On June 9, General Secretary Nguyen Phu Trong signed and issued Resolution No. 33-NQ/TW of the 9th Conference of the 11th Party Central Committee (Resolution No. 33-NQ/TW) on building and developing Vietnamese culture and people to meet the requirements of sustainable national development.

A- SITUATION AND CAUSES

After 15 years of implementing the Resolution of the 8th Central Committee, the cause of building and developing Vietnamese culture and people has had positive changes, achieving important results. Theoretical thinking about culture has developed; cultural awareness of all levels, sectors and the whole population has been raised. The cultural life of the people is increasingly rich, many traditional cultural values ​​of the nation are promoted, many new cultural and ethical standards are formed. Cultural products, literature and art are increasingly rich and diverse; information technology, especially mass media, has developed strongly. Many cultural movements and activities have achieved specific and practical results; promoting the cultural traditions of families, clans, communities... The socialization of cultural activities is increasingly expanded, contributing significantly to the building of cultural institutions. Many tangible and intangible cultural heritages are preserved and embellished; Many customs and practices of ethnic minorities have been studied, collected and restored; people's beliefs, religions and spiritual and cultural activities have received attention. State management of culture has been strengthened, cultural institutions have been gradually improved. The team working in culture and arts has matured; the creative freedom of artists has been respected. International cultural exchanges and cooperation have flourished.

However, compared to the achievements in the fields of politics, economics, national defense, security, and foreign affairs, the achievements in the field of culture are not commensurate; they are not enough to effectively impact the building of people and a healthy cultural environment. The state of degradation in political ideology, ethics, and lifestyle in the Party and in society tends to increase. Cultural and spiritual life in many places is still poor and monotonous; the gap in cultural enjoyment between mountainous, remote, and urban areas and among the people is slow to narrow. The cultural environment still has unhealthy, foreign conditions, contrary to traditional customs and practices; social evils and crimes tend to increase. There are few literary and artistic works with high ideological and artistic value; some works follow trivial tastes, are of low quality, and are even harmful. Theoretical and critical activities in literature and art have not kept up with the practical creation.

The preservation and promotion of cultural heritage values ​​are not very effective, and the risk of fading away has not been prevented. The mass media system has developed without scientific planning, causing waste of resources and management that cannot keep up with development. Some media agencies have shown signs of commercialization, deviating from their principles and purposes. Mechanisms and policies on economics in culture, culture in economics, and on mobilizing and managing resources for culture are not specific and clear. The system of cultural institutions and material and technical facilities for cultural activities is still lacking and weak, in some places degraded, lacking uniformity, and low efficiency. The work of planning, training, and arranging cultural leaders and managers at all levels, especially high-quality human resources, still has many limitations and inadequacies. The situation of importing, promoting, and absorbing foreign cultural products easily and unselectively has negatively impacted the cultural life of a part of the people, especially the young generation.

The main causes of the above limitations and weaknesses are that many Party committees and authorities have not paid enough attention to this field; leadership and direction have not been resolute. The concretization and institutionalization of the Party's Resolutions have been slow, lacking in uniformity and in some cases lacking feasibility. State management of culture has been slow to be renewed, at times and in some places it has been taken lightly, even loosened; discipline and order are not strict. Investment in the cultural field is not commensurate and is still scattered. New cultural issues have not been promptly grasped to invest in the right direction and effectively. Due attention has not been paid to training and fostering human resources working in the cultural field, especially the team of leaders and managers at all levels.

B- ORIENTATION FOR BUILDING AND DEVELOPING CULTURE AND PEOPLE

I-OBJECTIVES

General Objective

Building a comprehensively developed Vietnamese culture and people, aiming at truth - goodness - beauty, imbued with national spirit, humanity, democracy and science. Culture truly becomes a solid spiritual foundation of society, an important endogenous strength ensuring sustainable development and firmly protecting the Fatherland for the goal of a rich people, a strong country, democracy, fairness and civilization.

Specific goals

- Perfecting the standards of Vietnamese cultural values ​​and people, creating an environment and conditions for development in terms of personality, ethics, intelligence, creativity, physical strength, soul, social responsibility, civic duty, and awareness of law compliance; promoting patriotism, national pride, conscience, and responsibility of each person to themselves, their family, community, society, and country.

- Building a healthy cultural environment, suitable for the context of socialist-oriented market economic development and international integration. Building culture in the political system, in each village, hamlet, neighborhood, agency, unit, enterprise and each family. Promoting the role of family, community and society in building a cultural environment, making culture a factor that promotes Vietnamese people to perfect their personality.

- Perfecting institutions, legal regimes and cultural institutions to ensure the construction and development of culture and people in the period of promoting industrialization, modernization and international integration.

