Hop Minh - Journey of innovation and comprehensive development
Thanks to the Party's determination to innovate its leadership methods, promote its potentials and advantages, and effectively pioneer digital transformation, Hop Minh (with the ancient name of Vinh Thanh, the place where Uncle Ho had the honor to visit) has made remarkable progress on its development journey. The goal of striving to achieve advanced new rural standards by 2026 and model rural standards by 2028 is a testament to the spirit of solidarity and will to rise of the entire political system and people here.
A land rich in historical and cultural traditions
Hop Minh Commune, Nghe An Province, was formed from the merger of 5 administrative units: Vinh Thanh, Vien Thanh, Son Thanh, Bao Thanh and Long Thanh.
After the merger, the commune has a natural area of 54.75 km² and a population of 45,210 people, of which Catholics account for 15.6%. With 47 hamlets, 74 party cells and 1,635 party members.

In the course of history, Hop Minh commune has made great contributions to the cause of national liberation and national reunification. The whole commune has 721 martyrs who heroically sacrificed their lives in the resistance wars against the French, the Americans and to protect the Fatherland, along with 46 Vietnamese Heroic Mothers. Currently, in the area there are 349 wounded soldiers, 110 sick soldiers, 58 relatives of martyrs and 78 people infected with toxic chemicals who are receiving monthly allowances. These numbers not only evoke heroic memories, but also affirm the resilient and indomitable tradition of a patriotic homeland.
Hop Minh Commune is also a land associated with a special mark of modern history, when on December 10, 1961, Uncle Ho visited Vinh Thanh Agricultural Cooperative, now Vinh Thap Hamlet, Hop Minh Commune. To preserve that sacred memory, the local government and people built the Memorial Area of Uncle Ho's Visit to Vinh Thanh in Vinh Thap Hamlet, displaying many valuable documents, images and artifacts. The project is not only a historical-cultural relic of the commune but also a red address, a place to foster revolutionary spirit, educate traditions, remind today's generations to follow the path that Uncle always wanted.

In Hop Minh commune, there are currently 17 historical and cultural relics, including 4 national relics and 13 provincial relics, creating a diverse picture of cultural and historical depth.
Prominent among them is Hao Kiet Temple (Hao Cuong hamlet) - a national historical relic recognized in 2023, worshiping Thai Uy Lai Quoc Cong Phan Cong Tich, a famous general under the Le Trung Hung dynasty.
The majestic temple with many traditional architectural items, is also the place where two major annual festivals take place: the Hao Kiet Village Festival (February 11-12 of the lunar calendar) and the Luc Ngoat Festival (June 13-16 of the lunar calendar). While the ceremony is solemn with the rituals of Yết báo, Đại tế..., the festival is bustling with folk games, sports competitions and community exchanges, attracting a large number of people, contributing to nurturing a rich spiritual life.

Along with that, Le Doan Nha church (Trang Son hamlet) - a national historical relic - preserves the memory of the patriot Le Doan Nha (1837-1888) and the Can Vuong movement in the locality. The building was first built in 1892 (Thanh Thai dynasty, year 5) in the garden of Mr. Le Van Dang, the patriot's father. After being burned down during the suppression of the Can Vuong movement, the church was restored in 1924 (Khai Dinh dynasty) on the old ground, and to this day is still a place to honor the indomitable spirit of the hometown's outstanding son.
It is impossible not to mention Hoang Ta Thon church (Van Trang hamlet, Long Thanh commune in the past, now Hop Minh commune) - a national historical relic, commemorating the Tran dynasty naval general, Sat Hai Dai Vuong Hoang Ta Thon (1254-1339). He was a famous general with great contributions in the resistance wars against the Yuan-Mongol, especially the Bach Dang victory in 1288. After many glorious victories, he was awarded the title "Sat Hai Dai Vuong" and granted land in Thien Bong area (now Van Trang village) to establish a farm.
Over the centuries, this place has become a sacred space, both commemorating the general’s merits and serving as a spiritual support for generations of descendants. These relics, along with the traditional festivals that are being preserved, have contributed to the unique cultural life of Hop Minh commune today.

Not only known for its dense system of relics, Hop Minh commune also preserves many unique cultural values in daily life. Local cultural and artistic clubs are still maintained persistently, becoming spiritual meeting places for the people. Notable are the Vi and Giam Folk Song Club, the Cheo Club in Nong Trang hamlet (old Son Thanh commune), the Tuong Co Club and the Te Drum Club in Long Thanh commune (old). Besides, in Bao Thanh commune (old), the cultural and sports movement is also bustling with the Vi and Giam Folk Song Club and the Health Club, attracting a large number of members to participate.
These clubs not only nurture love for traditional arts, but also contribute to strengthening village and neighborhood ties, creating a cultural space rich in community identity.
From potential to mark change
Over the past 5 years, despite facing many difficulties, Hop Minh commune has still affirmed its position with steady steps on the path of development. The commune's economy has grown rapidly, shifted in the right direction, and effectively exploited local advantages.
The total product value in 2025 is estimated at VND 2,223.8 billion, an increase of VND 923.3 billion compared to 2020, achieving an average growth rate of 10.45%. The average income per capita in 2025 is estimated at VND 76.9 million, an increase of VND 26.1 million compared to 2020, completing the set plan target.

