General Secretary: Urgently bring the case of "Ut Troc" to trial

The Standing Committee of the Central Steering Committee on Anti-Corruption (SC) met today under the chairmanship of General Secretary Nguyen Phu Trong, Head of the SC, to discuss and give opinions on the Report on progress, results, difficulties, obstacles and directions for handling a number of serious and complicated corruption and economic cases and incidents that have been monitored and directed by the SC since the 13th meeting.

In his concluding remarks, the General Secretary emphasized that the Standing Committee of the Steering Committee commended, acknowledged and highly appreciated the efforts of the relevant agencies that have achieved many positive results in the fight against corruption, creating a widespread atmosphere, receiving the consensus and high appreciation of public opinion and people.

No forbidden zones, no exceptions

The General Secretary emphasized that the central and local prosecution agencies have made great efforts, high determination, mobilized forces, closely coordinated, and basically completed on schedule the plan to handle cases and incidents in the first quarter and April.

Specifically, the investigation of 5/5 cases has been completed; indictments have been issued for 3/3 cases; the first instance trial of 7 cases/60 defendants has been completed, 2 defendants have been sentenced to 3 life sentences; 55 defendants have been sentenced to prison terms ranging from 12 months to 18 years, of which 8 defendants have been given suspended sentences and 2 defendants have been given non-custodial reform.

In particular, we have focused our efforts on speeding up the progress of bringing three particularly serious and complicated cases that have received special attention from the public to trial at first instance with both severe and humane sentences, clearly distinguishing between the masterminds and ringleaders and the accomplices who confessed honestly.

That is the case of Trinh Xuan Thanh and his accomplices committing the crime of "Embezzlement of property; intentionally violating State regulations on economic management causing serious consequences" that occurred at the Vietnam Oil and Gas Construction Corporation (PVC).

The second is the case of Trinh Xuan Thanh and his accomplices committing the crime of "Embezzlement of property" at Vietnam Oil and Gas Power Real Estate Joint Stock Company (PVP Land).

Third is the case of “Intentionally violating State regulations on economic management causing serious consequences; Abusing position and power to appropriate property” occurring at PVN related to the capital contribution of 800 billion VND of the Vietnam National Oil and Gas Group (PVN) to Ocean Commercial Joint Stock Bank.

At the same time, central and local prosecution agencies have actively investigated and expanded the case of "Using the Internet to commit acts of property appropriation; organizing gambling; gambling; illegally buying and selling invoices; money laundering and taking advantage of positions and powers while performing official duties" occurring in Phu Tho and a number of localities.

Along with that, urgently prosecute and investigate to clarify the wrongdoings of the subjects in the case of "Abusing position and power while performing official duties" occurring at Thai Son One Member Co., Ltd., Ministry of National Defense.

Conclusion, public conclusion of inspection of project of MobiFone Telecommunications Corporation buying 95% of shares of Global Audiovisual Corporation (AVG).

“The above results further affirm the determination of the Party and State in the fight against corruption; words must go hand in hand with actions, there are no forbidden zones, no exceptions in the fight against corruption; consolidating trust and enhancing discipline and order among cadres and party members, which are welcomed, agreed, supported and highly appreciated by the people; creating positive effects, spreading strongly throughout society,” the General Secretary emphasized.

Regarding the tasks in the coming time, General Secretary Nguyen Phu Trong requested that the relevant agencies need to make greater efforts, coordinate better, complete the investigation, prosecution and trial of cases on schedule; verify and handle cases according to the 2018 plan of the Steering Committee.

One is to focus on investigating and bringing the case of "Organizing gambling and gambling" that occurred in Phu Tho and some other localities to trial within the time limit prescribed by law; continue to investigate and expand the case to thoroughly handle it in phase 2.

Second, actively, urgently, and strengthen coordination to investigate and bring the case of "Abusing position and power while performing official duties" that occurred at Thai Son LLC, Ministry of National Defense (Ut Troc case - PV) to trial within the time limit prescribed by law; expand the investigation and strictly handle violations of related subjects in phase 2 of the case.

Third, urgently conclude additional investigations and expand investigations to strictly handle organizations and individuals involved in the case at Dong A Commercial Joint Stock Bank (DAB).

Fourth, urgently investigate, prosecute, and complete the first-instance trial of 4/11 cases that are behind schedule compared to the Steering Committee's Plan.

Fifth, promptly complete the investigation and handle phase 2 of cases under the monitoring and direction of the Steering Committee.

Specifically, the case of "Abuse of position and power to appropriate property" occurred at the Petroleum Institute, under the Vietnam National Oil and Gas Group (PVN) and the Shipbuilding Industry Corporation (Vinashin) (phase 2 of the case of Ha Van Tham and accomplices);

The case of "Intentionally violating State regulations on economic management causing serious consequences" occurred at PetroVietnam Oil and Fiber Joint Stock Company (PVTEX) and related units;

The violations related to the Phu Tho Ethanol factory construction investment project and the Dung Quat Ethanol factory construction investment project;

The case of "Lack of responsibility causing serious consequences" related to the State Bank's Supervisory Team located at Vietnam Construction Joint Stock Commercial Bank;

The bankruptcy of Finance Leasing Company 2 - Vietnam Bank for Agriculture and Rural Development (abbreviated as ALCII) and related cases and incidents and other cases and incidents in accordance with the Plan of the Steering Committee.

The Standing Committee of the Steering Committee agreed to add the handling of the inspection conclusion of MobiFone's purchase of 95% of shares of Global Audiovisual Corporation (AVG) to the list of tasks monitored and directed by the Steering Committee.
