Seminar to celebrate the 78th anniversary of the first election day of Nghe An Provincial People's Council
(Baonghean.vn) - On the morning of February 21, the Standing Committee of the Provincial People's Council held a discussion to celebrate the 78th anniversary of the first Election Day of the Nghe An Provincial People's Council (February 24, 1946 - February 24, 2024) to review historical traditions and share valuable experiences in activities, promoting the quality of activities of the People's Council in the coming time.

Attending the discussion were members of the Provincial Party Standing Committee: Nguyen Nam Dinh - Permanent Vice Chairman of the Provincial People's Council and Vo Thi Minh Sinh - Chairwoman of the Provincial Vietnam Fatherland Front Committee; members of the Provincial Party Executive Committee: Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council and Thai Thi An Chung - Deputy Head of the Provincial National Assembly Delegation; former members of the Provincial Party Standing Committee, former Permanent Vice Chairmen, Standing Members of the Provincial People's Council and leaders of the Provincial People's Council Committees through the periods, together with leaders of the committees, the Office of the National Assembly Delegation and the Provincial People's Council, together with cadres, experts and employees of the Office of the National Assembly Delegation and the Provincial People's Council.
At the discussion, delegates reviewed the history of the first election day of the Provincial People's Council which took place on February 24, 1946 and the 78-year journey of the Provincial People's Council through 18 election terms.

With the victory of the great August Revolution, on September 2, 1945, at the historic Ba Dinh Square, on behalf of the provisional government, President Ho Chi Minh solemnly read the Declaration of Independence giving birth to the Democratic Republic of Vietnam, opening a new era of national independence associated with socialism.
Then, on January 6, 1946, the first general election took place nationwide to elect the National Assembly and on November 9, 1946, the National Assembly of the Democratic Republic of Vietnam passed the 1946 Constitution.

On February 24, 1946, the election of the Provincial People's Council was also successfully conducted with the participation of the majority of voters. As a result, 39 delegates were elected to the Nghe An Provincial People's Council. Immediately after that, on March 23, 1946, the first term of the Nghe An Provincial People's Council opened its first session.
In particular, for many reasons, the organization of elections for People's Councils at all levels did not take place at the same time in localities in the province and lasted from February 24, 1946 and was completed at the end of May 1946.

The first elections of People's Councils at all levels in the province were truly a great festival for the people of Nghe An; demonstrating patriotism, deep trust in the Party and President Ho Chi Minh; demonstrating the will for national independence, determination to protect and build a revolutionary government of the people of all walks of life in the province.
Over the past 78 years, under the leadership of the Party, the support of all classes of people, along with the improvement of structure, functions, tasks and continuous efforts, the People's Council of Nghe An province has always affirmed its role, well performed the functions and tasks of the local state power agency, and excellently completed all missions assigned by the Party, State and People.

Recalling memories and sharing experiences of activities through the terms, the delegates also affirmed many innovations in methods and focused on improving the quality of activities of the 18th Provincial People's Council, term 2021 - 2026. Since the beginning of the term, the Provincial People's Council has held 18 sessions, issued 300 resolutions, contributing to promoting socio-economic development, ensuring national defense - security and foreign affairs of the province.
During this term, the Provincial People's Council also increased the application of information technology, pioneering digital transformation in its activities. The Standing Committee and committees of the Provincial People's Council focused on improving the quality of supervision and questioning activities; closely following and urging the resolution of existing problems and difficulties in socio-economic development and people's lives; paying attention to contacting and grasping the legitimate thoughts and aspirations of voters, supervising the timely and quality resolution and response to voters' recommendations...

Through its activities, the Provincial People's Council has increasingly affirmed and enhanced the role and effectiveness of elected bodies in the political system and social life; affirmed and deserved to be the local state power body of the people, by the people and for the people.


Efforts to meet higher tasks in the new situation
Speaking at the seminar, comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council affirmed: The tradition and operational experience of the Provincial People's Council over the past 78 years, along with the sharing of operational experience of the delegates at the seminar will continue to be valuable lessons for the 18th Provincial People's Council, term 2021 - 2026 to strive and successfully complete its tasks in the coming time.
Emphasizing the requirements on the functions and tasks of the Provincial People's Council today, both increasing in quantity and increasing in quality, Standing Vice Chairman of the Provincial People's Council Nguyen Nam Dinh said: The Standing Committee and the People's Council committees, the Office of the National Assembly Delegation and the Provincial People's Council continue to promote the 78-year tradition of operation to innovate and strengthen the effective coordination of all levels and sectors, in order to improve the quality of activities.

The focus is on the quality of organizing meetings; improving the quality and effectiveness of supervision, survey, questioning, explanation sessions, voter contact, citizen reception and urging the settlement of voters' recommendations and citizens' petitions; information, propaganda, digital transformation, etc.
Ensuring the activities of the Provincial People's Council, both to better meet the tasks in the new situation and to satisfy the trust of voters and people in the province towards elected agencies and elected representatives.

To do so, the requirements for each cadre and civil servant are a sense of responsibility and dedication to the assigned work; always striving to study, practice, and perform as best as possible the role and responsibility of a representative that voters and people entrust and expect.
