According to the residents' reports, the phenomenon of mass fish deaths began to appear on May 4, originating from the river section flowing through Bien village, Thach Lam commune (Thach Thanh district), bordering An Nghia commune, Lac Son district (Hoa Binh province), about 40km from the fish cage farming area of ​​Thanh Vinh commune. Before, fish occasionally died, but the deaths were not significant, so the farmers were not too worried. Regarding the mass fish deaths on the Buoi River, on the morning of May 7, Mr. Nguyen Duc Quyen - Standing Vice Chairman of the People's Committee of Thanh Hoa province, along with leaders of the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development, were present at the scene to investigate and clarify the truth. Mr. Le Van Binh - Head of the Department of Environmental Protection (Thanh Hoa Department of Natural Resources and Environment) said that the initial cause of the river's heavy pollution was determined to be the Hoa Binh Sugarcane Joint Stock Company (located in Lac Son district, Hoa Binh province - bordering Thach Thanh district, Thanh Hoa) discharging waste directly into the environment. Many households were left empty-handed when fish in cages died one after another.

Previously, on May 6, during a working session with the Department of Natural Resources and Environment of Thanh Hoa and Hoa Binh provinces, the company's representative confirmed the discharge. According to the leader of this unit, the factory is currently in the trial run, the wastewater treatment system is not yet complete. On May 3-4, because the wastewater in the reservoir exceeded the allowable limit, the factory discharged directly into the river without treatment.

Thanh Hoa province is directing functional forces to coordinate with Hoa Binh province to prosecute the factory that discharged waste causing fish deaths.

Leaders of the Department of Natural Resources and Environment of the two provinces have requested Hoa Binh Sugarcane Joint Stock Company to immediately stop discharging waste and quickly complete the wastewater treatment system before continuing operations.
