More and more reckless
According to a report by a woman residing in Dien Chau district, at around 1:00 p.m. on July 31, while driving a motorbike on National Highway 1A from Vinh City to Dien Chau district, when she reached the area near Nam Cam intersection in Nghi Long commune, Nghi Loc district, a young man snatched a handbag containing many valuables worth about 22 million VND and personal documents.

Immediately after receiving the report, the leaders of Nghi Loc District Police quickly mobilized forces from professional teams, Team 373, and Commune Police to synchronously deploy professional measures to investigate, verify, and arrest the perpetrator. The investigation process encountered many difficulties because the subject covered his face and vehicle license plate, and there were no witnesses at the time of the crime.
However, with the determination to fight and suppress crime to the end, at about 9:00 a.m. on August 6, 2024, in Dien Thanh commune (Dien Chau district), Nghi Loc district police presided over and coordinated with Dien Chau Traffic Police Station and Dien Thanh commune police to arrest Cao Trong Vien (born in 1993), residing in Nghi Yen commune, Nghi Loc district, when the subject was on the way to sell the property that the subject had snatched. It is worth mentioning that Vien has a previous conviction for robbery.
Previously, at around 10:00 p.m. on May 7, 2024, Dien Chau District Police received a report from Ms. Ho Thi C. (born in 1993), residing in Dien Hong Commune, Dien Chau District. According to Ms. C.'s report, while traveling on National Highway 1A, she was robbed of an Iphone 15 Promax mobile phone worth about 35 million VND by 2 unidentified subjects driving a blue Yamaha Exciter motorbike (license plate not clearly remembered). After committing the act, the subjects quickly escaped in the direction of Dien Chau - Hanoi.

Immediately afterwards, the District Police leaders directed the professional teams to coordinate with the Commune Police and Armed Patrol Team 373 to verify and arrest the perpetrators. At around 1:00 a.m. on May 8, 2024, two suspects were discovered driving a blue Exciter motorbike on National Highway 1A through Nghi Son town, Thanh Hoa province, so they stopped to check the vehicle. However, the suspects suddenly accelerated and fled. Team 373 quickly deployed forces to suppress and successfully arrested Nguyen Van Kien (born in 1989) and Nguyen Xuan Doan (born in 1991), both residing in Nghi Son town, Thanh Hoa province. At the scene, the authorities seized an Iphone 15 Promax mobile phone and a motorbike.
During the investigation, the two suspects confessed that they had traveled by motorbike from Thanh Hoa province to Nghe An province to commit theft and robbery to sell for money. When they arrived at Dien Hong commune, Dien Chau district, they discovered Ms. Ho Thi C. driving a motorbike holding a mobile phone, so they approached her and committed the robbery. After that, the two suspects moved to Thanh Hoa province to sell the property but were arrested by the police. Of the two suspects, Nguyen Xuan Doan had a criminal record for "Theft of property".

In another case, on the morning of March 28, while traveling on National Highway 7 (in Long Son Commune, Anh Son District), Vi Van Dong discovered two students riding a motorbike. Taking advantage of the distraction, the subject snatched the phone of the student sitting behind the motorbike and ran away.
After receiving information from the people, Anh Son District Police established a special project to fight and arrest the subject. By the morning of March 29, the Special Project Board had successfully arrested Vi Van Dong (born in 1997), residing in Nghia Lac Commune, Nghia Dan District, while the subject was moving on the road to search for "prey". The seized evidence included a mobile phone that the subject had robbed and some cash.
At the investigation agency, Vi Van Dong confessed that after snatching the mobile phone, there was some cash in the phone case so he took it for personal use. During the extended investigation, Dong confessed that on February 20, he stole a red Honda Wave RS motorbike with license plate 37S1-2608 in Luu Son commune, Do Luong district.
Need to raise vigilance
Through the investigation and settlement of robbery and snatching cases, according to investigators: The subjects often take advantage of quiet hours when few people pass by on the street to commit crimes and then quickly escape. The subjects' tricks are not new, but the nature of their behavior is increasingly reckless and daring.
Most robberies are committed by men, many of whom are orphans, school dropouts, have criminal records, are drug addicts, lazy but enjoy life, so they have the intention of robbing other people's property to satisfy their personal spending needs...
They often use unlicensed motorbikes to move on traffic routes to monitor and observe. Once they have detected and selected a "target" who is a passerby (on a motorbike or on foot) carrying property, the subjects will approach and take advantage of the time when there are few people passing by to snatch the property.

It is worth mentioning that many subjects also operate in the form of gangs. For example, the case was investigated and handled by Hung Nguyen District Police at the beginning of the year. Specifically, on January 27, 2024, Hung Nguyen District Police received a report from a woman that in the early morning of January 24, 2024, while driving a motorbike on National Highway 46A in Hung Dao Commune, Hung Nguyen District, the victim was approached by a group of strange young men on a motorbike, used knives and swords to control her, and took 250,000 VND.
After a period of synchronously using professional measures and collecting sufficient documents and evidence, on January 29, 2024, Hung Nguyen District Police successfully broke the case, arresting 8 subjects (including 5 subjects residing in Nghi Phu commune, Vinh city), including: NTTT (born in 2009); Le Viet Bao, Nguyen Bao Nam (both born in 2008); Dang Duy Manh, Nguyen Bao Long (both born in 2007) and 3 subjects residing in other areas including: Le Quang Quyen Linh (born in 2005) residing in Doi Cung ward, Vinh city; Phan Le Hoang Phi (born in 2007) residing in Long Xa commune, Hung Nguyen district and Dang Thai Tu (born in 2007) residing in Nam Kim commune, Nam Dan district for the acts of robbery, snatching, and theft. Seized evidence included 3 mobile phones; 7 homemade swords and knives; 3 motorbikes.
During the investigation, the suspects confessed to having committed 9 robberies, snatchings and thefts in Hung Nguyen, Nam Dan, Nghi Loc districts and Vinh city with a total value of about 70 million VND. The police also identified the group of 8 suspects as being led by Le Quang Quyen Linh and Dang Duy Manh.

According to the authorities, property theft crimes stem from many different issues, including the fact that people’s awareness of protecting their property is still lacking. Especially women, who often carry handbags, jewelry, and talk on the phone while walking, etc. These unguarded actions have created opportunities for robbers to operate.
The act of snatching property is not only about appropriating property but also endangering lives, causing panic and fear for people. Because most of the subjects use motorbikes running at high speed, suddenly attacking when the victims are on the road or in force majeure situations. This can cause the victims to have dangerous accidents, harm their health and damage their vehicles. Not to mention, it can also endanger other people and vehicles when participating in traffic on the road...
In the face of the above situation, in addition to plans and measures to combat and prevent all types of crimes, including robbery and snatching, and to ensure security and order in the area by the functional forces, the provincial police recommend that each citizen should raise the spirit of vigilance, self-management, self-defense, and self-protection of property; limit traveling on deserted roads, especially late at night; do not use mobile phones while driving. When carrying valuable assets, you must have measures to protect yourself, raise your vigilance, and pay attention to the surroundings to detect suspicious objects for prevention.
In case of robbery, you must shout and try to remember the identifying features of the subject, vehicle type, license plate number... and promptly report to the nearest police station to investigate and arrest the subject.
