Permanent Vice Chairman of the Provincial People's Committee Bui Thanh An presided over the review of the Party Congresses of Van Du, Quang Dong, Hop Minh, Binh Minh, and Van Tu communes.
On the afternoon of July 30th, Comrade Bui Thanh An - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee, and Head of Working Group No. 10 - chaired a meeting to review the Party Congresses of the communes of Van Du, Quang Dong, Hop Minh, Binh Minh, and Van Tu.

Also attending were members of Task Force No. 1 according to the Plan of the Provincial Party Standing Committee; and representatives of relevant Party committees, departments, and agencies.
Focus on building new rural areas in conjunction with the development of high-tech agriculture.
Van Du commune was established by merging the communes of Tay Thanh, Thinh Thanh, and Minh Thanh. For the 2025-2030 term, Van Du commune aims for comprehensive development in all aspects, striving to become a relatively economically developed commune in the region, achieving advanced New Rural Area standards by 2030, and gradually achieving model New Rural Area standards.


Quang Dong commune was established by merging the communes of Dong Thanh, Kim Thanh, and Quang Thanh. For the 2025-2030 term, Quang Dong commune aims to continue building a model new rural area, creating a foundation for sustainable development, contributing to the commune's breakthrough development, accelerating progress, and harmonizing with the overall development of the province.
Hop Minh commune was established by merging the communes of Vinh Thanh, Vien Thanh, Son Thanh, Bao Thanh, and Long Thanh. For the 2025-2030 term, Hop Minh commune aims to continue promoting the New Rural Development program; and to continue attracting and promoting the development of industry, infrastructure, and services.


Van Tu commune was established by merging the communes of Van Tu, Lien Thanh, and My Thanh. For the 2025-2030 term, Van Tu commune strives for comprehensive and sustainable development; its economy will develop in the direction of high-tech agriculture linked with processing industries and services, aiming to achieve advanced new rural standards by 2030.
Binh Minh commune was established by merging the communes of Tan Thanh, Duc Thanh, Tien Thanh, and Ma Thanh. For the 2025-2030 term, Binh Minh commune aims to continue focusing on developing agriculture towards commercial production, green agriculture, and smart agriculture; striving to achieve the model new rural commune standard by 2030.

At the conference, leaders of departments and agencies, and members of the Task Force, provided feedback to the communes on the preparation for the Congress; the format and technical presentation of documents. In the political report, the theme of the Congress needs to be revised to be more concise and succinct.
In addition, the plan includes solutions for implementing Resolutions 57 and 68 of the Politburo; adding several tasks related to developing high-tech agriculture and ecological agriculture linked to raw material area planning; and ensuring national defense and security.

In particular, communes need to review and develop more appropriate targets in various fields; striving to set a target for the growth rate of total product value higher than 12%; developing tasks related to the development of science, technology, innovation and digital transformation; improving the quality of cadres and civil servants to meet job requirements; and paying attention to the development of Party members...
Development must be stable, and stability is essential for development.
Concluding the conference, Standing Vice Chairman of the Provincial People's Committee Bui Thanh An highly appreciated the sense of responsibility, proactiveness, and efforts of the Standing Committee of the Party Committees of the communes in leading, directing, and preparing the contents of the congresses in the context of implementing a two-tiered local government.
Localities continue to adhere closely to Central Office Guidance 36 and Provincial Party Committee Office Guidance 13; seriously incorporating feedback to adjust and refine the draft political report in a concise, feasible manner, consistent with local realities.

To guide the content of the political report, the Standing Vice Chairman of the Provincial People's Committee, Bui Thanh An, requested that the communes of Van Du, Quang Dong, Hop Minh, Binh Minh, and Van Tu select and develop appropriate targets and evaluations; in particular, to adjust the target for the growth rate of total product value, striving to reach the provincial average, and to set appropriate targets for average per capita income.
The political report needs to fully present solutions for implementing the four key resolutions of the Politburo, with particular emphasis on Resolution 57 and Resolution 68. The viewpoint is that development must be stable, and stability is essential for development, coupled with proactively grasping the situation.

To achieve this, the Standing Vice Chairman of the Provincial People's Committee suggested that communes need to research new models, open up new spaces for socio-economic development, focus on regional linkages; resolve complaints and ensure rural security; build an administrative apparatus and a team of qualified officials who are close to the people, understand their needs, and serve them more effectively.
In addition, communes need to effectively implement projects for developing high-quality agriculture, ecological agriculture, and advanced new rural areas. Emphasis should be placed on Party building, especially in politics and ideology, and on innovating mass mobilization, inspection, and supervision work in accordance with the new situation. A correct understanding and attention should be paid to the activities of the Vietnam Fatherland Front and other political and social organizations.

Permanent Vice Chairman of the Provincial People's Committee Bui Thanh An also noted that communes need to complete tasks related to ensuring national defense and security. Attention should be paid to developing Party members according to term limits, linked to building the political system at the grassroots level.
In addition, attention should be paid to preparing the "5 readinesses" in terms of planning, infrastructure, land availability, human resources, and accompanying, supporting, and reforming administrative procedures to create breakthroughs in attracting investment and developing businesses.

Based on the feedback received, the communes need to finalize the draft resolution for the congress; quickly develop action programs, and identify a list of important projects and works.
Effectively carry out propaganda work linked to emulation campaigns before, during, and after the congress, so that the congress truly becomes an exemplary, profound, democratic, intellectual, and innovative political activity, arousing the aspirations, unity, and determination of the people to build a prosperous and modern commune.