- Building a healthy cultural market, promoting the development of cultural industries, and enhancing the promotion of Vietnamese culture.

- Gradually narrow the gap in cultural enjoyment between urban and rural areas, between regions and social classes. Prevent and repel the degradation of social morality.

II- VIEWPOINT

1-Culture is the spiritual foundation of society, the goal and driving force for sustainable national development. Culture must be placed on par with economics, politics and society.

2- Building an advanced Vietnamese culture, imbued with national identity, unified in the diversity of the Vietnamese ethnic community, with national, humanistic, democratic and scientific characteristics.

3- Developing culture for the perfection of human personality and building people to develop culture. In building culture, the focus is on taking care of building people with good personality and lifestyle, with basic characteristics: patriotism, humanity, loyalty, honesty, solidarity, diligence, creativity.

4 - Synchronously build a cultural environment, focusing on the role of family and community. Harmoniously develop economy and culture; need to pay full attention to cultural and human factors in economic development.

5- Building and developing culture is the cause of the entire people, led by the Party, managed by the State, the people are the creative subjects, and the intellectual team plays an important role.

III- TASKS

1-Building comprehensively developed Vietnamese people

Take care of building Vietnamese people to develop comprehensively, focusing on nurturing patriotism, national pride, ethics, lifestyle and personality. Create a strong change in awareness, sense of respect for the law, all Vietnamese people have a deep understanding, pride and honor of national history and culture.

Directing cultural, educational and scientific activities towards building people with a scientific worldview, towards truth - goodness - beauty. Linking the building and training of ethics with the implementation of human rights, basic rights and obligations of citizens. Improving intelligence and nurturing knowledge for Vietnamese people to meet the requirements of a socialist-oriented market economy and international integration, of a knowledge-based economy and a learning society. Summarizing and building a system of standard values ​​for Vietnamese people in the period of industrialization, modernization and international integration.

Building and promoting the lifestyle of "Each person for all, all people for each person"; forming a lifestyle with self-respect, self-control, living and working according to the Constitution and the law, protecting the environment; harmoniously combining personal positivity and social positivity; promoting personal responsibility towards oneself, family and society. Affirming and honoring what is right, good, positive and noble; spreading beautiful and humane values.

Strengthening art education, improving aesthetic perception for people, especially young people and teenagers. Promoting the role of literature and art in nurturing people's souls and emotions. Ensuring the right to enjoy and create culture for each person and the community.

Improve the physical strength and stature of Vietnamese people, combine physical education with knowledge, ethics and life skills education, to meet the requirements of building and defending the Fatherland.

Struggle to criticize and push back the bad, the evil, the base, the backward; oppose wrong and negative viewpoints and behaviors that have a bad influence on building culture and corrupting people. Have solutions to overcome the limitations of Vietnamese people.

2- Building a healthy cultural environment

Each locality, community, agency, unit, and organization must be a healthy cultural environment, contributing to educating and training people in personality and lifestyle. Linking the building of a cultural environment with the protection of the ecological environment. Incorporating the content of human ethics and civic ethics into social educational activities.

Implementing the strategy for developing Vietnamese families, building families that are truly places to form and nurture cultural personalities and educate people about lifestyles. Promoting good traditional values, building prosperous, progressive, happy and civilized families. Building and replicating typical cultural family models, with good traditions, exemplary grandparents and parents, filial children and grandchildren, harmonious couples, and united and loving siblings. Building each school to truly be a cultural and educational center, training people in ideals, qualities, personalities and lifestyles; educating cultural traditions for the younger generation. Building cultural life in residential areas, agencies, units and enterprises to be united, democratic, civilized, and meet cultural standards; implementing well the democratic regulations at the grassroots level; building a progressive and civilized cultural lifestyle, especially in weddings, funerals and festivals. Improve the quality and effectiveness of cultural campaigns and the movement "All people unite to build a cultural life".

Linking cultural activities with socio-economic development, ensuring national defense and security, with the program of building new rural areas and civilized urban areas. Gradually narrowing the gap in cultural enjoyment between regions, between social classes, between urban and rural areas, between plains and mountainous areas, remote and isolated areas. Building and perfecting together with improving the quality and efficiency of cultural institutions. Creating conditions for people to proactively organize community cultural activities.

Promote positive values ​​and factors in religious culture and beliefs; encourage religious activities that are closely linked to the nation, are benevolent, humane, progressive, "good life, good religion". Encourage activities of "repaying gratitude", "remembering the source of water", charity and humanity.

3- Building culture in politics and economics

Focus on building culture in the Party, in state agencies and organizations; consider this an important factor in building a clean and strong political system. In particular, the focus is on building a contingent of cadres, party members, civil servants and public employees with moral qualities, dedication, wholeheartedly serving the Fatherland and the people, closely attached to the people; having a sense of respect for the law, democracy combined with discipline and order; personal freedom associated with social responsibility and civic duty. Prevent and repel the degradation of political ideology, ethics and lifestyle among a number of cadres, civil servants and party members.