The agricultural sector develops comprehensively, focusing on applying high technology, increasing product value and aiming for sustainability. The value of agricultural products in 2025 is estimated at 532 billion VND, an increase of 92.9 billion VND compared to 2020, with an average growth rate of 3.85%.
In the field of cultivation, the commune focuses on producing high-quality rice, linking product consumption and flexibly converting crop structure towards economic direction. Net house models for growing clean vegetables and fruits have been formed, with 5 products meeting 3-star OCOP standards. The average annual food output is maintained at about 25,000 tons, affirming the role of agriculture in the local economy. Livestock farming has shifted towards industrialization, applying high technology, at the same time, focusing on seed selection and disease prevention, contributing to increasing production value and ensuring disease safety.

In the field of aquaculture, the commune utilizes more than 200 hectares of water surface for aquaculture, providing hundreds of tons of products to the market each year, bringing increasingly high value. Forestry is focused on protection and sustainable development, with a forest area of more than 1,000 hectares, both rationally exploited and newly planted every year. At the same time, the movement to build advanced and exemplary new rural areas is actively implemented, receiving high consensus from the people.
The industry and construction sector made its mark with an estimated product value of VND 1,172.7 billion, an increase of VND 595.9 billion compared to 2020, achieving an average growth rate of 15.25%. Total social investment capital reached VND 1,656.8 billion, an increase of VND 889.8 billion.
Key occupations such as civil carpentry, mechanics, tailoring and food processing have expanded, attracting business investment and creating stable jobs for local workers.
The rural and intra-field traffic system has been concreted and asphalted to meet production and travel needs. Infrastructure such as housing, schools, medical stations, and cultural houses have been invested in and upgraded, contributing to changing the face of the countryside.

The commune's trade and service sector has developed in a diverse manner, with product value reaching 519 billion VND, an increase of 234.5 billion VND compared to 2020, an average growth rate of 12.3%. Total retail sales of goods and services reached 2,341 billion VND, an increase of 1,057.3 billion VND, reflecting the increasingly expanding consumer demand.
Business activities are strictly controlled in terms of food hygiene and safety. The credit and banking system also operates effectively, with 2 people's credit funds (Vien Thanh and Bao Thanh) and 2 bank branches (BIDV and VietinBank), creating favorable conditions for people to access capital for production and business.
These achievements are clear evidence for the comprehensive development of Hop Minh commune, in which economic, cultural and social factors are harmoniously combined, creating a new look for the homeland in the new period.

Entering the new term, Hop Minh commune sets a goal of comprehensive development, focusing on building a strong political system, promoting the economy, improving cultural and social life, and ensuring national defense and security.

Digital transformation is promoted in all areas, from the activities of the Party, the government to socio-political organizations. The commune also focuses on attracting investment in industry, construction and services, while at the same time, socializing education, health care, job creation, sustainable poverty reduction, cultural development and preserving national identity.
Economically, resources will be mobilized and effectively used to promote the economy, shifting the economic structure in accordance with local potential. Investing in synchronous infrastructure, developing large-scale field models applying high technology, and linking product consumption according to planning areas is the focus.

By 2030, Hop Minh commune aims to have a total product value of over 4,000 billion VND, with an economic growth rate of about 12% per year. The economic structure will shift in a reasonable direction, with industry, construction and services accounting for the majority, and agriculture developing sustainably.
The average income per capita strives to reach about 135 million VND/year, the traffic infrastructure is almost completely solidified, creating a spacious and modern rural appearance. The commune strives to complete the advanced new rural standards by 2026 and the model by 2028.
The locality also aims to reduce the poverty rate to only 0.2%; cultural and spiritual life is improved, with over 30% of families regularly exercising, nearly 90% of villages meeting cultural standards. Health care is focused on, the rate of malnutrition in children under 5 years old has decreased to 7.5%. Education continues to be a bright spot with 100% of schools meeting national standards, of which 2/3 of schools meet level 2 standards.

Hop Minh Commune identified 3 breakthroughs in the new term including: Building a team of cadres, civil servants, public employees, party members, especially key cadres with qualities, capacity, prestige, enthusiasm, responsibility, meeting the requirements of tasks in the new period. Along with that, focusing on digital transformation, building and developing e-government, digital government. Promoting administrative reform, especially administrative procedure reform; building a creative, professional, modern administration, serving the people. Importantly, increasing investment attraction; building industrial parks, industrial clusters, actively mobilizing and effectively using all resources to build and upgrade a synchronous rural infrastructure system to meet development requirements.
These orientations promise to bring Hop Minh towards a future of sustainable and harmonious development, linked with the common development of the province and the country.
