Born on August 25, 1911, in Loc Thuy commune, Le Thuy district, Quang Binh province.

From 1925 to 1926, he participated in the student movement in Hue; in 1927, he joined the Tan Viet Revolutionary Party (a predecessor organization of the Indochinese Communist Party, now the Communist Party of Vietnam).

In 1930, he was arrested by the enemy and sentenced to 2 years in prison. After being released from prison, he continued his propaganda activities, building revolutionary bases among youth and students. In 1936, he participated in the semi-legal democratic movement of the Party in Hanoi; he was an editor of the Party's newspapers: Lao Dong Newspaper, Our Voice Newspaper, Tien Len Newspaper, Thoi Bao Co Giai Phong... He was appointed Chairman of the North Ky Press Committee.
