Full text of the Resolution of the 13th National Congress of the Party

13th National Congress of DelegatesThe Communist Party of Vietnam met from January 25, 2021 to February 1, 2021, in Hanoi, after discussing documents submitted by the 12th Party Central Committee.

RESOLUTION

I- Approving the basic contents of the assessment of the results of the implementation of the Resolution of the 12th Congress and the general assessment of 10 years of implementing the Platform for national construction in the transitional period to socialism in 1991 (supplemented and developed in 2011), 10 years of implementing the Socio-Economic Development Strategy (2011 - 2020), 30 years of implementing the 1991 Platform, 35 years of implementing the renovation process; development orientations and directions and tasks for national development in the coming time stated in the documents of the 12th Party Central Committee submitted to the Congress. Specifically:

1. Results of implementing Resolution of the 12th Congress

During the 12th Congress term, seizing advantages and opportunities, overcoming difficulties and challenges, especially the severe impact of the global economic crisis and recession caused by the Covid-19 pandemic; the entire Party, people and army united, joined hands and made concerted efforts to successfully implement goals and tasks, achieving many very important and quite comprehensive achievements, creating many outstanding marks. The macro-economy was stable, inflation was controlled, growth was maintained at a fairly high level; the potential, scale and competitiveness of the economy were enhanced. Social and environmental fields made much progress. People's lives were significantly improved. The work of Party building and rectification and building the political system was given special attention and implemented comprehensively, synchronously and effectively. The work of inspection, supervision, discipline and the fight against corruption, waste and negativity has changed dramatically, with a breakthrough in closely linking "building" and "fighting", becoming more and more effective and going into depth. The socialist rule-of-law state of Vietnam has been constantly consolidated. The leadership of the Party with the State, the Vietnam Fatherland Front and socio-political organizations has been strengthened, and the coordination relationship has become increasingly close and synchronous. Politics and society have been stable; national defense and security have been constantly consolidated, resolutely and persistently maintaining independence, sovereignty, unity and territorial integrity, national and ethnic interests; foreign relations and international integration have become increasingly extensive and effective; Vietnam's position and prestige in the international arena have been enhanced. In particular, in 2020, the Covid-19 pandemic caused many socio-economic losses, but thanks to promoting the strength of national solidarity, the superiority of the socialist regime, the synchronous and drastic participation of the entire political system under the correct leadership of the Party, and the unanimous support of the people, our country has gradually and effectively controlled the Covid-19 pandemic; gradually restored production, business and socio-economic activities; stabilized people's lives; contributed to consolidating and enhancing people's trust in the Party, the State and the socialist regime; affirmed the mettle, will and fine traditions of our people and our nation.

The achievements over the past 5 years are the crystallization of the creativity of the continuous and persistent efforts of the entire Party, people and army through many congresses, contributing to the great and historic achievements of our country over 35 years of renovation. There are many reasons for the above achievements, but the most important and overarching reason is the solidarity, unity, correct, timely and effective leadership and direction of the Central Executive Committee, the Politburo, the Secretariat and Party committees at all levels in the comprehensive and synchronous implementation of the Resolution of the 12th National Congress, timely and effective resolution of many new issues arising in practice; the drastic management and administration of the Government and authorities at all levels; the efforts to innovate the content and methods of operation of the National Assembly and People's Councils at all levels; the active and effective participation of the Fatherland Front and socio-political organizations; the synchronous coordination of the entire political system; the efforts of cadres and party members; the active, diligent, creative and responsible working spirit of the business community and all classes of people; and the support of international friends.

In addition to the achievements, the improvement of institutions, innovation of growth models, economic restructuring, industrialization and modernization are still slow, not creating fundamental changes; productivity, quality, efficiency and competitiveness of the economy are not high. Education and training, science and technology have not become key driving forces to promote socio-economic development. The cultural and social fields have not had many breakthroughs, efficiency is not high; the lives of a part of the people are still difficult. Resource management, environmental protection and the ability to adapt to climate change are still inadequate. The fields of national defense, security and foreign affairs still have some limitations. The strength of great national unity and socialist democracy has not been fully promoted at times and in some places. Building a socialist rule-of-law state in Vietnam has not yet met the requirements of socio-economic development and national management in the new situation. Party building and rectification work still has some limitations.

