Overview of commune-level administrative units in Nghe An before abolishing the district level
After two rearrangement phases of 2019-2021 and 2023-2025, Nghe An province currently has 412 commune-level units (68 units less than before the rearrangement) in 20 districts, cities, and towns, and has more than 15,900 cadres, civil servants, and non-professional workers at the commune level.

Classification of 412 communes, wards and towns in the province
According to current regulations, the classification of wards, communes and towns into types I, II and III is based on the assessment of population size, socio-economic development level and specific factors.
According to data from the Department of Home Affairs, Nghe An province currently has 9 type I wards; 24 type II wards; 142 type I communes and towns; 226 type II communes and towns and 11 type III communes and towns.
9 type I wards:Vinh city has 7 units; Hoang Mai town has 2 units.
24 type II wards:Vinh city has 17 units; Thai Hoa town has 4 units, Hoang Mai town has 3 units.

Number of commune-level officials and civil servants
Decree No. 33/2023/ND-CP stipulating the number of commune-level cadres, civil servants and non-professional workers at the commune level, in villages and residential groups stipulates:
Number of cadres and civil servants: For type I wards: 23 people; type II: 21 people; type III: 19 people. For type I communes and towns: 22 people; type II: 20 people; type III: 18 people.
The number of non-professional workers at the commune level is regulated: Type I is 14 people; Type II is 12 people; Type III is 10 people.

In addition to the number of cadres, civil servants and non-professional workers mentioned above, the Provincial People's Committee shall base on the number of commune-level administrative units with population size and natural area larger than the standards prescribed in the Resolution of the National Assembly Standing Committee on standards of administrative units and classification of administrative units to calculate the additional number of civil servants at the commune level.
Accordingly, for every commune-level administrative unit that increases by half the prescribed population size, it will be allowed to add 1 civil servant and 1 non-professional worker.
In addition to increasing the number of civil servants and non-professional workers according to the population size prescribed above, for every increase of 100% of the prescribed natural area, a commune-level administrative unit can increase by 1 civil servant and 1 non-professional worker.

In Resolution No. 78/NQ-HDND dated December 7, 2023 of the People's Council of Nghe An province, the number of cadres, civil servants, and part-time workers at the commune level in the province in 2024 is assigned to include 9,815 cadres, civil servants; 6,103 part-time workers.
At the end of 2024, Nghe An completed the arrangement of district and commune-level administrative units for the 2023-2025 period; accordingly, reducing 48 commune-level administrative units, from 460 to 412 units.
Pursuant to Decree No. 33/2023/ND-CP, on March 7, at the regular meeting in February 2025, the People's Committee of Nghe An province approved the content of the draft Resolution on assigning the number of cadres, civil servants and non-professional workers at the commune level in Nghe An province in 2025 to submit to the Provincial People's Council for consideration and resolution.
Accordingly, the total number of commune-level officials and civil servants expected to be assigned in 2025 is 9,477 people, a decrease of 338 people compared to 2024. The number of non-professional workers expected to be assigned is 5,902 people, a decrease of 201 people compared to 2024.
In Conclusion No. 127-KL/TW, dated February 28, 2025, on implementing research and proposing to continue to reorganize the apparatus of the political system, the Politburo and the Secretariat assigned the Government Party Committee to preside over and coordinate with the Central Organizing Committee, the National Assembly Party Committee, the Fatherland Front Party Committee, central mass organizations and relevant agencies to direct research and develop a project and report to the Politburo on merging a number of provincial-level administrative units, not organizing at the district level, and continuing to merge commune-level administrative units. This project will be submitted to the Party Central Committee (through the Central Organizing Committee) before April 7, 2025.
In particular, the Politburo and the Secretariat require clearly defining models of local government at the commune level for urban, rural, mountainous, delta, island areas, population size, area, history, culture, socio-economic issues, national defense, security, ethnicity, religion... Building functions, tasks, powers, organizational structure, and staffing of local government at the commune level.
On March 1, the Ministry of Home Affairs sent an official dispatch to the People's Committees of provinces and centrally-run cities to review and report on the quantity and quality of commune-level officials and civil servants.