Regularly pay attention to building culture in the economy. People are truly the center in the process of socio-economic development. Create a legal cultural environment, a transparent, progressive, modern cultural product market for businesses to participate in building and developing culture. Build corporate culture, business culture with the awareness of respecting the law, keeping reputation, healthy competition, for sustainable development and protecting the Fatherland.

Promote national consciousness and spirit, encourage all people, first of all businesses and entrepreneurs, to build and develop prestigious Vietnamese brands in the domestic and international markets.

4- Improve the quality and efficiency of cultural activities

Mobilizing the strength of the whole society to preserve and promote traditional cultural values, encourage the creation of new cultural values, absorb the quintessence of human culture, and enrich national culture.

Build a mechanism to reasonably and harmoniously resolve the issue of preserving and promoting cultural heritage with socio-economic development. Preserve and restore typical historical and cultural relics, serving traditional education and economic development; link preserving and promoting cultural heritage with tourism development. Restore and preserve some traditional art forms that are at risk of fading away. Promote heritages recognized by UNESCO, contributing to promoting the image of the country and people of Vietnam.

Development goes hand in hand with preserving the purity of the Vietnamese language; overcoming the abuse of foreign languages. Preserving and promoting the cultural heritage of ethnic minorities, especially their languages, writings, costumes, traditional festivals; positive cultural values ​​in religion and belief.

Develop the literary and artistic career, create all conditions for the exploration and creativity of the literary and artistic team to produce many works of ideological and artistic value, imbued with the spirit of humanity, nation, democracy, progress, reflecting truthfully, vividly, deeply the life, history of the nation and the cause of national renewal. Promote the creation and promotion of works and projects on the themes of revolution, resistance, history of the nation, the cause of national renewal. Gradually build a theoretical system of Vietnamese literature and art.

Innovate the operation methods of literary and artistic associations to gather and create conditions for artists to work actively and effectively. Encourage people to create, transmit and promote national cultural values.

There is a mechanism to encourage artists and artisans to develop their talents and creative abilities, and to promote literature and art with full awareness of their social responsibilities and civic duties. Respect and honor intellectuals, artists and artisans on the basis of their contributions to the country. Focus on developing young talents and abilities.

Plan and reorganize the press system to meet development requirements, ensuring practicality and efficiency. Focus on managing all types of information on the Internet to orient the ideology and aesthetics of the people, especially the youth. Innovate the content, methods of operation and investment mechanisms in the direction of prioritizing key press and media agencies. Media agencies must properly implement the principles, purposes and main service objects; enhance ideology, humanity and science, contributing to building Vietnamese culture and people.

5- Developing cultural industry goes hand in hand with building and perfecting the cultural market.

Developing cultural industries to exploit and promote the potentials and unique values ​​of Vietnamese culture; encouraging the export of cultural products, contributing to promoting Vietnamese culture to the world.

There is a mechanism to encourage investment in infrastructure, technical equipment and advanced technology to improve the quality of cultural products. Create favorable conditions for cultural, artistic, sports and tourism enterprises to attract social resources for development.

Innovate and perfect institutions, create a favorable legal environment to build and develop the cultural market and cultural industry.

Raise awareness of enforcement of legal regulations on copyright and related rights throughout society. Strengthen and enhance the effectiveness of management agencies and copyright enforcement agencies from central to local levels.

6- Actively integrate into international culture, absorb the quintessence of human culture

Proactively expand cultural cooperation with other countries, diversify forms of cultural diplomacy, deepen international cultural relations and achieve practical results; selectively receive the quintessence of world culture, enriching national culture.

Promote the talents and enthusiasm of Vietnamese intellectuals and artists abroad in participating in the development of the country's culture, becoming a bridge to promote the image of the country, culture and people of Vietnam. Focus on spreading Vietnamese culture, teaching Vietnamese to Vietnamese people abroad and foreigners in Vietnam. Build a number of Vietnamese cultural centers abroad and translation centers, promote Vietnamese culture abroad.

Proactively seize development opportunities, overcome challenges to preserve and perfect national cultural identity; limit and overcome negative impacts and downsides of cultural globalization.

Develop mechanisms and policies for foreign cultural development; support the promotion of national arts and the export of cultural products abroad.

IV- SOLUTION

1-Continue to innovate the Party's leadership method in the cultural field

Party committees and organizations at all levels need to identify the building and development of Vietnamese culture and people as an important task throughout the period of industrialization and modernization of the country. Strengthen propaganda work, raise awareness within the Party, the political system and the whole society about the position and role of the cause of building and developing Vietnamese culture and people. Each cadre and party member must uphold the exemplary role, motivate and organize the people to successfully implement the Resolution.