Ten years of implementing the Platform (supplemented and developed in 2011) and the 10-year Socio-Economic Development Strategy (2011 - 2020) have made important progress in both theoretical awareness and implementation, affirming the great values ​​of the Platform, continuing to affirm that our Party's innovation policy is correct and creative. The economy, culture, and society continue to develop, national defense, security, and foreign affairs are strengthened, and the material and spiritual life of the people has significantly improved. However, socio-economic development is not commensurate with the country's potential and advantages and there are still many difficulties and challenges. Some socio-economic development targets in the 10-year Socio-Economic Development Strategy (2011 - 2020) and the creation of a foundation to basically turn our country into a modern industrialized country have not achieved the set goals. The renovation process and the international situation continue to pose many theoretical and practical issues that need to be focused on to help the country develop more quickly and sustainably in the direction of socialism, especially in perceiving and resolving major relationships correctly and effectively.

Looking back at 35 years of implementing the renovation process, 30 years of implementing the Platform for national construction in the transitional period to socialism (1991 Platform), the theory on the renovation policy, on socialism and the path to socialism in our country has been increasingly perfected and gradually realized. The country has achieved great achievements of historical significance, developing strongly and comprehensively compared to the years before the renovation. The scale and level of the economy have been raised. People's lives have been significantly improved both materially and spiritually. Our country has never had such a foundation, potential, position and international prestige as today. The achievements of 35 years of implementing the renovation process, 30 years of implementing the 1991 Platform, especially in 10 years of implementing the Platform (supplemented and developed in 2011) have continued to affirm that our country's path to socialism is consistent with Vietnam's reality and the development trend of the times; the Party's correct leadership is the leading factor determining the victory of the Vietnamese revolution. In the context of a rapidly changing and complicated world situation, the Party's Platform continues to be the ideological flag, the fighting flag, the flag gathering the strength of great national unity to strive for a Vietnam of "rich people, strong country, democracy, fairness, civilization".

2. Vision and development orientation

In the coming years, the world and domestic situation will have both advantages, opportunities and difficulties, and challenges intertwined; posing many new issues and new, more serious and complicated requirements for the cause of building and defending the Fatherland; requiring the entire Party, the entire people and the entire army to unite as one; continue to strongly innovate thinking; have high political determination; accurately and promptly forecast developments of the situation; proactively respond promptly to all situations; make greater efforts to continue to comprehensively and synchronously promote the innovation process; constantly increase the nation's potential in all aspects, firmly protect the Fatherland and the development achievements that have been achieved; bring the country steadily forward, develop rapidly and sustainably; and be determined to successfully implement the following viewpoints, goals, orientations and key tasks:

Guiding view:

- Firmly adhere to and creatively apply and develop Marxism-Leninism and Ho Chi Minh thought; firmly adhere to the goals of national independence and socialism; firmly adhere to the Party's innovation policy; firmly adhere to the principles of Party building to firmly build and defend the socialist Vietnamese Fatherland.

- Ensure the highest national interests on the basis of the fundamental principles of the United Nations Charter and international law, equality, cooperation, and mutual benefit. Continue to develop the country rapidly and sustainably; closely connect and synchronously implement tasks, in which socio-economic development is the center; Party building is the key; cultural development is the spiritual foundation; ensuring national defense and security is essential and regular.

- Strongly arouse the spirit of patriotism, national self-reliance, the strength of great national unity and the aspiration to develop a prosperous and happy country; promote socialist democracy, the combined strength of the entire political system and of Vietnamese culture and people, nurture people's strength, improve the quality of human resources, have breakthrough mechanisms to attract and make use of talents, promote innovation, strongly apply science and technology, especially the achievements of the fourth industrial revolution, creating a strong driving force for rapid and sustainable development.

- Combine national strength with the strength of the times; uphold the will of independence, self-reliance, proactiveness, active integration and improve the effectiveness of international cooperation; maximize internal resources, take advantage of external resources, in which endogenous resources, especially human resources, are the most important.

- Strengthening Party building and rectification, promoting the Party's working-class nature, improving the Party's leadership capacity, governing capacity and fighting strength; building a clean and strong Party and political system in all aspects, building a streamlined State that operates effectively and efficiently; associated with streamlining the payroll, improving the quality and restructuring the contingent of cadres, civil servants and public employees; building a contingent of cadres and Party members, especially strategic-level cadres and leaders with sufficient qualities, capacity and prestige, equal to the tasks, closely attached to the people are factors that are decisive for the success of the cause of national construction, development and defense of the Fatherland.

