General Secretary: "Propaganda work must create trust"
General Secretary Nguyen Phu Trong attended the conference to review the propaganda work in 2012.
On January 9, in Hanoi, the Central Propaganda Department held a conference to review the national work in 2012 and deploy tasks for 2013. General Secretary Nguyen Phu Trong attended and delivered a speech at the conference. Also attending the conference were Deputy Prime Minister Nguyen Thien Nhan, leaders of ministries, central agencies, provincial and municipal Party Committees, and local Propaganda Departments.

Speaking at the Conference, General Secretary Nguyen Phu Trong requested: Propaganda work must contribute to consolidating and maintaining trust and solidarity within the Party and society, creating consensus and strength to successfully carry out the tasks of national development and Party building in terms of ideology and politics.
Opening the Conference, Comrade Dinh The Huynh, Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda Department, stated that this conference summarizing propaganda work is of great significance because 2013 is the pivotal year for implementing the Resolution of the 11th Party Congress, the year to continue implementing the Resolution of the 4th Central Committee (11th tenure) "Some urgent issues on Party building at present" with the focus on building and implementing an action program to overcome limitations and shortcomings; the year to implement three strategic breakthroughs with many macroeconomic policies to be implemented, the implementation of which will have impacts on social life; is the year that the entire political system and the entire Party participate in giving opinions on amending the 1992 Constitution in the context of democracy within the Party and in society being increasingly expanded, is the year that the world and regional situation is predicted to have complex and unpredictable developments in politics, economics and security and social issues that will affect the ideology and social mood of all classes of people. The forces in the Propaganda sector from the Central to the grassroots urgently build the 2013 work program and plan with the motto: improve the quality and efficiency of operations, continue to research and innovate content and methods, focus on the grassroots, serve the grassroots, closely follow and summarize practices to promote the effectiveness of advisory and directive work.
Speaking at the Conference, General Secretary Nguyen Phu Trong praised and highly appreciated the work that the Propaganda sector nationwide had done in 2012 with a large volume of work. The Propaganda sector closely followed the practical situation, thoroughly grasped the guiding thoughts and work programs of the Central Committee, provincial Party Committees, city Party Committees, and sectors to advise and propose to the Central Committee, the Politburo, the Secretariat, and Party committees at all levels to implement the Party's Resolutions and the State's legal policies with initial effectiveness; well organized and highly effective the study and implementation of the Central Committee's Resolutions with innovations and creativity; developed projects and draft Resolutions to submit to Party committees at all levels in the field of propaganda, 15 projects at the Central level alone; reviewed and commented on a number of documents of agencies and work related to propaganda; Pay more attention to praising good deeds, new examples and at the same time fight and criticize negative manifestations, correct distorted perceptions, and refute hostile and erroneous viewpoints. Content and form are increasingly rich, diverse, lively, with innovation and exploration, especially on the fronts of press, radio, television, and the media in general.
General Secretary Nguyen Phu Trong stated that 2013 is a year of great importance and great responsibilities. The domestic and international situation, in addition to favorable aspects, also has complicated developments. The ideological situation and public opinion have "mixed levels and developments" between joy and worry, between satisfaction and uncertainty and concern. Therefore, the General Secretary requested the Central Propaganda Department and the entire Propaganda sector to have a fuller and deeper understanding of the position and role of propaganda work in general and Party building work in terms of politics and ideology in particular in the current period. With the function of being both an advisory body and a specialized body in Party building work in terms of ideology and politics, the Central Propaganda Department and the entire sector must enhance political and ideological awareness, must be steadfast in the principles of goals and ideals, grasp the Party's basic guidelines to apply them creatively in implementation, contributing to maintaining trust in the entire Party and the entire people.
The General Secretary pointed out, “In difficult times, we must maintain our faith. Propaganda work must create faith, maintain, consolidate, and strengthen faith in the Party, the regime, the people, and the great national unity bloc, and protect the achievements of the revolution. We must create high consensus within the Party, the State, and the people, and strengthen the great national unity bloc to do this… This is extremely important and crucial, a decisive factor for our victory.”
The General Secretary assessed that we have never had such a strong ideological and propaganda team with modern means as now. This is a vast field and the people have very high demands. Therefore, General Secretary Nguyen Phu Trong requested that in carrying out the work in 2013, the Propaganda sector needs to closely follow the requirements of political tasks, grasp the thoughts of all classes of people, cadres and party members. Synchronously deploy activities in a methodical manner, with higher quality and efficiency, with many new forms and appropriate methods. Ideological work and propaganda work must always be innovative, cannot be clichéd, through many rich, diverse and modern information channels. Special attention should be paid to political theory education, oral propaganda, strengthening dialogue, using experts and scientists.
The General Secretary requested the Propaganda sector to continue to pay attention to science and education, foreign propaganda, and criticize wrong viewpoints; Prepare well important projects to submit to the Central Conference related to fundamental and comprehensive innovation in education and training; build an advanced Vietnamese culture imbued with national identity, and protect the ecological environment; Focus on the work of building the sector; Build a team of propagandists with ideology commensurate with the requirements; study practices and summarize models to serve innovation in performing tasks. Those who do the Party's propaganda work must have a firm political stance, be steadfast, loyal, honest, courageous in fighting, sharp, able to speak, write, and persuade, and absolutely not be tempted by material and financial temptations of evil forces.
Affirming the great honor but heavy responsibility of the Propaganda sector, General Secretary Nguyen Phu Trong wished those working in propaganda, the shock troops on the ideological and information front, the Party's very trustworthy army, to successfully complete their assigned tasks in the new year.
Today, the Conference listened to 14 presentations from ministries, branches and localities presenting lessons and good practices in implementing propaganda work, including the model of Propaganda Committees and Propaganda Teams at the commune, village and hamlet levels of Lao Cai province.
In his concluding remarks at the Conference, Comrade Dinh The Huynh, Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda Department, requested that based on a profound analysis of the lessons learned in 2012 and the instructions of General Secretary Nguyen Phu Trong, in 2013, propaganda and ideological work should continue to play an active role with the political system in handling the difficulties, shortcomings and challenges facing the country and the Propaganda sector; maintain and strengthen the ideological front; focus on propaganda to contribute to the implementation of the country's political tasks of curbing inflation, stabilizing the macro-economy, ensuring social security, creating a peaceful and joyful atmosphere in society; continue to effectively implement Resolution 4 of the Central Committee (11th tenure) on Party building in conjunction with studying and following the moral example of Ho Chi Minh; promote propaganda on the sea, islands and national sovereignty; strengthen foreign affairs and foreign information. Those who do ideological work must do their own ideological work with faith based on science, experience during work and growth. The recommendations and issues raised at the Conference are seriously received, studied, and directed for resolution.
On this occasion, collectives and individuals were awarded Emulation Flags and Certificates of Merit by the Central Propaganda Department; 19 units, including the Voice of Vietnam, were awarded Certificates of Merit for their outstanding achievements in the contest to learn about the history of Vietnam-Laos and Laos-Vietnam relations./.
