General Secretary and President: Carefully consider and fully absorb comments on the draft Congress documents

At this time, the draft Documents of the 13th National Party Congress are being commented on by the grassroots Party Congresses. The reception of comments on the draft Documents is very important. In particular, the summary content must ensure completeness, honesty, and accuracy of the opinions discussed at the Party Congresses at all levels and the opinions of the people from all walks of life. Only then, after many times of reception and improvement, will the Central Committee have a complete draft Document to submit to the 13th National Party Congress.

At the Politburo meeting to give opinions on perfecting the draft documents of the 13th National Party Congress, held in mid-February, General Secretary and President Nguyen Phu Trong noted that the reception of comments on the draft documents of the 13th National Party Congress must have a viewpoint and stance.

With the motto of staying calm, listening, respecting all opinions, carefully considering, and then absorbing as much as possible, the General Secretary and President emphasized that absorbing cannot be done easily, but must have a point of view, a stance, and arguments, and must be able to defend the correct opinion. Absorption also demonstrates the mettle of the editor because Party documents are epitaphs left for posterity.

Implementing the Central Office's Instruction No. 60 on "Synthesizing comments on draft documents of the 13th National Congress of the Party", all grassroots Party Committees that have just held Congresses have organized to collect comments on 4 important draft reports. These are: Draft Political Report; Draft Report summarizing the implementation of the 10-year Socio-Economic Development Strategy 2011-2020, building the 10-year Socio-Economic Development Strategy 2021-2030; Draft Report assessing the results of the implementation of the 5-year Socio-Economic Development Tasks 2016-2020 and the directions and tasks for the 5-year Socio-Economic Development Tasks 2021-2025 and Draft Report summarizing the Party building work and implementation of the Party Charter during the 12th Congress term.

Mr. Vo Hong Hai, Head of the Propaganda Department of the Ha Tinh Provincial Party Committee, said that according to the general instructions of the Secretariat, the Ha Tinh Standing Committee assigned the Propaganda Department to provide specific instructions on organizing discussions and contributing opinions in the broadest way possible, gathering as many opinions as possible. In particular, avoid giving general, non-specific opinions. Instead, give specific opinions on each target, each task, solution and give opinions on all contents of the draft documents sent to solicit opinions from cadres and party members.

The synthesis of opinions contributed to draft documents aims to gather the wisdom of cadres, party members and people from all walks of life to participate in deciding important issues of the Party and the country. This work also aims to promote democracy within the Party and the whole society, create unity of thought and action within the whole Party and the whole people; at the same time, it helps Party committees at all levels grasp the ideological trends, thoughts and aspirations of people from all walks of life, cadres and party members to supplement and develop the Party's guidelines and policies, and the State's policies and laws.

The Party Congresses at all levels for the 2020-2025 term leading up to the 13th National Party Congress are taking place. This is a broad political activity, an opportunity to collect many enthusiastic, responsible, constructive and intellectual contributions to the Party Congress documents - which will determine the country's development in the coming period. That also requires the documents to look straight at the truth, correctly assess reality to determine breakthrough orientations and measures.

Professor, Doctor Phung Huu Phu, Permanent Vice Chairman of the Central Theoretical Council, Permanent Deputy Head of the Editorial Board of the XIII Congress Documents, emphasized: The content of the summary of comments must ensure completeness, honesty, and accuracy of the opinions discussed at the Party Congresses at all levels and the opinions of the people from all walks of life.

“In the process of researching and contributing to the Congress Documents, we need to focus on finding something new, expressing our opinions on the new ones to see if they are correct, suitable for us, and how to do it best. If we focus on that, it means we are nurturing the aspiration to help Vietnam take off. As in the last part of the draft document, it is expressed that we must have the aspiration for a prosperous Vietnam. Therefore, we need to discuss to strengthen our belief and nurture the aspiration for development,” said Professor Phung Huu Phu.

“Documents are stele, left for posterity” - General Secretary and President Nguyen Phu Trong emphasized at the Politburo meeting to give opinions on perfecting the draft documents of the 13th National Party Congress. The reception must be practical, convincing, principled, courageous, responsible and must protect the correct opinions. Only then, after many receptions and improvements, the Central Committee will have a complete draft document to submit to the 13th National Party Congress.
