National Assembly considers postponing passing law on special economic zones

The Draft Law on Special Administrative-Economic Units of Van Don, Bac Van Phong and Phu Quoc was submitted to the National Assembly at the 4th Session of the 14th National Assembly and is expected to be approved on June 15 at the 5th Session. However, during the discussion in the parliament, the draft law received many concerns from both National Assembly deputies and voters and people. Therefore, on June 9, according to information from the Government Office, the Government agreed with the National Assembly Standing Committee to submit to the National Assembly for consideration and postpone the approval of this draft law from the 5th Session to the next session to have more time to study and complete.
On the same day, June 9, the National Assembly Office also said that after receiving opinions from National Assembly deputies, people from all walks of life and voters, the National Assembly Standing Committee was cautious, considered many aspects and agreed with the Government to revise the Draft Law in the direction of not stipulating special cases where the land use term for production and business in special zones can be extended to no more than 99 years.
The decision to propose postponing the passage of this bill has received high consensus from delegates, voters and people.

On the occasion of the 70th anniversary of President Ho Chi Minh's call for Patriotic Emulation (June 11, 1948 - June 11, 2018), on the afternoon of June 7, at the National Assembly House, the National Assembly Office held a ceremony to present and posthumously award State Medals and the Government's Emulation Flag to collectives and individuals who have made outstanding achievements and contributed to the National Assembly, National Assembly agencies and the cause of national construction and defense.
Speaking at the ceremony, National Assembly Chairwoman Nguyen Thi Kim Ngan congratulated the collectives, individuals and family representatives of the individuals who were honored to be posthumously awarded the State Medal and the Government Emulation Flag. The National Assembly Chairwoman emphasized that these are noble awards, demonstrating the State's appreciation and honor for the contributions and dedication of collectives and individuals in the activities of the National Assembly, the National Assembly's agencies in particular and in the cause of national construction and defense in general.
At the ceremony, National Assembly Chairwoman Nguyen Thi Kim Ngan presented the Ho Chi Minh Medal to the family representative of Vice Chairman of the 7th National Assembly Pham The Long (Monk Thich The Long); and presented the Third Class Independence Medal to the family representative of Director of the Economic - Budget Department for the period 1992 - 1996 Luu Quang Hoa.
Permanent Vice President of the National Assembly Tong Thi Phong and Vice President of the National Assembly Do Ba Ty awarded the Third Class Independence Medal; First Class Labor Medal; Second Class Labor Medal to individuals; and awarded the Government's Emulation Flag to the National Assembly Library, the Office of the National Assembly Delegation of Hoa Binh province and the Office of the National Assembly Delegation of Gia Lai province.

On June 9, in Hanoi, the National Steering Committee for Voluntary Blood Donation held a ceremony to honor outstanding blood donors nationwide in 2018 in response to "International Blood Donor Day June 14". The ceremony honored 100 outstanding blood donors nationwide from 63 provinces and centrally-run cities and 6 ministries and branches.
Attending and speaking at the ceremony, Vice Chairman of the National Assembly Uong Chu Luu welcomed and highly appreciated the National Steering Committee for Voluntary Blood Donation and the Steering Committees of provinces and cities for organizing many activities to honor outstanding voluntary blood donors from the grassroots to the central level over the past years. This is a very meaningful work, showing the respect and gratitude of the whole society and community for those who donate blood to save others. They are the most beautiful and freshest flowers in the garden of charity.
Warning of 'white pollution' due to overuse of nylon bags

On June 4, the Ministry of Natural Resources and Environment coordinated with the People's Committee of Binh Dinh province to organize a scientific workshop on "Controlling environmental pollution caused by the use of non-degradable nylon bags" on the occasion of World Environment Day, June 5.
Speaking at the workshop, Prof. Dr. Dang Kim Chi, Chairman of the Science and Technology Council of the Vietnam Association for Conservation of Nature and Environment, said that the volume of plastic products produced annually has increased 20 times in the past 50 years. It is forecasted that by 2050, the world could produce nearly 1,124 million tons of plastic.
Faced with this situation, Deputy Minister of Natural Resources and Environment Vo Tuan Nhan said that authorities need to increase propaganda, raise public awareness, protect the environment and use plastic waste and nylon bags reasonably.
General Department of Roads proposes to return the name of BOT toll station

The Vietnam Road Administration has just proposed to the Ministry of Transport to change the name of road service toll stations to toll stations as before.
According to the General Department of Roads, the renaming of road service toll stations to road service toll stations aims to unify the name to be appropriate, simple, easy to understand, and accepted by people and businesses.
Specifically, road projects will be called toll stations for road use services Km (route) National Highway (name of National Highway); Bridge projects will be called toll stations for road use services bridge (name of bridge) Km (route) National Highway (name of National Highway); Tunnel projects will be called toll stations for road use services tunnel (name of tunnel) Km (route) National Highway (name of National Highway).
Launching the 2018 Student Scientific Research Award

The Ministry of Education and Training has just issued a plan to implement the 2018 “Student Scientific Research” Award. The topics participating in the award must be evaluated and classified as excellent by the basic scientific council. The topics must be new, creative, have scientific and practical value and have not been awarded any awards at the Ministry level or equivalent at the Ministry level or higher at the time of application.
There are 6 fields of science and technology participating in the award including: Natural Sciences; Engineering and Technology; Medical Sciences; Agricultural Sciences; Social Sciences and Humanities. The topics participating in the award will go through 2 rounds: preliminary and final to select the best topics. The summary and award ceremony is expected to be held at the end of November.
Railway industry installs more than 1,000 cameras at locomotives and crossings

This June, the railway industry will install cameras in train duty rooms at 276 stations. The corporation also requires infrastructure management units to install cameras at 650 crossings to monitor employee operations, support ensuring safety and order at the crossing, and analyze accidents and incidents if any.
More than 200 passenger and freight trains on major routes are also equipped with dash cams to record incidents on the road. Infrastructure maintenance management units will arrange for staff to monitor the cameras to warn and handle incidents.
Proposal to discipline Deputy Secretary of Ho Chi Minh City Tat Thanh Cang

On June 4, the Ho Chi Minh City Party Committee's Inspection Committee issued a notice on the results of the inspection when there were signs of violations, reviewing and considering disciplinary action against party members who violated the Phuoc Kien residential area project transferred by Tan Thuan Company to Quoc Cuong Gia Lai Company.
The Standing Committee of the City Party Committee unanimously concluded that Mr. Tat Thanh Cang (Member of the Party Central Committee, Standing Deputy Secretary of the City Party Committee) had the following specific violations: Making decisions beyond his authority; violating State regulations on asset management and investment in state-owned enterprises in real estate business; failing to ensure the procedures and principles for handling work of the City Party Committee; lacking inspection in implementing his decisions.
The Standing Committee of the City Party Committee unanimously proposed to discipline Mr. Tat Thanh Cang and assigned the City Party Committee's Inspection Committee to collect all relevant records and documents to report to the Central Inspection Committee for consideration and handling according to Party regulations.
