Full text of the Report of the 12th Party Central Committee

On the morning of January 26, 2021, the 13th National Congress of the Communist Party of Vietnam solemnly opened at the National Convention Center, Hanoi.

At the opening session of the Congress, General Secretary and President Nguyen Phu Trong, Head of the Document Subcommittee, presented the Report of the 12th Central Executive Committee on documents submitted to the 13th National Party Congress.

The 13th National Congress of the Party is a major political event of our Party, our country and our people, of special significance in the process of continuing to comprehensively and synchronously promote the country's innovation, integration and development; our cadres, party members and people are eagerly awaiting, trusting and placing high expectations on the Party's correct, strong and wise decisions.

With the theme: Strengthening the building and rectification of the Party and a clean and strong political system; arousing the will and determination to develop the country, promoting the strength of great national unity combined with the strength of the times; continuing to comprehensively and synchronously promote the renovation process; firmly building and protecting the Fatherland, maintaining a peaceful and stable environment; striving to make our country a developed country, following the socialist orientation by the middle of the 21st century, the 13th National Party Congress has the task of summarizing the implementation of the Resolution of the 12th National Party Congress in conjunction with assessing 35 years of carrying out the renovation process, 30 years of implementing the 1991 Platform, 10 years of implementing the Platform (supplemented and developed in 2011), the 10-year socio-economic development strategy 2011-2020; set out the direction and tasks for socio-economic development in the 5 years 2021-2025 (celebrating the 50th anniversary of the complete liberation of the South and national reunification); determine the goals and directions until 2030 (celebrating the 100th anniversary of the founding of the Party) and the vision for national development until 2045 (celebrating the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam). These will be important milestones in the development process of our Party, our people, our country, with strategic significance for the orientation and vision for national development in the new period.

Dear comrades,

The full text of the Reports has been sent to the delegates attending the Congress. Next, on behalf of the 12th Central Executive Committee, I would like to present the Report on the documents submitted to the 13th National Party Congress, focusing on a number of general, fundamental, and general issues, clarifying the main contents and important highlights for the Congress to consider, discuss, and give opinions and decisions.

I- ABOUT THE DOCUMENT PREPARATION PROCESS

Realizing the significance and importance of the 13th Congress, the Politburo of the Party Central Committee has set out requirements and plans to prepare for the 13th Congress very early. Right from the 8th Conference of the 12th Central Executive Committee (October 2018), it was decided to establish Subcommittees to prepare documents and personnel work.

There are 3 sub-committees related to the preparation of documents: Documents sub-committee headed by Comrade Nguyen Phu Trong, General Secretary, President; Socio-Economics sub-committee headed by Comrade Nguyen Xuan Phuc, Politburo member, Prime Minister; Party Charters sub-committee headed by Comrade Pham Minh Chinh, Politburo member, Party Central Committee Secretary, Head of the Central Organization Committee. To assist the sub-committees, the Secretariat has decided to establish Editorial Teams and Support Units.

After being established, under the direction of the Politburo, the Subcommittees actively and urgently built work programs and plans; conducted theoretical research, summarized practices and conducted field surveys.

Over the past two years, the Sub-committees have closely coordinated with research agencies, ministries, departments, branches at the Central level and local Party committees and authorities to organize nearly 60 conferences, seminars, and dialogues and established 50 delegations to conduct field surveys, work with and seek opinions from former senior leaders of the Party and State, and consult with experts; organized a number of dialogues with the World Bank and a number of international organizations; and organized two delegations to conduct surveys and study foreign experiences.

Theoretical and scientific research agencies have sent about 80 advisory reports and recommendation reports to the Subcommittees. Many veteran cadres and dedicated scientists have also sent letters and comments. The reports have been studied, filtered, and reasonable and accurate opinions have been absorbed to be included in the draft documents.

The Subcommittees held 20 meetings to discuss and approve the Outline and draft documents, and there was regular coordination between the Subcommittees and the Editorial Team to ensure consistency in content between documents, in which the Political Report was the center.

The Politburo met many times to give opinions on perfecting the Outline and draft documents to be submitted to the Central Executive Committee for comments at the 10th, 11th, 14th and 15th Central Conferences.

The draft Reports have been revised and amended many times (the Political Report about 30 times) and sent for wide comments from National Assembly delegates, the Central Committee of the Vietnam Fatherland Front, many organizations, agencies, unions...

The Politburo has decided to publicly announce the full text of the draft Reports on the mass media to listen to the broad opinions of the people. Millions of opinions have been contributed to the draft documents and have been compiled and sent to the Central Committee.

