General Secretary: Research on combat with high-tech warfare
General Secretary Nguyen Phu Trong requested the Ministry of National Defense to actively research and develop military art and combat with high-tech warfare.
On December 20, speaking at the 2022 Military-Political Conference of the entire army, General Secretary Nguyen Phu Trong commended the achievements of the Central Military Commission, the Ministry of National Defense and the entire army in 2022.
In 2023, the world and regional situation is forecast to continue to develop complicatedly; there will be problems and events that are beyond forecast. The trend of war using high-tech weapons and remote warfare is common, posing new and urgent requirements for national defense.
Therefore, the General Secretary requested innovation and improvement of training and drill quality to meet new combat conditions; promote the application of scientific achievements, develop modern, dual-use defense industry, closely connect and become the spearhead of national industry.
He requested to proactively promote internal strength, self-reliance, self-strengthening, and develop a defense industry with sufficient capacity to research, design, and manufacture advanced, modern, and high-tech weapons and equipment; improve the capacity to self-repair, improve, and modernize weapons and equipment in the payroll; speed up the production of a number of essential defense products, meeting the requirements of building a modern Army in the new situation.
The Central Military Commission and the Ministry of National Defense must improve their capacity for forecasting and providing strategic military advice; have flexible responses to international relations; prevent the risk of war and conflict early and from afar; and border and island issues, especially the East Sea.

In addition, the General Secretary also assigned the Central Military Commission and the Ministry of National Defense to proactively and comprehensively implement international integration and defense diplomacy, ensuring the highest national interests. Specifically, agencies must enhance the effectiveness of bilateral and multilateral defense cooperation; create a position of intertwined interests and consolidate strategic trust with partners, especially neighboring countries, major countries, strategic partners, ASEAN countries and traditional friends.
"Timely identify, properly, harmoniously and flexibly handle partners and defense objects, avoid being passive or surprised; prevent the risk of conflict and confrontation, avoid isolation and dependence, and do not choose sides," the General Secretary emphasized.
He also requested the Central Military Commission and the Ministry of National Defense to maximize international support and implement the policy of protecting the Fatherland "early and from afar" by peaceful means. Participate responsibly in United Nations peacekeeping activities; enhance the role, position and international prestige of the country and the Army.
Reporting at the conference, Senior Lieutenant General Nguyen Tan Cuong, Chief of the General Staff of the Vietnam People's Army and Deputy Minister of National Defense, said that in 2022, the entire army will organize many exercises to improve strength, skills, and combat readiness. Training will be close to the mission and combat targets, and soldiers will be proficient in using and mastering the weapons and equipment in their ranks.
In 2023, the Central Military Commission and the Ministry of National Defense will effectively implement strategies, plans, projects, and legal systems on military and national defense; effectively implement the policy of combining national defense with economy and society; arrange forces in accordance with the process of adjusting the military organization; complete the planning of national defense land use and national marine space planning until 2030, with a vision to 2050.

In 2023, the Ministry of National Defense will deploy Engineering Team No. 2 and Level 2 Field Hospital No. 5 to perform tasks at United Nations Peacekeeping Missions; implement the Strategy for international integration and defense diplomacy to 2030 and the following years, the Project to build a National Coordination Center for United Nations Peacekeeping and the United Nations Peacekeeping Law.