General objectives:

Enhance the Party's leadership capacity, governing capacity and fighting strength; build a clean and strong Party and political system in all aspects; consolidate and strengthen people's trust in the Party, the State and the socialist regime; arouse the aspiration to develop a prosperous and happy country, promote the will and strength of great national unity combined with the strength of the times; comprehensively and synchronously promote the process of innovation, industrialization and modernization; firmly build and defend the Fatherland, maintain a peaceful and stable environment; strive to make our country a developed country with a socialist orientation by the middle of the 21st century.

Specific objectives:

- By 2025, the 50th anniversary of the complete liberation of the South and national reunification: A developing country with modern industry, surpassing the low-middle income level.

- By 2030, the 100th anniversary of the Party's founding: A developing country with modern industry and high average income.

- By 2045, the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam: Become a developed, high-income country.

Orientation of key indicators on socio-economic development for 5 years (2021 - 2025):

Regarding the economy: The average economic growth rate (GDP) over the past 5 years will reach about 6.5 - 7%/year. By 2025, GDP per capita will reach about 4,700 - 5,000 USD; the contribution of total factor productivity (TFP) to growth will reach about 45%; the average growth rate of social labor productivity will be over 6.5%/year; the urbanization rate will be about 45%; the proportion of processing and manufacturing industry in GDP will reach over 25%; the digital economy will reach about 20% of GDP.

Regarding society: By 2025, the proportion of agricultural labor in the total social labor force will be about 25%; the proportion of trained labor will be 70%; the unemployment rate in urban areas in 2025 will be below 4%; the multidimensional poverty rate will maintain a reduction of 1 - 1.5% annually; there will be 10 doctors and 30 hospital beds per 10,000 people; the health insurance participation rate will reach 95% of the population; the average life expectancy will reach about 74.5 years; the proportion of communes meeting the minimum new rural standards will be 80%, of which at least 10% will meet the model new rural standards.

Regarding the environment: By 2025, the rate of clean water use and hygienic water for urban residents will be 95-100%, and for rural areas 93-95%; the rate of collection and treatment of urban solid waste meeting standards and regulations will reach 90%; the rate of industrial parks and export processing zones in operation with centralized wastewater treatment systems meeting environmental standards will reach 92%; the rate of facilities causing serious environmental pollution being treated will reach 100%; and the forest cover rate will be maintained at a stable 42%.

Orientation for national development in the period 2021 - 2030:

(1) Continue to strongly innovate thinking, build and synchronously perfect institutions for sustainable development in economics, politics, culture, society, environment, etc., promptly remove difficulties and obstacles; unleash all potentials and resources, create new momentum for the country's rapid and sustainable development.

(2) Comprehensively and synchronously perfect the institutions for developing a socialist-oriented market economy, creating a favorable environment for mobilizing, allocating and effectively using resources, promoting investment, production and business. Ensuring macroeconomic stability, strongly innovating the growth model, restructuring the economy, promoting industrialization and modernization of the country; focusing on building infrastructure and urban development; developing rural economy associated with building new rural areas; prioritizing resources for developing rural infrastructure in mountainous areas and ethnic minority areas; promoting national digital transformation, developing digital economy on the basis of science and technology, innovation; improving productivity, quality, efficiency and competitiveness of the economy, harmoniously and effectively connecting domestic and international markets.

(3) Create breakthroughs in fundamental and comprehensive innovation in education and training, develop high-quality human resources, attract and utilize talents. Promote research, transfer and strongly apply achievements of the Fourth Industrial Revolution in all areas of social life, focusing on a number of key industries and fields with potential and advantages to act as a driving force for growth in the spirit of catching up, progressing together and surpassing in a number of areas compared to the region and the world.

(4) Develop human beings comprehensively and build an advanced Vietnamese culture imbued with national identity so that culture truly becomes an endogenous strength, a driving force for national development and national defense. Increase investment in cultural development. Build, develop, and create the most favorable environment and social conditions to arouse the tradition of patriotism, national pride, belief, and aspiration to develop a prosperous and happy country; the talents, intelligence, and qualities of the Vietnamese people are the center, the most important goal and driving force for national development.

(5) Effectively and strictly manage social development, ensure social security and human security; implement social progress and justice; build a healthy and civilized cultural and social ethical environment; focus on improving the quality of health services and population quality, linking population with development; care for all people, ensure labor, employment and income policies, and implement social welfare and social security well. Continuously and comprehensively improve the material and spiritual life of the people.

(6) Proactively and effectively adapt to climate change, prevent, combat and mitigate natural disasters and epidemics, manage, exploit, use resources rationally, economically, effectively and sustainably; take protecting the living environment and people's health as the top goal; resolutely eliminate projects that cause environmental pollution, ensure the quality of the living environment, protect biodiversity and ecosystems; build a green economy, a circular economy, and be environmentally friendly.