Synthesize comments from party congresses at all levels from the grassroots level to party committees directly under the Central Committee, comments from National Assembly deputies, the Fatherland Front, socio-political organizations, mass organizations, cadres, party members and people both at home and abroad (comments are compiled into 1,410 pages; the general summary report is nearly 200 pages).

During the process of drafting documents, the Politburo and the Secretariat closely directed, ensuring progress and quality, updating changes in the situation, especially the impact of the Covid-19 pandemic; while promoting widespread democracy, ensuring scientific nature, and crystallizing the wisdom of the entire Party and people.

In particular, the General Secretary, President, and Head of the Document Subcommittee had many important articles and speeches to direct the compilation of documents to be submitted to the 13th National Party Congress.

It can be affirmed that the preparation of draft documents to be submitted to the 13th Congress has been carried out very carefully, thoughtfully, and methodically, through many times and rounds, with gradual improvement, and many important innovations in content and method.

Thoroughly grasping the principle of smoothly combining theory and practice, steadfastness and innovation, inheritance and development, on the basis of promoting widespread democracy, the draft documents have truly been the product of the crystallization of the wisdom of the entire Party and people, clearly demonstrating the unity between "Party's will and people's heart," combined with the determination and will to develop of the nation in the cause of building and firmly defending the socialist Fatherland of Vietnam.

The opinions and proposals, which are the result of the enthusiasm, responsibility, and the crystallization of the intelligence, will, and creativity of our entire Party, people, and army, have been seriously studied, filtered, selected, and accepted. From this solemn forum, our Congress sincerely thanks you, comrades, and compatriots for your valuable contributions, demonstrating a high sense of responsibility towards the Party, people, and country, and wishes that our Party will become increasingly clean and strong; our country will become increasingly prosperous; our people will become increasingly prosperous and happy; and our nation will become increasingly prosperous and everlasting.

II- ON SUMMARY OF THE 12TH CONGRESS TERM AND LOOKING BACK AT 35 YEARS OF RENEWAL

Over the past five years, seizing favorable conditions and opportunities, overcoming difficulties and challenges, especially the impact of consecutive epidemics and natural disasters, our entire Party, people and army have promoted patriotism, solidarity, determination, mettle, creativity, and strived to achieve many very important and comprehensive achievements, creating many outstanding marks; the country has developed rapidly and sustainably; consolidated and enhanced people's trust in the Party, State and socialist regime.

Our country's economy has maintained a fairly high average growth rate (about 5.9%). Many difficulties, obstacles, limitations and weaknesses from previous years have been focused on and resolved, achieving initial results. Growth quality has improved; the macro economy has been quite stable; inflation has been controlled and maintained at a low level; major balances of the economy have continued to be ensured and have been improved; financial and state budget discipline and order have been strengthened. Mobilization of social investment capital has increased sharply, and efficiency of use has been improved. The trade balance has improved; exports have increased rapidly.

Economic restructuring associated with growth model innovation, implementation of three strategic breakthroughs achieved important results. Investment and business environment, potential, scale and competitiveness of the economy continued to be improved. Politics and society were stable, people's lives were significantly improved. The fields of social security, health, education - training, science - technology, environmental protection, cultural development, building Vietnamese people,... had many positive changes, some quite prominent.

The work of building and rectifying the Party and the political system has received special attention and has been carried out comprehensively, synchronously, and effectively in all aspects of politics, ideology, ethics, organization, and cadres.

Many complex issues were raised and implemented in previous years, but with low efficiency. In this term, there have been positive changes. The work of inspection, supervision and the fight against corruption, waste and negativity has been carried out resolutely, systematically, in depth, with breakthroughs and achieved specific and clear results.

Many economic and corruption cases have been discovered, investigated, prosecuted, and strictly tried, creating deterrence and warning, and have been welcomed, highly appreciated, and supported by cadres, party members, and the people. The situation of corruption, negativity, degradation, "self-evolution," and "self-transformation" within the Party and the political system has been gradually controlled and prevented.

Faced with the rapidly and complicated developments in the world and the region, we have attached importance to consolidating and strengthening national defense and security, proactively and successfully handling situations, avoiding being passive or surprised. Political, economic, cultural and social security, as well as social order and safety have been maintained.

Foreign affairs and international integration activities have been promoted, constantly expanded and deepened; resolutely and persistently protecting independence, sovereignty, unity, territorial integrity and national interests; maintaining a peaceful and stable environment for national development, while actively and responsibly contributing to peace, cooperation and development in the world and the region, receiving support and high appreciation from the international community; the prestige and position of the Party and State, and the country's position and power have been constantly enhanced in the international arena.

