Socio-economic situation in 2014 and socio-economic development plan in 2015

A. ASSESSMENTIMPLEMENT THE PLAN2014
Entering 2014, although the world and domestic economic situation has recovered, there are still potential risks.

However, we have many advantages, and have received great attention, help and assistance from leaders of the Party, State, ministries and central branches to overcome difficulties to develop the economy and society in the spirit of Resolution No. 26-NQ/TU dated July 30, 2013 of the Politburo.During the year, the Party Committees and authorities at all levels have directed and managed in a drastic and comprehensive manner, thus the province's socio-economic situation has achieved remarkable results:
I. RESULTS ACHIEVED
1. In the economic field
a)Completed 24/27 socio-economic development targets.The provincial gross domestic product (GDP) in 2014 is estimated to increase by 7.24%/plan of 7-8%; in which, agriculture, forestry and fishery increased by 3.85%; industry - construction increased by 8.72%; services increased by 8.22% compared to the same period. This year's growth rate is higher than the growth rate of the last 2 years and higher than the average growth rate of the whole country (estimated at 5.8%). GDP per capita reached 25 million VND/person (in 2013 it was 22.96 million VND/person).

b)Agricultural, forestry and fishery production still maintains stable growth.Total annual food output is estimated at over 1.2 million tons, up 3.7% over the same period; this is the year with the highest food output ever; many new high-yield rice varieties have been put into production. The output of fresh meat for slaughter is estimated at 210,000 tons, up 4.5% over the same period. Total aquaculture and fisheries output is estimated at 144,545 tons, up 10.52% over the same period. Many economic and farm models have been effectively replicated.
Localities and units focused on completing the targets of the 2014 new rural construction plan; the rural appearance has had many clear changes. By the end of 2014, the province achieved an average of 11.3 new rural criteria/commune (in 2010, the average was only 3.64 criteria/commune); 20 communes were recognized by the Provincial People's Committee as having achieved 19/19 new rural criteria (estimated to achieve 25 communes in 2014).
c)Industrial production and construction tend to recover growth.. The value of industrial and construction production in 2014 is estimated to increase by 9.68% compared to 2013; of which the value of industrial production is estimated to increase by 13.53%. This is the highest increase in recent years.
Some industrial products have increased quite a lot compared to the same period such as: Fresh milk increased 4.2 times, standard construction bricks increased 28.83%, cement increased 25.22%, shirts increased 10.79%, commercial electricity increased 8.25%, production electricity increased 7.84%, beer increased 6.47%,...
Mobilizing social investment resources in 2014 increased sharply compared to previous years: reaching about 36 trillion VND/plan of 34 - 35 trillion VND, up 12.52% compared to 2013. The volume of basic construction implementation from state budget capital is estimated to reach 100% of the plan for the whole year, disbursement reached over 95% of the plan. Basic construction projects have brought into play positive effects, serving production and people's lives. Many key projects were focused on and completed in the same year such as: Upgrading Vinh Airport Terminal, upgrading the channel for ships entering Cua Lo Port, upgrading National Highway 1A through Nghe An, 5 overpasses over the railway, Dung Bridge, Khe Ang Bridge... serving the needs of the people well.
d)The fields of trade, tourism, information and communication, transportation, and banking and finance develop stably:Total retail sales of goods for the year are estimated at VND34,654 billion, up 11% over the same period. Export turnover for the year is estimated at USD415.4 million, up 10.2% over the same period. Import value is estimated at USD383.1 million, up 16.95%. Revenue from tourism services is estimated at VND2,185 billion, up 15% over the same period. Opening an international flight route Vinh - Vientiane (Laos); Vinh airport welcomed over 1 million passengers in 2014 and is preparing to become an international airport.
Financial and banking activities continue to provide good support for business development. The total mobilized capital in the area is estimated at VND66,901 billion, up 19.2% compared to the beginning of the year; the total outstanding debt of credit institutions in the area is estimated at VND109,341 billion, up 14% compared to the beginning of the year.
D) Foreign affairs and investment promotion work are innovated and strongly implemented.widely, effectively, systematically, making good use of domestic and foreign capital sources to implement projects such as: Ban Mong Reservoir Project (VND 1,000 billion allocated in 2014); Vinh Urban Development Sub-project (VND 2,200 billion); Northern Irrigation System Upgrade Project (VND 5,700 billion); Land Acquisition and Upgrade of National Highway 1A (VND 5,000 billion); Government bond capital for the fields of transportation, irrigation, and healthcare (VND 3,800 billion). Establishing strategic and in-depth relationships with Sembcorp Group - Singapore and Becamex - Binh Duong, with Ho Chi Minh City and South Korea, Japan; working with Singaporean partners to implement VSIP6 Project on an area of 750 hectares.
