(Baonghean.vn) - Speaking at the conference, comrade Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee affirmed that propaganda work in general and oral propaganda in particular must continue to be carried out in the best and most effective way, helping the Party's leadership achieve high results and efficiency; meeting the requirements of rapid development of the province, industry, locality and unit.

Many rich and flexible forms

The report summarizing 15 years of implementing Directive No. 17 of the Secretariat and the opinions expressed and discussed at the conference affirmed the seriousness and methodicalness in implementing oral propaganda work and the activities of reporters and propagandists at all levels in the province.

During the implementation process, the awareness of Party committees, cadres and Party members about oral propaganda work has been raised. Party committees at all levels have paid attention to building, consolidating and perfecting the team of reporters and propagandists to ensure standards of ethics, education level, political theory level, capacity, experience, professional knowledge, professional understanding and dedication to work.

Propaganda work is carried out with many good, diverse and practical methods such as maintaining regular monthly conferences of reporters and ad hoc conferences, thematic conferences when complicated cases arise that need to provide and orient information from the provincial level to the grassroots level.

Many units organize the dissemination of current information at party forums, core conference forums or integrate them into monthly briefing conferences, party cell and residential forums.

Some units maintain news clubs to strengthen oral propaganda at the grassroots level, typically Con Cuong, Que Phong, Thai Hoa, Tan Ky, Dien Chau, Hung Nguyen, Cua Lo, Nghi Loc...

Oral propaganda work contributes to creating consensus among cadres, party members and people of all walks of life to implement the Party and State's guidelines and policies as well as resolutions of Party congresses at all levels; at the same time, it fights against and refutes plots and tricks of "peaceful evolution" and bad, toxic and incorrect information.

As of May 2022, the whole province has 8,052 reporters and propagandists; including 7 central-level reporters; 57 provincial-level reporters; 597 district-level reporters and equivalent; 7,391 grassroots reporters and propagandists.

In addition to positive movements, the conference also frankly pointed out some limitations that need to be overcome. These include slow innovation in the content and methods of oral propaganda; low efficiency; some places showing signs of avoiding urgent and sensitive issues that require critical thinking; refuting bad and toxic information is still heavily theoretical and not very convincing. Propaganda methods are still one-sided, not closely following the developments in the ideological situation of cadres, party members and the masses, especially at the grassroots level.

Focus on word of mouth method

Speaking at the conference, in addition to emphasizing many outstanding results and pointing out some limitations and difficulties in oral propaganda work in recent times at all levels, comrade Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee analyzed the shortcomings and challenges of oral propaganda work. Currently and in the future, this work is subject to great impacts and challenges from multimedia and social networks.

On the other hand, if a text or article is conveyed in the press or on social networks, it has thousands or millions of audiences, while the target audience for oral propaganda is narrower and many campaigns must be organized.

However, oral propaganda has its own advantages that other forms do not have. It is a direct communication between the speaker and the listener and can be flexibly adjusted depending on the listener's attitude and perception.

Oral propaganda creates more democracy because of the direct interaction and exchange between the propagandist and the information recipient; creating a higher level of trust and information authenticity for people when hearing directly from the communicator.

In oral propaganda, each person with skills and experience will easily build a unique and attractive image in the hearts of listeners. This is an important factor, creating attraction and propaganda effectiveness.

Comrade Nguyen Van Thong affirmed that propaganda work in general and oral propaganda in particular must continue to be carried out in the best and most effective way, helping the Party's leadership achieve high results; meeting the requirements of rapid development of the province, industry, locality and unit.

In order for oral propaganda work to continue to be promoted, it is necessary to continue to promote the responsibility of Party committees at all levels and leaders, of each cadre and party member in the political system from the province to the grassroots, and not leave propaganda work to cadres.

The implementation process needs to strengthen the role of Party committees at all levels in oral propaganda work and the work of reporters and propagandists. Party committees and leaders play both a directing and direct propaganda role. This is the top requirement to evaluate the leadership, direction, management and operation capacity of the leadership team.

Party committees at all levels need to pay attention to innovating the methods and content of oral propaganda; not only informing and propagating current issues but also including socio-economic issues, issues of concern to the people and society; propagating in advance to avoid pressing issues that may arise; propagating orally in praising and encouraging patriotic emulation movements, refuting false, reactionary arguments, and bad and toxic information.

At the same time, promote the application of information technology to create liveliness and effectiveness in propaganda work. Continue to review, consolidate, improve and improve the quality of reporters and propagandists at all levels; pay attention to training and improving oral propaganda skills; link propaganda work with mass mobilization, propaganda with persuasion.

Propaganda without mobilization; mobilization without propaganda, both contents will not achieve the desired results and effectiveness.

Oral propaganda work must be increasingly closely linked to the requirements of current Party building work; cadres must be close to the grassroots, overcoming manifestations of bureaucracy, distance from the people, avoidance, and reluctance of cadres and party members to contact the people.
