(Baonghean.vn) –As reported, at the question-and-answer session this afternoon, March 26, Minister of Home Affairs Nguyen Thanh Binh answered questions about "recruitment, training, fostering and regimes for state officials and civil servants; regimes and policies for part-time officials at commune and village levels; solutions to improve the quality of the grassroots government apparatus".

At Nghe An bridge, National Assembly delegates and provincial departments directly questioned some shortcomings in the document advised by the Ministry of Home Affairs to the Government.

The content of the questions sent by the delegates to Minister of Home Affairs Nguyen Thanh Binh focused on issues of the low quality of examinations and recruitment of civil servants, with inequality; unreasonable plans for appointing and recruiting cadres; policies for civil servants and part-time cadres at the commune, ward and town levels still facing many disadvantages; Reforming the salary mechanism - the current salary mechanism does not encourage cadres to feel secure in serving in the state apparatus; the state apparatus is expanding; the Law on Civil Servants and the Law on Public Employees have come into effect but there are no implementation instructions; the quality and efficiency of the local government apparatus at the grassroots level is still limited in some places; the pilot effectiveness of not organizing People's Councils at the district, ward and town levels; solutions to help mountainous and disadvantaged provinces attract high-quality human resources, solutions to solve the problem of unemployed graduates; inadequacies in the conversion between civil servants and public employees; The unclear promotion mechanism leads to a rigid situation in the personnel structure, with surplus civil servants in some places and shortages in others; state officials lack dynamism and creativity, and cannot meet task requirements; the model of organizing district-level health departments, arranging staff to do population, family, and children work in communes, wards, and towns is ineffective, etc.

Ms. Le Thi Tam, National Assembly Delegation of Nghe An province, had 2 questions to the Minister of Home Affairs, mentioning the problem that after some establishments were separated and merged, the total payroll did not decrease but on the contrary increased, the quality of the administrative reform project chaired by the Ministry of Home Affairs was not high; The decentralization of the establishment of internal organizations under the department and equivalent to the Provincial People's Committee to suit the requirements and characteristics of each locality, why has the Ministry of Home Affairs not advised the Government to decide? Regarding the recruitment of cadres, civil servants and public employees, in order to contribute to adjusting the shortcomings in the regulations on recruitment of civil servants, especially administrative civil servants, the Minister has proposed 5 groups of solutions to overcome them, however, only the 5th group of solutions is suitable for practice - Could the Minister please tell us the practical bases for the above solutions?

Responding to the question of delegate Le Thi Tam, Minister of Home Affairs Nguyen Thanh Binh admitted that the current separation and transfer of agencies has contributed to streamlining and improving the quality of staff at provincial-level focal agencies, but the total payroll at many grassroots agencies has not decreased. To overcome this, the Ministry will take note of the comments to advise the Government to make appropriate amendments; Regarding the second question of delegate Le Thi Tam, Minister Nguyen Thanh Binh will report and answer later in writing.

In the question-and-answer session this afternoon, there were 25 questions addressing two groups of social issues of concern, especially on the work of organizing cadres. Comrade Uong Chu Luu - Vice Chairman of the National Assembly, chairing the question-and-answer session this afternoon, highly appreciated the content of the questions and answers, which were frank, concise and clear; clarified the aspects that have been done and have not been done in training, recruitment, improving the quality of civil servants as well as salary reform; clearly identified the shortcomings as well as pointed out the responsibilities of relevant sectors and levels; the delegates had many proposals and measures to innovate the state management apparatus, regulations that are no longer suitable and inadequate such as amending the Law on the organization of People's Councils and People's Committees, building people's governments in rural and urban areas, and solutions to attract students with good expertise to work at the grassroots level.

Comrade Uong Chu Luu requested the Minister of Home Affairs to quickly propose solutions for urgent tasks, research and revise important policies to submit to the Government for approval.
