On March 19, in Hanoi, General Secretary and President Nguyen Phu Trong, Head of the 13th Party Congress Personnel Subcommittee, chaired a meeting of the Subcommittee.

Attending the meeting were members of the Subcommittee, including Politburo member, Prime Minister Nguyen Xuan Phuc; Politburo member, National Assembly Chairwoman Nguyen Thi Kim Ngan; Politburo member, Permanent member of the Secretariat Tran Quoc Vuong; Politburo member, Secretary of the Party Central Committee, Head of the Party Central Committee's Organization Commission Pham Minh Chinh; Party Central Committee Secretary, Head of the Party Central Committee's Inspection Commission Tran Cam Tu.

Also attending the meeting were members of the Personnel Subcommittee's Working Group.

The Subcommittee listened to the Working Group present the Report on the summary of personnel work of the 12th Central Executive Committee and the direction of personnel work of the 13th Central Executive Committee. The Subcommittee members discussed and gave opinions on the content of the Report.

In his concluding remarks at the meeting, General Secretary and President Nguyen Phu Trong, Head of the Subcommittee, welcomed and highly appreciated the Working Group, the Central Organizing Committee and relevant agencies for their active and serious preparation, thoroughness and scientific spirit in a short time, of the Subcommittee's submissions and reports for the Subcommittee to comment on at this meeting.

The Subcommittee basically agreed with the contents stated in the Submission and Report on the summary of personnel work of the 12th Congress, on the assessment of advantages, limitations and causes, and some valuable experiences drawn from the personnel preparation work of the 12th Congress. This is the basis for developing the Personnel Work Orientation of the 13th Party Congress with very important contents: Purpose, requirements, viewpoints, principles of personnel work, standards, conditions, structure, number, age and process, and methods of personnel work of the 13th Party Congress.

The General Secretary and President emphasized that according to the working program, the 12th Central Conference, 12th tenure (scheduled to meet in May 2020) will discuss the direction of personnel work for the 13th National Party Congress. This is one of the two most important contents of each Party Congress.

Currently, the Party Committees directly under the Central Committee are directing the conduct of Party Congresses at all levels; the draft documents of the 13th Congress have been sent to collect opinions from Party Congresses and grassroots Party cells.

The General Secretary, President, and Head of the Subcommittee requested that in the coming time, the Personnel Subcommittee, the Politburo, and the Central Executive Committee focus more efforts on building the Personnel Work Orientation and selecting personnel to participate in the 13th Party Central Executive Committee.

The content of today's meeting helps the Politburo and the Central Executive Committee carry out a task of extremely important position and significance, which is a factor ensuring the success of the Congress and the successful implementation of the Congress's Resolution; it is necessary to affirm and deeply imbue the meaning of this extremely important task, because this is a strategic task closely linked to the survival of our Party, our regime and the future development of the country.

This is also an issue that receives deep attention from the entire Party and the entire people. The personnel work of the Congress is extremely heavy, requiring the Central Executive Committee, the Politburo, the Secretariat, and the entire political system to work with a very high sense of responsibility, determination, great effort, and a truly fair, objective, and scientific approach, putting the interests of the nation, the people, the Party, and the people above all else.

To do this important work well, the General Secretary, President, and Head of the Subcommittee emphasized a number of issues regarding ideology, guiding principles, methods, and approaches. Personnel work for the 13th Party Congress is not only the task of the Personnel Subcommittee, the Politburo, the Secretariat, and the Central Executive Committee, but also an important task of the entire political system, of Party committees and organizations at all levels, agencies, units, and localities.

The General Secretary, President, and Head of the Subcommittee requested that personnel work must be done well from the Party Congresses at all levels to contribute to good personnel preparation for the 13th National Party Congress; this must be identified as an especially important task, a "key" task of "keys," related to the survival of the Party and the regime.

Each agency, locality, and each cadre directly involved in the preparation work must fully and deeply understand their responsibility for this work of special importance and significance, wholeheartedly and wholeheartedly take care of the common work, and must put the interests of the Party, the country, and the people above all else.

Personnel work for the Central Executive Committee, the Politburo, and the Secretariat must be carried out according to a strict, scientific, and consistent process, ensuring true democracy, impartiality, transparency, and objectivity; the work must be done carefully, step by step, according to a strict process, and each step must be done with certainty.

Members of the Personnel Subcommittee and the Subcommittee's Working Group must have a firm grasp of their functions, duties, and powers and strictly adhere to the principles, regulations, rules, and working style. Members of the Working Group must demonstrate that they are truly trustworthy, absolutely loyal, honest, impartial, objective, principled, and closely coordinate with relevant agencies and individuals.

The General Secretary, President, and Head of the Subcommittee requested the Working Group to closely coordinate with the Central Organizing Committee to promptly absorb the Subcommittee's opinions and complete the report to submit to the Politburo for comments before consulting with Party committees and organizations directly under the Central Committee./.
