Promoting cooperation in research and development of special economic zones between Vietnam and China
In Shenzhen city, on March 19, Deputy Prime Minister Nguyen Chi Dung and his delegation visited and worked with the Shenzhen University Special Economic Zone Research Center, Shenzhen Bay Eco-Science and Technology Park, and Shenzhen Innovation and Investment Group.

The China Center for Special Economic Zone Research (CCSEZR), formerly the Center for Economic Research of Shenzhen University, was established in 1983 and is the only academic research institute of the Ministry of Education and of China specializing in the study of special economic zones (SEZs).
The Center has made significant achievements in academic research, professional development and talent development. Currently, the Center maintains close cooperation and two-way academic exchange with universities, research institutes, international organizations (such as WB, UNDP, ADB, African Development Bank, GIZ) in implementing research projects, international forums and training for government officials of many developing countries.

The Center plays an innovative pioneering role in conducting research on modern Chinese history, as reflected in the development history of China's special economic zones and the history of China's reform and opening-up ideology.
Thanking the CCSEZR leadership for their warm and respectful welcome, Deputy Prime Minister Nguyen Chi Dung highly appreciated the achievements and great contributions of Shenzhen University in general and CCSEZR in particular, especially their role in researching theories and practices and proposing mechanisms and policies on building, managing and developing models of economic/technology special zones and free trade zones in China and globally.
"These are very valuable experiences for Vietnam and many other countries in the world," the Deputy Prime Minister affirmed.
Prof. Dao Nhat Dao - Director of CCSEZR reported to the Deputy Prime Minister on the research, formation, development, vision and achievements of the economic-technological special zone model in Shenzhen.

Also at the meeting, the two sides exchanged experiences in building special economic zones, including understanding the role of the Government and local authorities in building mechanisms and policies to attract investors and large technology companies to come and set up research and development (R&D) facilities and super clusters for strategic industries in the economic zone.
In addition, CCSEZR also shares experiences in promoting cooperation between research institutes, universities and enterprises; determining intellectual property rights for products from research funded by the State; commercializing and sharing benefits of research results when enterprises participate; building, attracting and developing quality human resources in economic/technology zones and free trade zones.

Thanking the leaders of CCSEZR for sharing valuable experiences and success stories of special economic zones and free trade zones, especially the Shenzhen Economic Zone, Deputy Prime Minister Nguyen Chi Dung wished to continue promoting cooperation between the Center and ministries, branches and localities of Vietnam in supporting Vietnam's policy-making agencies, especially the Ministry of Finance (Department for Development of Private Enterprises and Collective Economy).
"We want to promote cooperation in research, propose breakthrough mechanisms and policies to build and develop economic zones, high-tech zones, and innovation centers in Vietnam to attract investors, large technology companies, and innovative startups," the Deputy Prime Minister affirmed.


In addition, the Deputy Prime Minister proposed that CCSEZR cooperate and support Vietnam in training, exchanging research staff, and formulating policies for economic zones and innovation centers.
Within the framework of the delegation's series of activities on March 19, Deputy Prime Minister Nguyen Chi Dung visited and worked with the Shenzhen Bay Eco-Technology Park to learn about the high-tech park model, policies to attract technology enterprises, policies to support R&D in private enterprises, and cooperation between enterprises and research institutes.
Immediately afterwards, the Deputy Prime Minister and the delegation visited and had a working session and exchange with the Shenzhen Innovation and Investment Group regarding creating motivation for innovative enterprises, managing, investing, and effectively operating the innovation fund.
Here, stating that the business community still has a lot of room, not only in need of large capital, but also wanting to increase learning experiences and expertise in innovation, the Deputy Prime Minister suggested that the Group pay attention to expanding investment in Vietnam, coordinating with Vietnamese enterprises and funds.

"The Vietnamese Government encourages Chinese enterprises in general and Shenzhen Innovation and Investment Group in particular to cooperate, invest and do business effectively in Vietnam, and support Vietnamese enterprises to increasingly successfully build an innovation ecosystem," Deputy Prime Minister Nguyen Chi Dung emphasized.