(7) Resolutely and persistently defend the independence, sovereignty, unity and territorial integrity of the Fatherland; protect the Party, the State, the people and the socialist regime. Maintain political security, ensure social order and safety, human security, economic security, cyber security, and build an orderly and disciplined society. Proactively prevent risks of war and conflict early and from afar; promptly detect and promptly handle unfavorable factors, especially those that pose risks of mutation; step up the fight to defeat all plots and sabotage activities of hostile forces.

(8) Continue to implement an independent, self-reliant, multilateral, and diversified foreign policy; proactively and actively integrate comprehensively, deeply, and effectively into the international community; maintain a peaceful and stable environment, and constantly enhance Vietnam's international position and prestige.

(9) Practice and widely promote socialist democracy, people's mastery and self-management role; promote the strength of great national unity; consolidate and enhance people's trust, strengthen social consensus; continue to innovate the organization, content and methods of operation of the Vietnam Fatherland Front and socio-political organizations.

(10) Building and perfecting a clean, strong, streamlined, effective and efficient socialist rule-of-law State, serving the people and the country's development. Strengthening publicity, transparency, accountability; controlling power in conjunction with tightening discipline in the activities of the State and of cadres, civil servants and public employees. Continuing to promote the fight against corruption, waste, bureaucracy, crime and social evils.

(11) Continue to comprehensively build and rectify the Party; strengthen the Party's working-class nature; innovate leadership methods, improve the Party's leadership and governing capacity; build a clean, strong, streamlined political system that operates effectively and efficiently; build a contingent of cadres, Party members, civil servants, and public employees, especially strategic-level cadres and leaders with sufficient qualities, capacity, and prestige, equal to the task; do a good job of ideological and theoretical work; focus on protecting the Party and protecting internal politics; strengthen inspection, supervision, discipline, the fight against corruption, and the Party's mass mobilization work.

(12) Continue to grasp and handle well the major relationships: The relationship between stability, innovation and development; between economic innovation and political innovation; between following market rules and ensuring socialist orientation; between developing productive forces and building and gradually perfecting socialist production relations; between the State, the market and society; between economic growth and cultural development, realizing progress, social justice, and environmental protection; between building and protecting the socialist Vietnamese Fatherland; between independence, autonomy and international integration; between Party leadership, State management and people's mastery; between practicing democracy and strengthening the rule of law, ensuring social discipline. In perceiving and resolving major relationships, it is necessary to pay more attention to ensuring socialist orientation; building and perfecting progressive and appropriate production relations; developing culture, realizing progress and social justice, and protecting the environment; protect the socialist Fatherland; maintain independence, autonomy and promote people's mastery.

Key tasks during the XIII Congress term:

(1) Continue to promote Party building and rectification, build a socialist rule-of-law State and a comprehensive, clean and strong political system. Innovate the Party's leadership and governance methods. Build a streamlined political system that operates effectively and efficiently. Continue to promote the fight against bureaucracy, corruption, waste, negativity, "group interests", and manifestations of "self-evolution" and "self-transformation" within the Party. Build a contingent of Party members and cadres at all levels, especially at the strategic level, with leaders who have sufficient qualities, capacity, prestige, and are equal to the task. Strengthen the people's trust and attachment to the Party, the State and the socialist regime.

(2) Focus on controlling the Covid-19 pandemic, mass vaccination of the community with Covid-19 vaccine; recovery, socio-economic development, strong innovation of growth model, economic restructuring, building and perfecting synchronous development institutions suitable for a full, modern and integrated market economy; synchronous development and creation of linkages between regions, areas, economic sectors, types of production and business; have policies to effectively support enterprises in agriculture; promote research, transfer, application of scientific and technological advances, innovation, especially achievements of the fourth industrial revolution, carry out national digital transformation, develop digital economy, improve productivity, quality, efficiency and competitiveness of the economy; mobilize, allocate and effectively use resources, create momentum for rapid and sustainable economic development; Perfecting the legal system, especially laws on intellectual property protection and resolving civil disputes, overcoming bottlenecks that hinder the country's development.

(3) Maintain independence and autonomy, continue to improve the quality and effectiveness of foreign affairs and international integration activities; strengthen national defense and security potential, build a revolutionary, disciplined, elite, and gradually modern People's Army and People's Public Security, with some forces advancing straight to modernity, creating a solid premise to strive by 2030 to build a revolutionary, disciplined, elite, and modern People's Army and People's Public Security; resolutely and persistently firmly protect independence, sovereignty, unity, territorial integrity, seas, islands, and airspace; maintain a peaceful and stable environment for national development.