Innovate the Party's leadership method in the direction of both ensuring that culture, literature - arts, and journalism develop in accordance with the Party's political and ideological orientation, and ensuring individual freedom and democracy in creativity on the basis of promoting high self-awareness with the right purpose; overcome the situation of lax leadership or loss of democracy, limiting creative freedom.

It is necessary to attach importance to building culture from within the Party and the State apparatus, with the important content being studying and following Ho Chi Minh's ideology, morality and lifestyle. Culture, morality and healthy lifestyle must be demonstrated first and foremost in all Party, State and mass organizations, in cadres, civil servants and state employees, and in each Party member and association member. The exemplary role of each cadre and Party member is an important requirement in the Party's leadership.

2- Improve the effectiveness and efficiency of state management of culture

Focus on innovation, improving the effectiveness and efficiency of state management of culture in the context of market economy development, international integration and the explosion of information and communication technology. Accelerate the institutionalization and concretization of the Party's viewpoints and guidelines on culture. Complete the system of legal documents, mechanisms and policies on culture, copyright and related rights, in accordance with international standards and Vietnamese practices.

Adjust and perfect mechanisms and policies to suit the specific characteristics of culture and art. Supplement economic policies in culture, culture in economics, harmoniously handle the relationship between economic development and cultural development; have specific cultural policies for ethnic minorities.

Accelerate the process of transforming the management, organization and operation mechanisms of cultural service units and professional associations in the cultural sector towards autonomy and self-responsibility in accordance with the provisions of law. Promote the equitization of state-owned enterprises operating in the cultural sector.

Strengthen cultural inspection work, attaching responsibility to individuals and organizations when violations occur. Promote the role of supervision and social criticism of social organizations, communities and citizens in organizing and managing cultural activities.

Actively fight against signs of ideological and moral degradation, "self-evolution" and "self-transformation" in the cultural field. Effectively prevent a section of the press, publishing, culture and arts from operating in a manner inconsistent with its principles and purposes, producing deviant products and having mediocre tastes.

3- Building a team of cultural staff

Develop a strategy for developing a team of cultural staff. Focus on planning, training, fostering, and arranging cultural leaders and managers, scientific staff, leading experts, and grassroots staff.

Focus on building cultural and artistic schools, creating fundamental changes in training quality and scale. Forming a number of key university and post-university training facilities that meet regional and international standards.

Innovate the training and development of cultural cadres towards modernity and international integration. Continue to send students and cadres to study culture, arts and sports in developed countries. Build a team of intellectuals and artists among ethnic minorities, with policies to encourage them to return to work in their localities. Focus on training and developing a team of teachers teaching cultural majors.

Have policies to discover, nurture, use, reward and honor cadres in the fields of culture and arts; promote talented and virtuous people. Adjust salary and allowance regimes for those working in specific art fields.

4- Strengthening resources for the cultural sector

The level of State investment in culture must correspond to the level of economic growth. Use State investment resources effectively, publicly and transparently, with a focus on key areas, giving priority to mountainous areas, border areas, islands, ethnic minority areas and some traditional art forms that need to be preserved and promoted.

Promote socialization to mobilize investment, funding and donations for cultural development and human development.

Develop mechanisms and preferential policies on land, credit, taxes and fees for training facilities and cultural institutions invested by the private sector, especially in disadvantaged areas. Encourage the formation of funds for training, education promotion, talent development, literature and art promotion, cinema development, publishing support, etc.

Build a number of key cultural works. Localities, agencies, offices, schools, industrial parks, businesses, residential areas... have appropriate cultural institutions (libraries, cultural houses, sports facilities...).

Increase investment to promote theoretical research and summarize practices to improve the ability to forecast and orient cultural development and human development.

V- IMPLEMENTATION ORGANIZATION

1- Party committees and organizations at all levels organize the study and implementation of the Resolution.

2-The Party Delegation of the National Assembly leads the revision, supplementation and promulgation of new legal systems on culture, creating a legal basis for the implementation of the Resolution and supervising the implementation.

3- The Government Party Executive Committee leads the revision, supplementation and issuance of new sub-law documents; directs the effective organization of law enforcement; regularly monitors, inspects and evaluates the implementation and promptly adjusts specific tasks and solutions in accordance with practical requirements, ensuring effective implementation of the Resolution.

4- The Central Propaganda Department shall preside over and coordinate with the Party Committees, Party Executive Committees, Party Delegations, and Party Committees directly under the Central Committee to disseminate, monitor, inspect, urge, summarize, and periodically report to the Politburo and the Secretariat on the implementation results of the Resolution.
