Dear all.

Today, I and some comrades working in the Central and City are very happy and excited to attend the Great National Unity Festival of Village 5, Yen So Commune, Hoai Duc District, Hanoi Capital. First of all, we would like to send to all the elders, gentlemen, ladies, uncles, brothers, sisters, comrades and children our warm greetings, sincere greetings and best wishes; wishing our Festival to be joyful and a great success. I don't know about other comrades, but my feeling right now is that I am very happy, very glad and very excited; to meet and interact with the people, to see everyone excited, happy, the atmosphere is very friendly and bustling; it is truly a Festival, and even more so a Great Unity Festival.

Dear delegates and ladies and gentlemen.

We all know that for many years now, the organization of the National Great Unity Day in residential areas on the occasion of the anniversary of the founding of the Vietnam National United Front has become a beautiful tradition, bringing the work of the Front back to the residential community, towards each family and each person. The purpose of the Festival is to build, consolidate and promote the people's mastery; strengthen the strength of the National Great Unity bloc and enhance the role of the Vietnam Fatherland Front in the new period. The results of the Festival will bring spiritual values, enrich the revolutionary will, honor the strength of the community, contribute to the successful implementation of political tasks, economic development, culture - society from each village, hamlet, residential group, residential cluster... in the whole country. On the occasion of the 91st anniversary of the founding of the Vietnam National United Front (November 18, 1930 - November 18, 2021), this year's National Great Unity Day has even more special significance as the entire Party, people and army are joining hands and unanimity to both prevent and fight the COVID-19 pandemic with the determination to "fight the pandemic like fighting the enemy", and actively and urgently implement the Resolution of the 13th National Party Congress and the Resolution of Party Congresses at all levels.

Attending the Great Unity Festival in Village 5, Yen So Commune, Hoai Duc District, Hanoi City - a land rich in historical, cultural and revolutionary traditions, I am extremely happy about the achievements that the Party Committee, government and people of our commune have achieved. I learned that Yen So is an ancient village in the Northern Delta, in ancient times it was called Co So, with the colloquial name Ke Gia (also known as Gia Lua) because this place has an alluvial sandbank of nearly 170 hectares on the Day River, specializing in growing mulberry, raising silkworms and weaving silk, and also has Co So wharf - a bustling place for trade; among the people, there is a saying: "Lai Yen Rice, Ke Gia Money, Ke Canh Fish". Yen So has a long-standing cultural tradition, an old proverb has a saying: "Dam Swimming, Gia Procession, Teacher Festival". In particular, this is the hometown of the Hero, General Ly Phuc Man, who had many great contributions to help Ly Bon raise the flag of uprising in 542, defeat the Liang invaders in the North and the Lam Ap army in the South, and establish the Van Xuan State - the first independent and autonomous state of our nation in the 6th century. Today, Yen So still preserves the relics of Quan Gia and Rung Gia with an area of ​​over 6 hectares, this is the resting place and worship place of General Ly Phuc Man. The relics of Quan Gia and Rung Gia have been ranked as National Historical relics by our State (in 1991).

During the two resistance wars against French colonialism and American imperialism, Yen So commune made many contributions in terms of manpower and resources, fighting with the army and people of the whole country to gain independence and freedom for the Fatherland. The people and armed forces of Yen So commune were awarded the title "Hero of the People's Armed Forces" by the President.

Implementing the National Target Program on New Rural Construction in the period of 2011 - 2015, with the efforts of the Party Committee, the government and the consensus and efforts of the people, at the end of 2013, Yen So commune was recognized as a "Commune meeting new rural standards" and was assessed as 1/50 typical communes of Hanoi City; assessed by the Central Government as 1/27 typical communes nationwide. In 2020, the Prime Minister awarded the Emulation Flag "Excellently and comprehensively completing the tasks, leading the patriotic emulation movement of Hanoi City in 2019". The Party Committee of the commune has been continuously recognized as a "Clean and strong Party Committee" for many years; Yen So commune was recognized by the Hanoi People's Committee as "Advanced New Rural Commune" in 2020. In the first 9 months of 2021, despite many difficulties and challenges, the total income of the locality is still estimated at more than 500 billion VND; the average income in 2021 is estimated at 68 million VND/person/year, higher than the average of the whole city.

