At the regular Government meeting in August, the Prime Minister's Working Group reported on the results of the implementation of tasks, conclusions, and directions assigned by the Government and the Prime Minister to ministries, agencies, and localities in the first 8 months of 2016 and the results of inspections at the Ministry of Planning and Investment (MPI) and the Ministry of Finance.
According to statistics on the Monitoring Database Management System, from the beginning of the year to August 29, there were a total of 3,726 tasks assigned by the Government and the Prime Minister to ministries, agencies and localities. Of these, 1,739 tasks were completed (1,310 on time, 429 overdue); 1,987 were not completed (1,812 on time, 175 overdue).
Some ministries, agencies and localities have many overdue tasks that have not been performed, such as the Ministries of Planning and Investment, Finance, Public Security, Government Inspectorate; People's Committees of Ho Chi Minh City, Hanoi, Da Nang, etc.

Regarding the Ministry of Planning and Investment, the Working Group stated that the Ministry's leaders need to be more closely involved in directing the implementation of a number of tasks assigned by the Government and the Prime Minister. In building and perfecting institutions, instead of the idea of pulling authority back to the Ministry and the mechanism of asking and giving, the Ministry needs to strongly decentralize the management of public investment capital; review and remove all barriers and sub-licenses that cause trouble for people and businesses.
Following the Prime Minister's direction, the Ministry of Finance needs to continue to change the way of making and approving budget revenue estimates, ensuring publicity, transparency, and closeness to reality. End the situation where local leaders "ask" for low budget estimates in order to have a higher revenue surplus than the estimate. Continue to reform administration more strongly in the tax and customs sector, tighten discipline and order in this sector. Take the satisfaction of people and businesses as a measure of the effectiveness of the tax and customs sector's operations.
The Ministry of Finance needs to urgently implement tasks related to institutions and policies, especially the development of a Decree on anti-transfer pricing and tax evasion, a Resolution on improving the business environment and enhancing national competitiveness for the two years 2016-2017...