(4) Arouse the aspiration to develop a prosperous and happy country; promote cultural values ​​and the strength of the Vietnamese people in the cause of building and defending the Fatherland and international integration; have specific policies to develop the culture of ethnic minorities; well implement social policies, ensure social security and human security, create strong changes in social development management, achieve progress and social justice, improve the quality of life and happiness index of Vietnamese people.

(5) Synchronously perfecting the legal system, mechanisms and policies to strongly promote socialist democracy and people's mastery; at the same time building a clean and strong socialist rule-of-law State of Vietnam; reforming the judiciary, strengthening the rule of law, ensuring social discipline, first of all, exemplary compliance with the law and practicing socialist democracy by Party committees, Party organizations, authorities, the Vietnam Fatherland Front and socio-political organizations at all levels, by cadres and Party members; strengthening national solidarity.

(6) Strictly manage and use land and resources rationally and effectively; protect and improve the environment; proactively and actively implement solutions to adapt to climate change and severe natural disasters.

Strategic breakthroughs:

(1) Synchronously perfecting development institutions, first of all, institutions for developing a socialist-oriented market economy. Innovating national governance towards modernity and effective competition. Prioritizing the synchronous, high-quality completion and good implementation of the legal system, mechanisms and policies, creating a favorable, healthy and fair investment and business environment for all economic sectors, promoting innovation; mobilizing, managing and effectively using all resources for development, especially land, finance, and public-private partnership; promoting decentralization and delegation of powers reasonably and effectively, while strengthening inspection, supervision and control of power through the legal system.

(2) Developing human resources, especially high-quality human resources; prioritizing the development of human resources for leadership, management and key areas on the basis of improving and creating a strong, comprehensive and fundamental change in the quality of education and training associated with the mechanism of recruiting, using and rewarding talents, promoting research, transfer, application and strong development of science - technology, innovation; arousing the aspiration to develop a prosperous and happy country, promoting cultural values, the strength of the Vietnamese people, the spirit of solidarity and national pride in the cause of building and defending the Fatherland.

(3) Building a synchronous and modern infrastructure system in both economic and social aspects; prioritizing the development of a number of key national projects on transportation and climate change adaptation; focusing on developing information and telecommunications infrastructure, creating a foundation for national digital transformation, and gradually developing the digital economy and digital society.

II- Approving the Political Report, the 10-year Socio-Economic Development Strategy (2021 - 2030), the directions and tasks for socio-economic development for the 5-year period (2021 - 2025). Assigning the 13th Party Central Committee to base on the explanatory report of the Congress Presidium and the voting results to complete and officially promulgate.

III- Approving the Report summarizing the Party building work and the implementation of the Party Charter of the 12th Central Committee; agreeing not to amend or supplement the current Party Charter. Assigning the 13th Central Committee to direct research, absorb and adjust through the regulations and instructions of the Central Committee; strengthening inspection and supervision, ensuring strict and unified implementation of the Charter throughout the Party.

IV- Approving the Report on reviewing the leadership and direction of the 12th Party Central Committee to be presented to the 13th Congress. Assigning the 13th Party Central Committee to absorb the opinions of the Congress, promote strengths, overcome shortcomings, and improve the quality and effectiveness of leadership and direction in the coming term.

V- The Congress agreed that Comrade Nguyen Phu Trong - General Secretary of the 12th Party Central Committee was re-elected to the 13th Party Central Committee and Politburo to hold the position of General Secretary of the 13th Party Central Committee.

VI- Approving the election results of the 13th Party Central Committee consisting of 200 comrades, including 180 official Central Committee members and 20 alternate Central Committee members.

VII- The 13th Party Central Committee and Party committees and organizations at all levels lead, direct, concretize and organize the successful implementation of the guidelines and policies stated in the 13th Congress Documents.

The Congress calls on the entire Party, the entire people, the entire army, our compatriots at home and abroad to strongly promote patriotism, national spirit, socialist democracy, the strength of great national unity, cultural values, aspirations for national development, the strength of the Vietnamese people, the role of science - technology, innovation, and successfully implement the Congress Resolution so that our country can develop faster and more sustainably, create new development miracles for a prosperous and happy Vietnam, moving forward, standing shoulder to shoulder with the world powers, successfully realizing the wishes of the great President Ho Chi Minh and the aspirations of our entire nation.
