General Secretary and President Nguyen Phu Trong: Documents should be easy to understand and remember
People can only contribute their heartfelt opinions if they truly understand the language of the document.
At the meeting of the Document Subcommittee13th National Party CongressLast weekend, General Secretary and President Nguyen Phu Trong said that the document must be political, theoretical, and directive for a long period. However, the document must also be popular, simple, and understandable to everyone... written in a way that is easy to understand, easy to remember, and easy to check... The General Secretary and President said these heartfelt words before the draft document of the 13th National Congress was released for public comment.
The Congress documents will remain forever in history. Also because of its importance, over the past 2 years (since October 2018), under the direct direction of General Secretary and President Nguyen Phu Trong, a lot of work has been carried out, carefully and methodically, from the stages of preparing the outline, drafting, researching, surveying the field, holding seminars, scientific discussions, collecting opinions from experts, veteran cadres, scientists...
The Document Subcommittee and its Editorial Team alone had hundreds of meetings with provinces, cities, agencies, departments, branches, socio-political and professional organizations. The working groups went down to each base, commune, ward, enterprise, agency, and armed force unit to exchange and listen. From the initial outline, the draft was discussed many times at the Editorial Team, at the Document Subcommittee, and received comments from the Politburo before being brought to the Central Executive Committee for discussion. Every sentence and every word in the Document was discussed and considered.
However, at the time of gathering public opinions, the highest leader of the Party did not forget to reiterate the mass nature of the document, so that it was easy to understand and remember.
In fact, documents are the crystallization of collective intelligence. Party Congress documents are not only consulted by cadres and party members but will also be widely consulted by all classes of people, by millions of people who are studying, working, laboring, producing, or performing the task of protecting the Fatherland, maintaining order and security in all parts of the country... People can only contribute their heartfelt opinions if they truly understand the language of the document. Macro or micro issues, if expressed in a simple, easy-to-understand, easy-to-remember way, will reach many sectors of society and even after being approved by the Congress and becoming a Resolution, that Resolution will certainly be easily implemented in life.

In fact, over the years, in many of his speeches and talks, the General Secretary and President has sent strong, great messages with simple, rustic sentences that touch people's hearts, are profound and thoughtful. Even the most ordinary people understand what he wants to convey. Therefore, many of his sayings have come to life, such as: "When the stove is hot, fresh wood will burn" when expressing his determination to fight corruption or using phrases such as "familiarity, close friends", "crabs rely on their claws, fish rely on their fins", "don't see red and think it's ripe", "a heart is worth three talents"... when referring to personnel work. In that context, we can see that the General Secretary and President's desire for documents to be "easy to understand, easy to remember" is completely correct.
During his lifetime, President Ho Chi Minh also reminded many times that whenever he conveyed a message to the people, he must promote the mass character. That message must be easy to understand, easy to remember and easy to follow, including the Resolution. It is absolutely impossible to say that something is good but not understand anything. And Uncle Ho's greatness also lies in his simplicity and closeness.
The documents of the 13th Party Congress will be presented to the people for comments, becoming a broad political activity. People reading the documents also means they understand the Party's policies and guidelines in the coming years. Their contributions to the Party also mean they demonstrate their responsibility to the country. Therefore, if everyone can understand the Party's documents, then surely, initial success has been affirmed./.
