Directly directing the scene, Lieutenant Colonel Nguyen Thanh Huong (Acting Director of the Ho Chi Minh City Fire Police) said that the fire in the basement quickly covered about 300 square meters. Meanwhile, the stairwell doors leading to the upper floors were all open due to being wedged with bricks, causing smoke to rush up very strongly. The automatic fire extinguishing system was almost inoperative, and there were no on-site fire fighting forces... When firefighters arrived, the fire and smoke were already very large.

Many people were heartbroken when they received the news that a loved one had died in the fire. |
Major General Phan Anh Minh (Deputy Director of Ho Chi Minh City Police) said that the investigation agency had collected the camera system, data on fire alarm management, smoke alarm, automatic system activation... of the building. When rescuers arrived at the scene, the power was off, and there were no signal lights to guide the victims to escape.
Mr. Minh said that he could not rule out the possibility that there was an explosive device installed in the basement because the motorbike exploded very loudly. He requested an investigation into whether the smoke door was blocked with bricks intentionally or accidentally, and who did it.
The People's Committee of District 8 has directed to support 15 million VND/victim who died in the fire at Carina apartment building (District 8) and 6 million VND for those injured and being treated at hospitals.
