General Secretary: The revolution to streamline the apparatus is very urgent and supported by the people.

The Central Steering Committee on summarizing the implementation of Resolution No. 18/2017 held its third meeting today to discuss and approve the plan on implementing the arrangement and merger of provincial and communal administrative units and building a two-level political system at the local level.

The representative of the Central Organizing Committee (the standing body of the Steering Committee) reported on the results of the Steering Committee's activities since the 2nd meeting until now; reported on the draft plan to implement the Resolution of the 11th Central Conference, 13th tenure on the arrangement and merger of provincial and communal administrative units and the construction of a 2-level political system at the local level. Some members of the Steering Committee contributed their opinions.

Concluding the meeting, General Secretary To Lam assigned the Central Organizing Committee to absorb the opinions; continue to review, supplement and perfect the contents of the document to immediately issue a plan to implement the Resolution of the 11th Central Conference, 13th tenure.

The General Secretary emphasized that the revolution to reorganize and streamline the apparatus of the political system has been taking place very urgently, drastically, with high consensus throughout the Party and with the consensus and support of the people. The results achieved in the past time show that the policies and decisions of the Central Executive Committee, the Politburo, and the Secretariat are very correct, very accurate, and in line with the Party's will and the people's will.

To implement the Resolution of the 11th Central Conference, the Steering Committee unanimously approved a plan with specific work groups, linked with responsibilities and completion timelines for each day, not just each week or each month.

Because the scope of work is very broad and the work groups are closely related, the General Secretary requires the entire political system to uphold the sense of responsibility and coordinate in synchronous implementation. The General Secretary pays special attention to the work group on completing the documents guiding the implementation, amending the 2013 Constitution, perfecting the legal system and regulations to be one step ahead, to create a solid legal corridor for the implementation organization.

According to General Secretary To Lam, it is necessary to focus on the work of disseminating, propagating, orienting ideology and public opinion to ensure solidarity, consensus, and high unity among cadres, party members, civil servants, public employees, workers, and people of all walks of life.

Weekly report on progress of organizational restructuring

The General Secretary requested agencies and units to urgently specify the contents of the plan to implement the Resolution of the 11th Central Conference according to their functions, tasks and authority; resolutely deploy assigned work contents, ensuring completion on time according to the set plan.

Agencies, units and organizations before, during and after the arrangement must ensure continuous, smooth, efficient, effective and efficient operations; not to interrupt work, not to leave tasks, areas or fields vacant, and not to affect the normal operations of agencies, units and localities.

Agencies from the central to local levels must proactively coordinate closely and synchronously within the organization, implementing tasks to ensure progress, time, and plan. Localities must urgently complete draft documents of provincial party congresses, including provinces that do not carry out mergers. In particular, localities must thoroughly grasp the spirit of building documents of the Central Committee, especially newly revised contents to review and update in provincial party documents.

The General Secretary assigned the Central Organizing Committee to preside over and coordinate with agencies to systematize all resolutions, directives, conclusions, and guidance documents into a common set of documents for unified implementation.

From April 16 to the end of October this year, every week, Party organizations at the Central and local levels will report to the Central Steering Committee and the Central Organizing Committee on the progress of implementing tasks.

The Central Organizing Committee synthesizes the results of implementation nationwide and reports to the Politburo and the Secretariat at regular meetings for direction. The Central Organizing Committee regularly monitors, grasps the situation, and provides opinions when necessary during the implementation of the tasks of Party committees, agencies, and units.

The General Secretary emphasized that the work ahead is very complicated, the country is simultaneously implementing many major tasks, including streamlining the organizational apparatus, rearranging administrative units, accelerating economic development and preparing to organize party congresses at all levels towards the 14th National Party Congress.

Therefore, the General Secretary requested the Politburo, the Secretariat, members of the Steering Committee and leaders of central agencies to promote a high sense of responsibility; spend time and effort to lead, inspect, guide and urge the work to be carried out on schedule, ensuring the set goals and requirements.
