The Ministry of Education and Training has just released a draft Circular on Promulgating the Regulations on Distance Education at College and University Levels. According to the draft Regulations on Distance Education at College and University Levels issued with the above Circular, the purpose of distance education is to expand learning opportunities for those who need and want to study to improve their qualifications in order to improve people's knowledge, contributing to training human resources to meet the needs of socio-economic development of the country, ensuring national defense, security and international integration.
The Regulations also stipulate the methods of distance learning, including the Correspondence method: knowledge and experience are prepared and provided to students mainly by correspondence through printed materials. The main materials include: textbooks, reference books, study guides, research materials, workbooks, exam and test guides. Other supplementary materials include video tapes, audio discs, radio programs, television programs, computer-assisted teaching guides, online exercises, seminars and discussion sessions, teleconferences, virtual practice exercises, simulation exercises and practical exercises;
Radio-Television Method: knowledge and experience are prepared and provided to students mainly through radio-television systems in which the main learning materials are radio and television programs broadcast live or rebroadcast on radio, television, satellite television, cable television, interactive television, helping lecturers and students to meet and exchange with each other directly. Other supporting learning materials include video tapes, audio discs, printed books, computer-assisted teaching guides, online exercises, seminars, virtual practice exercises, simulation exercises and practical exercises;
Computer and telecommunication network method: knowledge and experience are prepared and provided to learners mainly through computer and telecommunication networks, in which the main learning materials are digital or analog electronic learning materials, synchronous or asynchronous, online or offline. Other supporting learning materials such as video tapes, audio discs, printed books, computer-assisted teaching guides, online exercises, seminars and discussion sessions, teleconferences, virtual practice exercises, simulation exercises and practical exercises...
The draft clearly states: The content of the Vocational Training Program is the same as that of the formal education program, and is developed, evaluated and promulgated according to the regulations of the Ministry of Education and Training on the process of developing, evaluating and promulgating training programs at college and university levels.
The detailed outline of each course must clearly describe: Content; course objectives and competency requirements that students must achieve after completing the course; learning materials; methods and plans for learning, teaching, and assessment of students' learning outcomes. In addition, each VET program must be evaluated and updated at least once every 5 years./.