In 2020, in the context of the Covid-19 pandemic strongly affecting our country, causing many socio-economic losses, but with outstanding efforts, the country has achieved more special results and achievements than previous years.

While the world economy is in recession, with negative growth of nearly 4%, our country's economy still achieved a growth rate of 2.91%, one of the economies with the highest growth rate in the world.

Promoting the strength of national solidarity, the superiority of the socialist regime; the sharp and correct leadership of the Party; the drastic and timely direction and management of the Government; the synchronous and active participation of the entire political system; the consensus, response and strong support of the people nationwide and our compatriots abroad, we have promptly controlled, basically controlled and prevented the spread of the Covid-19 pandemic in the community; minimized the damage and losses caused by the epidemic, ensured social security and welfare for the people; gradually restored production and business, and made efforts to complete at the highest level the socio-economic development tasks of 2020 and the entire 2016 - 2020 period.

Vietnam is recognized by the world as a bright spot in successfully achieving the "dual goal" of both controlling and preventing the Covid-19 pandemic and recovering and developing the economy, ensuring people's lives and safety.

It can be affirmed that the results achieved during the 12th Congress term are of special importance, not only creating outstanding marks, but also contributing to strengthening confidence, creating new motivation and new spirit for the entire Party, people and army to firmly overcome difficulties and challenges, take advantage of opportunities and advantages, and bring the country into a new period of development.

There are many reasons for achieving the above results, but the most important reason is the high will, determination, efforts, solidarity, joint efforts, and consensus of the entire political system, the entire Party, the entire people, and the entire army; the correct and highly unified leadership and direction of the Central Executive Committee, the Politburo, the Secretariat, and Party committees at all levels in concretizing and comprehensively implementing the Resolution of the 12th National Congress, promptly and effectively resolving many new issues arising in practice, especially in important and key areas; the sharp, drastic, and effective management and administration of the Government and authorities at all levels; the appropriate and correct innovation in the content and methods of operation of the National Assembly, People's Councils at all levels, and organizations in the political system; the efforts of cadres and Party members; the active, diligent, creative, and responsible working spirit of the people; and the consensus and support of the international community.

Dear Congress,

After 35 years of carrying out the renovation process, 30 years of implementing the Platform for national construction in the transitional period to socialism, the theory on the renovation policy, on socialism and the path to socialism in our country has been increasingly perfected and gradually realized. We have achieved great achievements of historical significance, developing more strongly and comprehensively than in the years before the renovation.

From the practice of innovation, especially the 5 years of implementing the Resolution of the 12th Party Congress, we have drawn some valuable lessons:

Firstly, the work of Party building and rectification must be carried out resolutely, comprehensively, synchronously, regularly and effectively in terms of politics, ideology, ethics, organization and cadres. Firmly apply and creatively develop Marxism-Leninism and Ho Chi Minh Thought; improve the Party's leadership, governing capacity and fighting strength; regularly consolidate and strengthen solidarity within the Party and the political system; strictly implement the principles of Party building, and regularly innovate the Party's leadership methods.

Building a clean and strong State and political system in all aspects; perfecting the mechanism for tightly controlling power; resolutely and persistently fighting against degradation, "self-evolution" and "self-transformation" within the Party; stepping up the fight against corruption and waste. Personnel work must truly be the "key of the keys", focusing on building a contingent of cadres, especially strategic-level cadres and leaders with sufficient qualities, capacity and prestige, equal to the task; promoting the responsibility of setting examples of cadres and Party members according to the motto that the higher the position, the more exemplary they must be, especially Politburo members, Secretariat members and Central Executive Committee members.

Second, in all work of the Party and State, we must always thoroughly grasp the viewpoint that "people are the root"; truly trust, respect and promote the people's right to mastery, persistently implement the motto "people know, people discuss, people do, people inspect, people supervise, people benefit".

The people are the center and the subject of the cause of innovation, construction and protection of the Fatherland; all policies and strategies must truly originate from the lives, aspirations, rights and legitimate interests of the people, taking the happiness and prosperity of the people as the goal to strive for. Strengthen the close relationship between the Party and the people, rely on the people to build the Party; consolidate and strengthen the people's trust in the Party, the State and the socialist regime.

