Vietnam-Japan seminar on human resource development cooperation
Cooperation with Vietnam is a successful model in Japan's international cooperation in vocational training.
On the morning of September 14, in Tokyo, within the framework of the Vietnam-Japan meeting, the Ministry of Labor, Invalids and Social Affairs coordinated with the Vietnamese Embassy in Japan to organize a Vietnam-Japan cooperation seminar on human resource development, focusing on vocational training.
About 60 delegates attended the seminar, including representatives of agencies related to vocational training in Vietnam and Japan, and a number of vocational training schools in the two countries.
Speaking at the seminar, Vietnamese Ambassador to Japan Doan Xuan Hung emphasized the urgency of Vietnam-Japan cooperation in vocational training. According to Ambassador Doan Xuan Hung, with nearly 2,000 investment projects being implemented in Vietnam, Japanese enterprises are in great need of a stable source of highly skilled labor. Although Vietnamese workers are considered to be hard-working and skillful, ensuring high-quality human resources is still a problem for many Japanese enterprises operating in Vietnam.
Deputy Minister of Labor, Invalids and Social Affairs Nguyen Ngoc Phi expressed his desire to learn from Japan's vocational training experiences. Deputy Minister Nguyen Ngoc Phi proposed cooperation in vocational training with Japan, including transferring programs and textbooks from Japan; training teachers and vocational training managers; standardizing facilities and equipment according to Japanese standards; and cooperating in vocational skills assessment.
At the seminar, Mr. Seinoo Yoshihiro, Assistant Minister of Health, Labor and Welfare of Japan, introduced the vocational training model of Japan. According to Mr. Seinoo, an elite workforce is the key factor maintaining Japan's high competitiveness in the manufacturing sector.
Japan boasts a comparative advantage in training highly qualified human resources, focusing on vocational training. Japan is expanding vocational training cooperation with other countries, including Vietnam.
Ms. Nobuko Kayashima, Head of Human Resources Development Division of Japan International Cooperation Agency (JICA), said that cooperation with Vietnam is a successful model in Japan's international cooperation in vocational training. Among them, the project to enhance vocational training capacity at Hanoi University of Industry must be mentioned. Vietnam and Japan need to replicate such projects.
“I think that in the coming time, Vietnam will need more technicians. Increasing the quantity is necessary, but it will not be effective if the increase in quantity does not go hand in hand with the quality. Therefore, expanding high-quality vocational training is extremely important. To do that, the quality of teachers is the top factor. With the help of Japan, Hanoi University of Industry has organized high-quality vocational training courses. Japan wants to promote this model in improving the quality of vocational training at other institutions in Vietnam,” said Ms. Kayashima.
Opinions at this seminar will be compiled into specific cooperation proposals to recommend to the governments of the two countries./.
