(Baonghean.vn) - On the morning of July 15, the Provincial Police held a conference to commend typical models and individuals in the work of reintegrating people who have completed their prison sentences according to Decree 80/2011/ND-CP of the Government. Attending were representatives of the General Department of Criminal Enforcement and Judicial Support (Ministry of Public Security), relevant provincial departments, representatives of typical models and individuals who have completed their prison sentences.

According to a survey by the Provincial Police, by May 2014, there were 11,085 people in the province who were reintegrated into the community, classified into 4 groups: Group 1 (have complied well, stabilized life): 6,039 people; Group 2 (unstable life, still self-conscious, inferiority complex): 3,017 people; Group 3 (living in a complex environment in terms of security and order, easily lured, reoffending): 1,580 people; Group 4 (not subject to management, education, living loosely): 395 people. From 2011 to present, the province has replicated 18 models (4 models managed by communes, wards, and towns; 9 models managed by hamlets, 5 models managed by organizations) and 79 individuals who have completed their prison sentences.

Therefore, in 2013 and the first 6 months of 2014, the rate of people who have completed their prison sentences and have jobs was 72% (from 2002 to 2012, it was only 49.58%); the rate of recidivism was only 4.06% (from 2002 to 2012, it was 12.67%). However, through assessment, the coordination between authorities at all levels, functional branches, and socio-political organizations in some places and at some times was not tight, and implementation was not drastic; a part of the masses did not fully realize their awareness and responsibility for community reintegration work; the work of building models and replicating advanced examples was not commensurate with the requirements of the task... The conference also listened to presentations sharing experiences, expressing recommendations and proposals from representatives of models and individuals who have completed their prison sentences so that community reintegration work can be better implemented.
On this occasion, 2 groups and 4 individuals received Certificates of Merit from the Provincial People's Committee; 2 groups and 10 individuals received Certificates of Merit from the Department of Public Security for their good achievements in community reintegration.