In the field of Culture, the Commune People's Council has approved the Village and Commune Convention since 1995 on the basis of inheriting the good values ​​of the ancient Village Convention and supplementing provisions in accordance with the provisions of the Law, including 6 chapters with 63 articles stipulating quite fully what people can and cannot do. In particular, the Convention emphasizes the issues of culture, ethics, family ethics, environmental sanitation, village and commune security and order... Over the past 20 years, the Village Convention has also played a very good role, receiving the approval and response of cadres, party members and people. As a result, the whole commune has 95.3% of households achieving the title of "Cultural Family", 9/9 villages achieving the title of "Cultural Village". The commune has no more poor households.

Regarding Village 5 of Yen So commune, I know that it is a special village, with residents distributed in the village and Ben hamlet on the other side of the Day dike; the village has 320 households with nearly 1,300 people. Through the report of Village 5, we see that the cadres and people of Village 5 have promoted the spirit of solidarity, mutual love, and mutual assistance in economic development with many occupations, transferring and applying scientific and technological advances in production and business fields to increase income, household economy, contributing to stabilizing people's lives and social security; many families have built new, spacious, and clean houses. Currently, the whole village has only 5 near-poor households and no poor households. The cadres and people of Village 5 always pay attention to social activities and cultural codes of conduct in the hamlet and village; encourage people to participate in the emulation to build cultural families and cultural villages. By the beginning of 2021, 314/320 households had registered to build cultural families; at the end of the year, 312/314 households were considered to have achieved the title of cultural family, accounting for 99.36%; the village achieved the title of "Cultural Village", implementing a good cultural lifestyle in weddings, funerals, festivals, and longevity celebrations in accordance with regulations and customs and ensuring prevention and control of the COVID-19 epidemic. Environmental protection and public health protection work are regularly focused on; the movement of the entire people to protect national security is actively participated by the people; political security and social order and safety in the area are maintained... I highly appreciate and warmly congratulate the achievements of Village 5 and Yen So commune that we have achieved in the recent past.

Dear delegates, dear ladies and gentlemen.

In the coming time, I hope that the leaders of Hanoi city, Hoai Duc district, the Party Committee, the government, the Fatherland Front Committee, and mass organizations of Yen So commune in general and Village 5 in particular will continue to promote the good traditions and new achievements, implement Resolution XIII of the Party and Resolutions of the Party Congresses at all levels; continue to mobilize people to strengthen the strength of great solidarity, successfully complete the political - economic, cultural - social tasks of the locality. Organize well the patriotic emulation movements of the people; encourage and motivate advanced models, outstanding collectives and individuals, creating new momentum for emulation. Continue to mobilize resources from the community to care for and help the poor, people in especially difficult circumstances, people in difficult circumstances due to the impact of the COVID-19 pandemic. Encourage people to raise their awareness of vigilance and proactively prevent epidemics; Strictly implement regulations on disease prevention and control; promote the spirit of mutual love, sharing, helping, and together overcome difficulties caused by the pandemic.

Whether or not the construction of a cultural life in each family, in each village, is successful depends on each of us; building a healthy, peaceful and prosperous residential area is for our own enjoyment. Therefore, I would like to propose and earnestly hope that you will continue to promote the glorious revolutionary tradition, promote the fine traditional cultural identity and the strength of great national unity, determined to strive to build our Village 5, Yen So Commune as well as all residential areas in the entire city of Hanoi to become increasingly rich, civilized, modern, worthy of the glorious tradition of the heroic Commune of the heroic Capital.