During the year, new investment certificates were granted and adjusted for 127 projects with a registered capital of VND 27,384 billion, including: 105 new projects with a total registered capital of VND 18,522.41 billion, 22 projects were adjusted with a total investment capital increase of VND 8,862 billion; compared to 2013, the number of newly granted projects increased by 45.83%, the registered capital increased by 43.74%; especially, there were many large-scale projects with large registered capital such as: the project to build a Trade Center in Quang Trung Area B of Vingroup Corporation (VND 2,392 billion), Hoa Sen Steel Sheet Factory in Nghe An (VND 2,300 billion), MDF Fiberboard Factory in the Southeast Economic Zone (VND 1,558 billion), Masan Food Industry Center in the North (VND 1,200 billion), Nguyen Kim Shopping Center (VND 550 billion),...
In 2014, new business registration certificates were issued to 1,025 enterprises, an increase of 5.95% over the same period, with an average registered charter capital of about 4.5 billion VND/enterprise.
e) ThThe annual budget is estimated at 7,400 billion VND, equal to 109.9% of the estimate, up 16.7% over the same period., of which: Domestic revenue was 6,200 billion VND, equal to 106.5% of the estimate, up 14.7% over the same period, revenue from import-export activities was 1,186 billion VND, equal to 131.8% of the estimate, up 28.8% over the same period; lottery revenue was 14 billion VND, reaching 116.7% of the estimate, equal to 98.3% over the same period. Estimated budget expenditure for the whole year was 17,872 billion VND, equal to 110.9% of the estimate.
f)On investment management and construction planning:In 2014, the Provincial People's Committee established 3 interdisciplinary inspection teams to inspect and handle 74 projects, with specific results: 5 projects are being implemented as planned and are expected to be completed on schedule; the Provincial People's Committee is reviewing 20 projects to cancel planning, revoke investment certificates and related legal documents that have been issued; 45 projects are being extended in terms of progress and commitment to implementation, and 4 projects with construction violations are being assigned to the Vinh City People's Committee for handling.
2. Cultural and social fields continue to have many changes.
a)The quality of education has clearly improved;achieved many achievements in national and international excellent student exams, university and college entrance exams... There are 863 national standard schools, reaching a rate of 55.3%. In 2014, Nghe An University of Economics was established.
b)Good control of epidemics; ensuring examination, emergency care and treatment of patients at all levels; population work - family planning and ensuring food safety and hygiene are taken care of. The new 700-bed General Hospital has been moved and put into use.
c)Scientific and technological research activities,Topics and projects are increasingly applied to production and life, bringing high efficiency.
d)Direct and organize well cultural and artistic activities to celebrate holidays, Tet, and major anniversaries.On November 27, 2014 in Paris (France), the Intergovernmental Committee for the Safeguarding of Intangible Cultural Heritage of UNESCO officially honored Nghe Tinh Vi and Giam folk songs as an Intangible Cultural Heritage of Humanity. The movement "All people unite to build a cultural life" continues to be directed and implemented effectively.
D)Carefully organize the ceremony to present and posthumously award the honorary title of Vietnamese Heroic MotherAccording to Decree No. 26/2013/ND-CP dated May 22, 2013 of the Government. Creating new jobs for more than 37,000 people, of which 12,300 people are exported. Implementing social policies, hunger eradication and poverty reduction quite well. The poverty rate is estimated to be 10% by the end of 2014; Social security is guaranteed.
3. In the field of resources and environment
Directed the implementation of Directive No. 08-CT/TU dated May 8, 2012 of the Provincial Party Standing Committee; completed land conversion in 251 communes/plan for 213 communes. Actively implemented land use planning in 2015 and until 2020. Timely issued documents for implementation according to the 2013 Land Law.
Rectify existing problems in land management, mineral exploitation, environmental pollution, forest protection and forest products.
4. State management and administrative reform work is directed and seriously implemented by all levels and sectors.. Organized an assessment and preliminary review of 1 year of implementing Resolution 26-NQ/TU of the Politburo in conjunction with reviewing and evaluating the results of 4 years of implementing the Resolution of the 17th Provincial Party Congress. Directed the promotion of administrative reform, strengthening discipline and administrative order in conjunction with the implementation of Directive No. 17-CT/TU of the Provincial Party Committee Standing Committee. Focused on completing early site clearance for a number of key projects such as National Highway 1A, 82 km long, through Nghe An; Vinh Airport and a number of other projects...
5. National defense and security are maintained, social order and safety are ensured.Proactively launched many attacks, raids on all types of crimes, social evils and implemented solutions to ensure traffic order and safety. Proactively handled issues related to social security, internal security, economic, cultural and ideological security; prevented security and order hotspots from occurring. Well protected political and social activities, major festivals. Well implemented inspection and public reception work; resolved petitions and complaints at a rate of 96.1%.