Third, in leadership, direction, administration, and implementation, there must be high determination, great efforts, drastic, dynamic, creative, and proactive actions; appropriate steps, promoting all resources, motivations, and superiority of the socialist regime; promptly removing bottlenecks and obstacles; promoting the responsibility of leaders in conjunction with promoting the synchronous strength of the entire political system; promoting democracy along with maintaining discipline; attaching importance to summarizing practices and researching theories; implementing good coordination in leadership, management, and administration; attaching importance to quality and practical effectiveness; creating breakthroughs for development.

Fourth, focus on prioritizing the synchronous construction of development institutions, ensuring harmony between steadfastness and innovation, inheritance and development; between economic innovation and political, cultural and social innovation; between compliance with market rules and ensuring socialist orientation; between economic growth and cultural and human development, solving social problems, protecting resources and the environment; between economic and social development and ensuring national defense and security; between independence and autonomy and international integration; truly valuing and effectively promoting the driving role of people, culture, education and training, science and technology in national development.

Fifth, proactively research, grasp, and accurately forecast the situation, absolutely must not be passive or surprised. Resolutely and persistently protect the independence, sovereignty, unity, and territorial integrity of the Fatherland while maintaining a peaceful, stable, secure, and safe environment for national development. Proactively and actively integrate comprehensively and deeply into the international community on the basis of maintaining independence, autonomy, self-reliance, and self-strengthening. Correctly and effectively handle relations with major countries and neighboring countries; correctly assess trends, and seize opportunities. Effectively promote the country's overall strength in combination with the strength of the times. Effectively exploit and use all resources to meet the requirements of national construction, development, and defense in the new situation.

Those lessons are an important basis for our Party to continue to apply, promote and develop creativity in leadership and direction, helping us to be steadfast, steady and confident in overcoming new difficulties, challenges and heavier tasks when entering the 13th term.

III- ON DIRECTIONS AND TASKS OF THE 13TH CONGRESS TERM AND THE FOLLOWING YEARS

In the coming years, the world and regional situation is forecast to continue to have many rapid, complex and unpredictable changes. Peace, cooperation and development are still the major trends, but also face many obstacles, difficulties and challenges. Globalization and international integration continue to progress, but are also threatened by the rise of extreme nationalism, strategic competition, economic competition, and fierce trade wars. Due to the impact of the Covid-19 pandemic, the world has fallen into a serious crisis on many fronts. The Fourth Industrial Revolution is developing strongly, creating breakthroughs in many fields, bringing both opportunities and challenges to all countries. Countries are adjusting their strategies and development methods to adapt to the new situation.

The Asia-Pacific region continues to have an increasingly important strategic position. In Southeast Asia, the security environment and sovereignty disputes in the East Sea remain complex. Climate change, natural disasters, epidemics and other non-traditional security issues, especially cyber security, are increasingly having a strong and multifaceted impact, seriously threatening the stable and sustainable development of the world, the region and our country.

Meanwhile, despite achieving very important and proud achievements, our country still faces many difficulties, challenges and limitations. Economic growth has not been commensurate with its potential; after the first 4 years of continuous high growth, in 2020 it declined sharply due to the negative impact of the epidemic and natural disasters, droughts, storms and floods.

The economy’s autonomy and resilience are not high. Collective and cooperative economies are mostly small in scale and have weak internal capacity. The operational efficiency of many state-owned enterprises is still low. The domestic private economy and the foreign-invested economy are developing rapidly but are not yet truly sustainable.

Leadership, management, ensuring human security, social order and safety; resource use, and environmental protection still have many shortcomings, causing social resentment. Hostile forces are increasingly fierce in their sabotage. The struggle to protect national sovereignty and territorial integrity still faces many challenges.

The historical values ​​and cultural traditions of the Vietnamese people and nation have not been fully promoted. The capacity for organization and implementation is still limited; the quality of laws and policies in some areas is still low. The leadership capacity and fighting strength of many party organizations and party members are not up to the task.

The mechanism for controlling power in the Party and the State is not yet complete and synchronous; its effectiveness and efficiency are not high. The institutionalization and concretization of a number of Party resolutions are still slow; the organization of implementation is still a weak link. These difficulties, limitations and shortcomings require us to have high determination, great efforts and more drastic actions to overcome them. We must absolutely not be subjective, complacent and lose vigilance.

