 2, Article 1 of this Decree.
4.The People's Committees of provinces and centrally run cities (hereinafter referred to as provincial-level People's Committees) shall, based on the local budget capacity and other legal sources, including 20% of the unused medical examination and treatment budget in the year as prescribed in Clause 3, Article 35, amended and supplemented by the Law on Health Insurance (if any), develop and submit to the Provincial-level People's Councils for decision a higher level of health insurance contribution support for the subjects prescribed in Point c, Clause 1, Clause 2 and Clause 3 of this Article.