II. DIFFICULTIES, EXISTENCE
There are 5 notable existences as follows:
1. There are 3/27 targets that have not met the set plan, including: service production value, number of schools meeting national standards, and rate of population participating in health insurance.
2. In the economic field, some indicators and products did not meet the set targets and decreased compared to the same period, such as: planting new rubber and tea trees, bottled beer output... Production and business activities of enterprises are still facing difficulties, many enterprises have to stop production and close tax codes. Tax debt and social insurance debt are still high (tax debt is about 799 billion VND, social insurance debt is over 128 billion VND). Management work in some areas is still limited such as: site clearance progress is still slow, basic construction debt is still large, commercial fraud is complicated (typically commercial fraud in gasoline business activities recently).
3. Some pressing social issues have been addressed but progress has been slow, such as: Handling surplus teachers in districts, cities, and towns; at training facilities; training linkages, management of non-public education; hospital bed overload; food safety and hygiene; birth rate of the third child or more;...
4. The direction and management of some sectors and localities in some areas are still limited; administrative reform has changed but is still slow. Administrative skills and public ethics of some cadres, civil servants and public employees are still weak. The management of cadres, civil servants and public employees in some localities and units is not good; there are still cases of labor contracts not in accordance with regulations; some cadres and party members violate Directive 17-CT/TU of the Provincial Party Committee Standing Committee on strengthening discipline and administrative order in agencies and units but have not been thoroughly handled.
5. The security situation, social order and safety are still complicated: Some elements taking advantage of religious activities to violate the law still occur in some places; crimes and social evils still develop and are potentially complicated, especially drug crimes, criminal offenses, women trafficking, etc.; violations and encroachment on traffic safety corridors still occur in some localities. Some mass complaints have not been resolved completely, especially in Vinh City.
In general, in the context of the past year, still facing many difficulties and challenges, however, the Party Committee, government and people of our province have achieved many remarkable results: It is expected to achieve and exceed 24/27 planned targets. The economy has a fairly good growth rate, inflation is controlled; agriculture has high growth; investment attraction and foreign affairs have achieved many outstanding results; culture and society have achieved positive results, people's lives continue to improve, social security is guaranteed. National defense, security, social order and safety are maintained.
B. ORIENTATION OF SOCIO-ECONOMIC DEVELOPMENT PLAN 2015
2015 is the final year to implement the 5-year socio-economic development plan (2011 - 2015) and the Resolution of the 17th Provincial Party Congress; to continue to lead and direct the implementation of Resolution No. 26-NQ/TU of the Politburo; and at the same time, to hold Party congresses at all levels for the 2015 - 2020 term.
I. GENERAL OBJECTIVES
Strive to achieve the highest level of the main targets and tasks of the 17th Provincial Party Congress. Continue to strongly improve the investment environment, carry out administrative reforms. This is the year when there must be breakthroughs in attracting investment; by all means to create more jobs, increase income for workers; increase budget revenue for the State. Strengthen national defense, security and ensure social security. Contribute to creating a new look for the socio-economic development of the province.
II. MAIN INDICATORS
1. Economic indicators
- Strive to achieve a growth rate of gross domestic product (GDP) of about 8.0-9.0% (according to the new calculation method).
- Growth rate of agricultural, forestry and fishery production value reaches 4 - 4.5%.
- The number of communes meeting new rural standards in the year is at least 67 communes.
- Industrial and construction production value increased by 12 - 13% compared to 2014, of which industrial production value increased by 13 - 14%.
- Growth rate of production value of service industries reaches 8 - 9%;
- The economic structure shifts in the direction: the proportion of agriculture, forestry and fishery accounts for about 22 - 24%; industry and construction about 31-33%; services about 41-43%;
- Budget revenue reached 8,184 billion VND;
- Budget expenditure 17,652 billion VND;
- Export turnover reached 550 million USD;
- Total social development investment reaches 39 - 40 thousand billion VND;
- GDP per capita (according to new calculation method) reached 28 million VND.
2. Social indicators
To improve material and spiritual life and ensure social security, in 2015, Nghe An province strives to achieve the following social targets:
- The poverty rate decreased to 7.5%;
- The rate of malnourished children under 5 years old is 17.8%;
- The number of schools meeting national standards is 987, of which the number of schools meeting standards in the year is 124;
- Create new jobs for 36 - 37 thousand people;
- The rate of trained workers reached 55%;
- The rate of communes meeting national health criteria is 60%;

- Tỷ lệ trạm y tế xã có bác sỹ đạt 90%;
- Số giường bệnh/vạn dân đạt 25 giường/vạn dân;

- Tỷ lệ xã, phường, thị trấn có thiết chế văn hóa - thông tin - thể thao đồng bộ là 23,3%;
- Mức giảm tỷ lệ sinh là 0,3‰ - 0,4‰;
- Tỷ lệ dân số tham gia bảo hiểm y tế đạt 74,4%.