To continue implementing the innovation policy in the coming period, our entire Party, people and army need to thoroughly grasp in both awareness and practical action the following basic guiding viewpoints:

(1) The consistent guiding ideology of our entire Party, people and army is to firmly adhere to, apply and creatively develop Marxism-Leninism and Ho Chi Minh Thought; firmly adhere to the goal of national independence and socialism; firmly adhere to the Party's renewal policy; firmly adhere to the principles of Party building; and ensure the highest national interests on the basis of the fundamental principles of international law, equality, cooperation and mutual benefit to firmly build and defend the socialist Fatherland of Vietnam. This is a matter of principle, of vital significance to our regime, and is the solid foundation of our Party, which does not allow anyone to waver or waver.

(2) The overall development strategy of our country is to comprehensively and synchronously promote the innovation process, develop the country rapidly and sustainably; ensure close connection and synchronous implementation of tasks, in which: Socio-economic development is the center; Party building is the key; cultural development is the spiritual foundation; ensuring national defense and security is essential and regular.

(3) The important driving force and resource for the country's development is to strongly arouse patriotism, national self-reliance, the strength of national unity and the aspiration to develop a prosperous and happy country. Promote the combined strength of the entire political system, culture and people of Vietnam; promote innovation, strongly apply science and technology, especially the achievements of the Fourth Industrial Revolution. Combine national strength with the strength of the times; maximize internal strength, take advantage of external strength, in which endogenous resources, especially human resources, are the most important.

(4) The decisive factor for the success of the cause of national construction and development and defense of the Fatherland is to continue to strengthen Party building and rectification, improve the Party's leadership capacity, governing capacity and fighting strength; build a truly clean and strong Party and political system in all aspects, build a streamlined, effective and efficient State; build a contingent of cadres and Party members, especially strategic-level cadres and leaders, with sufficient qualities, capacity and prestige, equal to the tasks.

With a genuine, clean, strong revolutionary party with enough mettle, intelligence, experience, and leadership prestige like our Party, and with the people's wholehearted trust and support, we will have great strength to overcome all difficulties and challenges. No force can stop our nation from moving forward, creating new miracles in the cause of building and developing the country.

(5) During the 2021-2025 term and the following years, our general development goals are: To improve the leadership capacity, governing capacity and fighting strength of the Party; to build a clean and strong Party and political system in all aspects; to strengthen the people's trust in the Party, the State and the socialist regime; to arouse the aspiration to develop a prosperous and happy country, to promote the will and strength of great national unity combined with the strength of the times; to comprehensively and synchronously promote the cause of innovation, industrialization and modernization; to firmly build and defend the Fatherland, maintain a peaceful and stable environment; to strive for our country to become a developed country with a socialist orientation by the middle of the 21st century.

On the principle of ensuring scientific and practical values; inheriting and supplementing appropriately to changes in each stage of the country's development; at the same time researching and referring to the experiences of other countries and the world's common development standards, we determine specific goals not only in the XIII term but also towards important development milestones of our country in the coming decades:

- By 2025: A developing country with modern industry, surpassing the lower middle income level.
- By 2030: A developing country with modern industry and high average income.
- By 2045: Become a developed, high-income country.

To achieve the stated goals, on the basis of closely following the reality and development trends of the country and the world, the Political Report and the thematic reports have specified 12 strategic orientations for national development in the period 2021 - 2030. The major orientations cover important development issues of the country in the next 10 years, including many new and outstanding issues, namely:

+ Continue to strongly innovate thinking, build and synchronously perfect institutions for sustainable national development; comprehensively and synchronously perfect institutions for developing a socialist-oriented market economy; strongly innovate the growth model, restructure the economy, industrialize and modernize the country, focus on innovation, promote national digital transformation, develop the digital economy and digital society.

+ Create breakthroughs in fundamental and comprehensive innovation in education and training, science and technology, develop high-quality human resources, attract and utilize talents, and strongly apply achievements of the Fourth Industrial Revolution.

+ Comprehensive human development and building an advanced Vietnamese culture imbued with national identity; effectively and strictly managing social development, ensuring social security and human security; proactively and effectively adapting to climate change and mitigating natural disasters, preventing and combating epidemics, protecting people's health; managing, exploiting and sustainably using resources, focusing on environmental protection, ensuring sustainable development.

+ Proactively prevent the risks of war and conflict early and from afar; resolutely and persistently protect the independence, sovereignty, unity and territorial integrity of the Fatherland; ensure national security, social order and safety; implement an independent, self-reliant, multilateral and diversified foreign policy; proactively and actively integrate comprehensively, deeply and effectively into the international community.

+ Widely practice and promote socialist democracy, mastery and the role of the people; consolidate and enhance people's trust, and strengthen social consensus.

