General Secretary: "Now the situation is getting hotter below. Some places are doing it, and will have to do it soon. It cannot be avoided. But to do that, everyone must be of one mind."

On November 29, General Secretary Nguyen Phu Trong and the National Assembly delegation of Hanoi City, Constituency No. 1, met with voters in Tay Ho, Ba Dinh and Hoan Kiem districts to report on the results of the 4th session of the 14th National Assembly.

At the meetings, voters highly appreciated the results of the 4th session of the 14th National Assembly with many contents on legislative work, deciding important issues of the country and supreme supervision. In particular, the question and answer activities at this session had many innovations, going straight to the point, not avoiding, partly meeting the requirements and expectations of voters nationwide.

Voters also highly appreciated the country's economic and social development in recent times, especially our country's successful organization of the APEC Summit Week in the context of complicated developments in the domestic, regional and international situations, contributing to enhancing Vietnam's role and position in the international arena.

Regarding anti-corruption work, the positive results that have been achieved were acknowledged and commended. However, voters expressed their wish that anti-corruption work needs to be implemented continuously, more drastically and strongly.

Voter Phan Van Nham (Tay Ho district) expressed: “People are very excited about the determination of the Party and the State, especially the leader of the Party - the General Secretary. However, voters still have some concerns, such as the case at the Department of Natural Resources and Environment of Yen Bai province, people felt unconvinced after the conclusion. People asked, there are no forbidden zones, but in this case, are there “avoidance zones” or “respect zones”?

Voter Nguyen Dinh Toan (Ba Dinh district) said: “The government is still not really determined, not really strong. If something is discovered, it must be dealt with seriously. If there is an administrative violation, it must be dealt with administratively, if there is a violation of the law, it must be brought to trial and there must be a fair verdict. If we are gentle and kind, we cannot educate lower-level officials, the country cannot be at peace, and negative things will continue to be noisy.”

At the meetings, voters also raised many hot issues in society, such as the need to strictly handle the recent child abuse that occurred at some preschools; rectify the issuance of legal documents by some state agencies and ministries, especially the issuance of documents related to the issuance of red books by the Ministry of Natural Resources and Environment, which is considered to be causing confusion and confusion among the people...

Speaking at the meeting, General Secretary Nguyen Phu Trong expressed his gratitude for the voters' sincere and frank contributions, saying that all opinions will be fully recorded to reflect to the National Assembly and relevant agencies.

Agreeing with voters’ assessment of the results of the 4th session of the 14th National Assembly, the General Secretary said that this session of the National Assembly took place in the context of the country having many positive changes in many fields. Analyzing the causes, context and results achieved gives us many more profound lessons.

“Is it true that the country’s economic, social, defense, security, and foreign affairs are undergoing many positive changes? Flood and storm prevention and overcoming the consequences of natural disasters, although not expected, have created a widespread support movement among the masses. All of these changes have reached the National Assembly, making National Assembly deputies feel their responsibility is higher. I want to analyze deeply so that we can see that the lesson does not come naturally, but is a process of accumulation and experience. In that context, we feel very proud,” the General Secretary stated.

Talking to voters about the work of preventing and combating corruption, the General Secretary said that the work of preventing and combating corruption has made great efforts in recent times and has been implemented more effectively and systematically, however, compared to the requirements, there is still much to be done. According to the General Secretary, there are still some weak points that need to be overcome such as the investigation, appraisal, recovery of corrupt assets and the change at lower levels is not strong.

“The change is not strong below. At the recent National Assembly session, it was generalized that the top is hot and the bottom is cold. Now the bottom is getting hotter. Some places are doing it, and will have to do it soon. We say it cannot be done. But to do that, the people must agree, everyone must be in agreement. When the furnace is hot, everyone will join in, with high consensus,” the General Secretary affirmed.

Regarding the issue of voters reflecting the slow passage of the Anti-Corruption Law, the General Secretary said that this is a difficult law that needs to be discussed thoroughly so that when it is enacted, it can be effective and be a powerful tool to support the fight against corruption, so that corrupt people do not dare to be corrupt, cannot be corrupt, and do not want to be corrupt.

“Not just empty appeals, empty ideological education. It must be through law. As I said, power must be “locked” in a cage of mechanisms and laws. When you give power, there must also be a whip, a blow so that you cannot, dare not and do not want to do it. If the voters of the whole country agree, the National Assembly agrees, then the Central Committee has the conditions to do better. We must go step by step firmly, according to our experience,” the General Secretary further analyzed.

At the meetings, the General Secretary also discussed with voters many other important issues of public concern./.