3. Chỉ tiêu môi trường
Để đảm bảo mục tiêu phát triển bền vững, cần khai thác hợp lý, hiệu quả đất đai, tài nguyên thiên nhiên, đảm bảo sự hài hòa giữa phát triển kinh tế và bảo vệ tài nguyên môi trường. Làm tốt công tác bảo vệ và phát triển rừng. Phấn đầu đạt các chỉ tiêu về môi trường như sau:
- Tỷ lệ hộ dân nông thôn được dùng nước hợp vệ sinh đạt 75%;

III. MAIN TASKS AND SOLUTIONS
To achieve the above goals and targets, we need to carry out the following 9 main tasks and solutions:
1. First of all, it is necessary to evaluate and review the implementation of the goals and targets of the Resolutions of Party Congresses at all levels and the 5-year plan (2011 - 2015), focusing on effectively implementing Resolution No. 26-NQ/TU of the Politburo on the direction and tasks of developing Nghe An province until 2020 in conjunction with building the 5-year plan (2016 - 2020).
On that basis, all levels and sectors need to focus on directing the improvement of quality and efficiency of industrial, agricultural and service production; strongly shifting the structure of agricultural production and rural economy towards the application of high technology, clean technology, energy saving and environmental protection. Speeding up the construction progress of key industrial production projects, completed projects and works to promote in 2015.
2. Strongly improve the investment environment, facilitate production and business, increase investment attraction, urge to speed up the progress of projects (such as Becamex Binh Duong urban-industrial complex, Nguyen Kim Shopping Center, Hoa Sen Nghe An Steel Sheet Factory, MASAN Northern Food Industry Center, Vingroup Commercial Center, etc.). Restructure the economy to promote growth, increase budget revenue; focus on effectively handling tax and social insurance arrears.
3. Expand foreign economic relations and international cooperation. Create conditions for economic sectors to participate in infrastructure investment, investment in agriculture and rural areas to exploit potentials and advantages, focusing on products with advantages and high added value.
4. Take care of cultural and social development, ensure social security and welfare. Organize seriously and meaningfully to welcome the decision to recognize and implement the action program on preserving and transmitting "Nghe Tinh folk songs" after being recognized by UNESCO as a representative intangible cultural heritage of humanity. Continue to implement policies for people with revolutionary contributions. Promote job creation, labor export, hunger eradication and poverty reduction. Provincial leaders will directly work with large domestic and foreign corporations so that children of the province after graduating will have more job opportunities and increase income for people. Improve the quality of human resources associated with promoting the application of scientific and technological advances, building typical Nghe An brand products. Focus on directing the good implementation of Directive No. 09-CT/TU of the Provincial Party Standing Committee on population work - family planning; Correct medical ethics, manage well the private medical practice sector, manage the market, food hygiene and safety. Promote cultural, artistic, physical education and sports activities. Coordinate well the organization of the National Phu Dong Sports Festival.
5. Strengthen resource management, environmental protection and response to natural disasters and epidemics. Encourage investment in environmental protection, waste collection and treatment. Promote propaganda, raise awareness and responsibility of the whole society for environmental protection in conjunction with inspection, detection and handling of violations.
6. Timely resolve complaints and denunciations; improve the effectiveness of anti-corruption and anti-waste work, ensuring publicity and transparency in all areas.
7. Synchronously implement solutions to ensure national defense, security, and social order and safety. Strengthen the fight against all types of crime; curb traffic accidents; grasp the situation and promptly handle acts of taking advantage of religion, democracy, and human rights to undermine national unity and cause political and social instability.
8. Strengthen administrative reform; innovate direction and management, improve the effectiveness and efficiency of the state management apparatus. Strengthen supervision and inspection of task performance, discipline and administrative discipline. Enhance the responsibility of leaders, improve public ethics; strengthen the management of civil servant payrolls in state management agencies and the number of people working in public service units. Innovate the work of emulation and reward assessment in the direction of linking work efficiency and quality of assigned tasks.
9. Strengthen information and propaganda work, create social consensus, promote the combined strength of the entire political system to successfully implement the targets and tasks of the 2015 socio-economic development plan.
The objectives and tasks of the 2015 socio-economic development plan are very heavy, this is the year that ends the 2011-2015 term and is the year to prepare for the new term 2016-2020. We will closely follow the situation, direct in a drastic, synchronous and effective manner to complete the set plans. Along with that effort, we look forward to receiving the attention and timely direction of the Provincial Party Committee; the supervision and support of the Provincial People's Council, the Provincial Fatherland Front Committee and the voters of the province. We are determined to strive to gradually make our province more and more developed and prosperous.