Building and perfecting the socialist rule-of-law state, building a clean, strong, streamlined political system that operates effectively and efficiently, and continuing to promote the fight against corruption, waste, bureaucracy, and negativity.

Continue to strengthen comprehensive Party building and rectification associated with innovation in the Party's leadership and governing methods.

To implement the above orientations, we need to continue to grasp and handle well the major relationships: Between innovation, stability and development; between economic innovation and political innovation; between following market rules and ensuring socialist orientation; between developing productive forces and building and gradually perfecting socialist production relations; between the state, the market and society; between economic growth and cultural development, realizing social progress and equity, and protecting the environment; between building and protecting the socialist Vietnamese Fatherland; between independence, autonomy and international integration; between Party leadership, State management and people's mastery; and especially, the newly added relationship this time is the relationship between practicing democracy and strengthening the rule of law, ensuring social discipline.

These are major relationships, reflecting dialectical laws, core theoretical issues on our Party's innovation policy, which need to be continuously supplemented, perfected and developed in accordance with changes in practice; requiring us to have correct and complete perception, deep understanding and good and effective implementation. Absolutely must not be extreme or one-sided.

Dear comrades,

The XIII Congress term is a milestone, a very important turning point, laying the foundation for the following terms to successfully implement the strategic goals of national development until 2030, with a vision to 2045. Promoting the will and strength of the entire nation, the unity of "Party's will, people's heart," we are determined to carry out well the system of tasks and solutions set forth in the documents submitted to the XIII Congress to bring our country into a new stage of development with the following focuses:

(1) Continue to promote Party building and rectification, building a socialist rule-of-law State and a clean and strong political system.

Harmoniously, closely and effectively combine Party building with Party rectification; between Party building and Party protection. Constantly improve the capacity and innovate the Party's leadership and governance methods in new conditions. Strengthen Party building in terms of politics. Pay great attention to Party building in terms of ideology. Be steadfast and firm on the foundation of Marxism-Leninism and Ho Chi Minh's thought, while constantly supplementing and creatively developing them in accordance with Vietnam's reality; be steadfast in the goal of national independence and socialism; be steadfast in the path of innovation, strictly implement the Party's organizational and operational principles. Strengthen education on the glorious cultural, historical and revolutionary traditions of the Party and the nation; constantly improve the level of political theory for cadres and Party members; regularly fight and prevent plots and sabotage activities of hostile and reactionary forces, fight and refute erroneous and hostile viewpoints, and protect the Party's ideological foundation.

Focus on building the Party in terms of ethics, actively fighting against bureaucracy, corruption, waste, and negativity; effectively preventing and repelling the degradation of political ideology, ethics, and lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party, associated with promoting the study and following of Ho Chi Minh's ideology, ethics, and lifestyle; promoting the exemplary responsibility of cadres and Party members according to the motto that the higher the position, the more exemplary one must be.

Innovate and perfect the organizational structure of the political system to be streamlined, operate effectively and efficiently, along with consolidating and improving the quality of grassroots party organizations and party members. Pay special attention to improving the quality and effectiveness of cadre work - the key content in Party building work. Focus on building cadres at all levels, especially at the strategic level, and leaders at all levels with sufficient qualities, capacity, prestige, and equal to the task.

There are appropriate incentive policies and mechanisms to protect cadres and party members with high fighting spirit, exemplary implementation of Party principles and State laws, daring to think, daring to speak, daring to do, daring to take responsibility, daring to innovate, daring to face difficulties and challenges, and resolute in action for the common good.

Enhance the capacity and effectiveness of the State in institutionalizing, concretizing and organizing the implementation of the Party's policies and resolutions. Maintain discipline and order while overcoming weaknesses and delays in leadership, administration, organization, implementation of policies, laws, and public service. Promote decentralization and delegation of power along with strengthening inspection, supervision and strict control of power; improve the quality, effectiveness and efficiency of inspection, supervision and Party discipline. Continue to implement the judicial reform strategy; enhance the prestige and effectiveness of judicial activities.

Innovate the organization, apparatus, content and methods of operation of the Fatherland Front and socio-political organizations according to the motto of focusing on the grassroots and residential areas, effectively performing the role of social supervision and criticism, protecting the legitimate rights and interests of union members and people, acting as an important bridge between the Party and the people. Consolidate and strengthen the people's trust and attachment to the Party, the State and the socialist regime.

(2) Strongly and effectively innovate the growth model, restructure the economy, promote industrialization and modernization on the basis of science and technology, innovation and high-quality human resources. Build and synchronously perfect institutions to develop a complete, modern and integrated socialist-oriented market economy.

Building a modern, strong national industrial base, including foundational and spearhead industries associated with smart technology. Encouraging Vietnamese enterprises to participate in developing new, modern industries. Promoting agricultural restructuring, developing the rural economy associated with building new rural areas, towards ecological agricultural models, modern rural areas, and civilized farmers.

Develop concentrated, large-scale commodity agriculture in a modern direction, applying new technology and high added value. Implement well the Strategy for sustainable development of the marine economy, closely combining with the protection of sovereignty over seas, islands, resources and marine environment. Develop and improve the quality of service sectors, prioritizing sectors with potential, advantages, new types of services with high efficiency; focus on services supporting the development of industry and agriculture. Continue to accelerate and effectively implement the restructuring of the state budget, safe management of public debt; restructuring public investment, credit institutions and state-owned enterprises; ensuring macroeconomic stability.

Focus on implementing synchronous solutions to soon perfect the socialist-oriented market economic institutions. Improve the effectiveness and efficiency of macroeconomic management and operation and the State's capacity to serve and support development. Better resolve the relationship between the State, the market and society; between the State, enterprises and the people. Overcome bottlenecks that hinder the country's development, especially in terms of institutions and policies.

Develop synchronously and create close and effective connections between regions, areas, economic sectors, and types of production and business. Accelerate the development of national, regional, industry, and sectoral development plans in accordance with the potential and advantages of each locality and the country's reality to enhance the autonomy, adaptability, and resilience of the economy. Strengthen industry, intra-regional, and inter-regional connectivity, promote participation in production networks and global value chains, and open up new development spaces.

Continue to promote the role of state-owned enterprises in forming and expanding production, supply and value chains, especially in key industries and fields that the State needs to hold. Create all favorable conditions for the private economy to develop rapidly, sustainably, grow in scale and improve in quality. Innovate and improve the operational efficiency of collective economic organizations and cooperative economies, focusing on cooperatives, supporting the development of household economy and household linkages. Shift the focus of foreign investment attraction and cooperation policies from quantity to quality; prioritize projects with modern technology, high technology and added value, modern management models, with spillover effects, and connections with the domestic economic sector.

Mobilize, allocate and effectively use resources, create momentum for rapid and sustainable economic development. Promote research, transfer and application of scientific and technological advances, innovation, especially the achievements of the Fourth Industrial Revolution, so that science and technology are truly the main driving force of economic growth. Strongly promote national digital transformation, develop the digital economy and digital society to create breakthroughs in improving productivity, quality, efficiency and competitiveness of the economy.

(3) Arouse the spirit, will and determination to develop a prosperous and happy country; a strong and everlasting nation; promote cultural values ​​and the strength of the Vietnamese people in the cause of building and defending the Fatherland.

Focus on strongly arousing patriotism, pride, self-reliance, compassion, solidarity, social consensus and aspirations for national development of the entire nation. Build mechanisms and policies to promote the spirit of dedication to the country of all Vietnamese people. Maximize the human factor; people are the center, the subject, the main resource and the goal of development.

Building a comprehensively developed Vietnamese people, closely and harmoniously connecting traditional values ​​with modern values. Comprehensively and synchronously developing cultural fields, cultural environment, rich, diverse, civilized and healthy cultural life; both promoting the good values ​​of the nation and absorbing the cultural quintessence of humanity so that culture is truly the spiritual foundation, endogenous resource and breakthrough driving force for socio-economic development and international integration.

Implement social policies well, ensure social security and welfare, human security, create strong changes in social development management, achieve social progress and equity; improve the quality of life and happiness of the people. Continue to synchronously deploy multidimensional, inclusive and sustainable poverty reduction solutions. Develop a flexible, diverse, multi-layered and modern social insurance system.

Ensure the provision and improvement of access to basic social services, especially for the poor and vulnerable in society, pay attention to the care and protection of people's health. Improve population quality; effectively take advantage of favorable opportunities from the golden population structure; proactively adapt to the trend of population aging. Create an environment and conditions for the development of a synchronous, modern, flexible, unified, integrated and effective labor market.

(4) Maintain independence and autonomy; strengthen national defense and security potential; improve the quality and effectiveness of foreign affairs and international integration activities; resolutely and persistently protect independence, sovereignty, unity, territorial integrity, sea, islands, and airspace; maintain a peaceful and stable environment for national development

Closely combine socio-economic development with strengthening and enhancing national defense and security. Continue to build a revolutionary, disciplined, elite, and gradually modern People's Army and People's Police. By 2025, basically build an elite, compact, and strong army; by 2030, build a number of modern military services, arms, and forces; strive to build a modern army from 2030.

Strive to build an elite and modern People's Public Security force by 2030. Build a "people's heart posture", a national defense posture and a solid people's security posture as the foundation for the cause of protecting the Fatherland. Build a modern diplomacy, focusing on promoting defense and security diplomacy to protect the Fatherland early and from afar.

Strengthen economic diplomacy to serve development, taking people and businesses as the center of service. Expand and improve the effectiveness of cultural diplomacy, making practical contributions to promoting the national image and brand and enhancing the country's overall strength.

(5) Promote the strength of national solidarity, socialist democracy, and people's mastery; strengthen the rule of law and ensure social discipline.

Harmoniously resolve the interest relations between social classes. Ensure equality, solidarity, respect, and mutual development among ethnic groups. Focus on perfecting and implementing ethnic and religious policies; have specific policies to resolve difficulties for ethnic minorities; effectively implement religious solidarity and national solidarity. Strictly punish all plots and actions to divide and sabotage the great national solidarity bloc, hindering the country's development.

Promote the role of the subject and the central position of the people in the national development strategy. Promote the political and social activism, rights and responsibilities of the people in participating in building and rectifying the Party, building a socialist rule-of-law State, the Fatherland Front and socio-political organizations, building a contingent of Party members, cadres and civil servants; have a mechanism to unleash all potential, strength and creativity, and mobilize people to participate in economic development and social development management. Ensure publicity and transparency of information, the right to information and opportunities to access information for all classes of people. Properly and effectively implement direct democracy, representative democracy, especially democracy at the grassroots level. Fight against manifestations of extreme democracy and formal democracy.

Promote the completion and construction of a unified, synchronous, modern, feasible, public, transparent, stable, accessible, internationally competitive legal system, ensuring the legitimate rights and interests of the people, promoting innovation, ensuring the requirements of sustainable economic, social, defense and security development in new conditions.

(6) Strictly manage and use land and resources rationally and effectively; strengthen environmental protection and improvement; proactively and actively implement solutions to adapt to climate change.

Develop strategies and perfect the institutional system for effective management and use of resources, focusing on land, water and minerals. Develop a legal system, policies and mechanisms for monitoring resources, environment and climate change, forecasting and warning of natural disasters, pollution and environmental disasters, and epidemics. Prevent and strictly handle all violations of the law on resources and environment. Proactively and actively cooperate internationally in sharing information, coordinating research, management, exploitation and effective and sustainable use of resources, ensuring ecological security, environmental security, water security, food security and energy security.

Harmoniously resolve the relationship between economic development and environmental protection. Develop a green economy, low waste, reduce greenhouse gas emissions, low carbon; encourage the development of a circular economic model to comprehensively and effectively use the output of the production process. Enhance the resilience and adaptability to climate change of the infrastructure system and the economy; implement smart solutions to adapt to climate change in agriculture, forestry, fisheries and other sectors of the economy.

In the process of implementing the above-mentioned key tasks and main solutions, we need to focus on investing resources and pay special attention to leadership and direction, creating a qualitative change in the implementation of the three strategic breakthroughs proposed by the 11th and 12th Congresses and supplemented and specified by this Congress to suit the new development stage, specifically:

(1) Synchronously perfecting development institutions, first of all, institutions for developing a socialist-oriented market economy. Prioritizing the synchronous, high-quality completion and good implementation of the legal system, mechanisms and policies to create a favorable, healthy and fair investment and business environment, promoting innovation; mobilizing, managing and effectively using all resources for development, especially land and finance; promoting decentralization and delegation of powers reasonably and effectively, while strengthening inspection, supervision and control of power with effective measures.

(2) Developing human resources, especially high-quality human resources, prioritizing human resources for leadership, management and key areas on the basis of improving and creating fundamental, strong and comprehensive changes in the quality of education and training associated with the mechanism of recruiting, using and treating talented people; promoting research, transfer, application and development of science and technology; arousing the aspiration to develop a prosperous and happy country, the will to strive to rise up, promoting cultural values ​​and the strength of the Vietnamese people in the cause of building and defending the Fatherland.

(3) Building a synchronous and modern infrastructure system in terms of economy and society, environment, national defense and security, prioritizing the development of a number of key national projects on transportation, adapting to climate change; focusing on developing information and telecommunications infrastructure, creating a foundation for national digital transformation, gradually developing the digital economy and digital society.
