Binh Minh Commune - New vitality in a countryside rich in identity

Binh Minh commune was established on the basis of merging 4 communes: Ma Thanh, Duc Thanh, Tan Thanh and Tien Thanh. Each village has its own cultural sediment, historical mark, and working lifestyle, which when combined have created a strong driving force for a dynamic commune, rich in identity and aspirations to rise up.

The land preserves many historical and cultural values

Binh Minh commune currently has a natural area of ​​91.08 km2, population 37,031 people, has 42 hamlets. The commune party committee has 63 subordinate party cells, 1,009 party members. This is a fertile semi-mountainous land, about 10-15 km from the center of Yen Thanh district (old).

The commune has 7 ranked relics, including 2 National Historical Relics: Ho Dinh Trung's tomb and temple; Dr. Tran Dinh Phong's temple and tombstone.

The most prominent relic is the temple and tombstone of Dr. Tran Dinh Phong (Luy hamlet, Binh Minh commune) which was recognized as a National Historical Relic in October 1993. Dr. Tran Dinh Phong was considered an exemplary teacher, a patriotic Confucian scholar who loved his people, and had many contributions in managing education and imparting knowledge to the Confucian scholars and intellectuals during the reign of King Tu Duc.

At the same time, the tomb and temple of Ho Dinh Trung (Dong Nhan hamlet, Binh Minh commune) were recognized as a National Historical Relic in May 2014. This is an ancient architectural work built during the Later Le Dynasty to worship Ho Dinh Trung, a talented general of the Tran Dynasty who contributed to the people and the country. He was born around the beginning of the 15th century, in a family with a tradition of mandarin examinations in Ke Cuoi village, Quy Trach commune, Quy Trach canton, Dong Thanh district, now Binh Minh commune. He is the 4th generation descendant of the first-ranking mandarin Ho Tong Thoc. His grandfather was Ho Tong Don, who passed the first-ranking mandarin exam during the Tran Dynasty, and his father was Ho Tong Thanh, who passed the first-ranking mandarin exam at the end of the Tran Dynasty.

In the commune, there is also the tomb and church of the first prize winner Bach Lieu in Thanh Da hamlet. Although not yet ranked, this is a work of important historical and cultural value, cherished and preserved by the people for many generations.

Besides, the commune has 5 provincial-level relics including: Thanh Mau Temple, Canh Temple, Sang Communal House, Tran Huu Dai Ton Church, Phan Duc Mon ancestral tomb relic and Phan Family Church.

A special feature is that many relics in the area are associated with unique festivals, attracting a large number of people to participate. A typical example is the Holy Mother Temple in Yen Ma village, Ma Thanh commune (old), now Chua Son hamlet, Binh Minh commune. The temple was built during the Le dynasty, Vinh Huu era (1735-1740) under the reign of King Le Y Tong to worship Holy Mother Lieu Hanh and two attendant fairies, Que Hoa and Thuy Hoa.

The temple was recognized by the Provincial People's Committee as a Provincial Historical and Cultural Relic in December 2014 in conjunction with the Holy Mother Temple Festival (March 1-3 of the lunar calendar). The festival attracts thousands of visitors, with palanquin processions, Chau Van singing, and folk games such as wrestling and human chess. These are the traditional cultural beauties of the local people.

In the current life, Binh Minh commune also has two constructions that many people are interested in: Canh temple and Sang communal house, both of which were recognized as provincial-level historical and cultural relics in 2017.

In which, Canh temple is an ancient architectural work, built to worship gods who have contributed to protecting the country and the people such as Duc Thanh Canh - a snake god that people often call Ong Cut. Also worshiping are Cao Son, Cao Cac and Duc Ong Le Bien Chieu. Sang communal house consists of 2 buildings, formerly a place to gather talented writers in the region, a meeting place for Communist Party members and now the working headquarters of the Commune Party Committee.

Besides the outstanding relics, Binh Minh commune also owns many scenic spots such as Doc Dao cliff, Sat dam, Nha Tro dam, Ma To dam... Combined with unique traditional cultural values, this place opens up the prospect of forming attractive tourist destinations in the future.

The socio-economic picture is improving

During the 2020-2025 term, Binh Minh commune has achieved remarkable progress with an average annual economic growth rate of 9.3-10.2%.

The total production value of the agricultural, forestry and fishery sector in 2025 is estimated to reach 540 billion VND, an increase of 30% compared to 2020. The average income in 2025 in old communes will exceed 70 million VND/person/year.

Implementing Resolution No. 26-NQ/TW and Resolution No. 19-NQ/TW of the Central Committee on agriculture, farmers, and rural areas for the 2020-2025 term, communes have focused on developing agriculture in the direction of commodities and high added value, gradually forming typical products.

Many effective economic models have been implemented such as growing medicinal plants, vegetables, high-quality rice, concentrated livestock farming, such as pigs, black apple snails, chickens, and cows for high income. Of which, there are 4 3-star OCOP products, 2 products meeting VietGAP standards.

The locality has also gradually formed large fields and value chain linkage models. Agricultural services are fully provided; production infrastructure (transportation, irrigation, electricity, water) continues to be invested synchronously.

Industry and handicrafts also made their mark in industries such as metal production, wood products, garments, and food processing. Typical enterprises such as Tan Thanh Long Group Food Joint Stock Company, Thanh Phat Furniture Production and Trade Joint Stock Company, and Tan Thanh Green Solanum procumbens Processing Facility not only recovered quickly after the COVID-19 pandemic but also created stable jobs for hundreds of workers, applied new technologies and digital transformation in production.

The National Target Program on new rural construction has been vigorously implemented, bringing 100% of communes to meet new rural standards, of which 3/4 communes (Tan Thanh, Ma Thanh, Tien Thanh) have met advanced standards, and Tan Thanh commune has risen to become a model new rural area.

The transportation system, electricity, schools, medical stations, and cultural houses are invested synchronously, creating a solid foundation for sustainable development.

Land, natural resources and environmental management has achieved many positive results. Land disputes have been resolved effectively, and the issuance of land use right certificates has been promoted.

The movement of “bright – green – clean – beautiful – safe neighborhoods” has spread, with the rate of household waste collection reaching over 95% and forest coverage reaching over 25%. Socialized resources from the community and businesses have contributed to the construction of many projects such as cultural houses, medical stations, kindergartens, reducing the budget burden.

Education and training are focused on, with 100% of schools meeting national standards level 1, and the rate of solid classrooms reaching over 98%. The rate of students completing primary school, graduating from secondary school and passing the 10th grade entrance exam all exceeds targets.

Culture and sports are strongly developed, with 80-90% of families and cultural villages meeting standards. Traditional cultural values ​​are preserved, historical and cultural relics are restored, arousing pride and community solidarity.

Reaching out with the desire for sustainable development

Looking to the future, Binh Minh commune aims to become an advanced new rural commune by 2030, towards a rich, civilized and happy countryside.

The development breakthroughs of Binh Minh commune focus on 3 key points: Building and implementing synchronous planning, inter-regional connectivity, gradually forming new development centers of the commune; developing modern agriculture associated with value chains and typical product brands; promoting administrative reform, digital transformation, science, technology and improving the quality of staff.

The commune strives for an average economic growth rate of 11-12% per year, achieving an average income per capita of 110-115 million VND by 2030, an increase of 51-58% compared to 2025. Total social investment capital in the period of 2026-2030 will reach 10,000 billion VND, with the economic structure: agriculture - forestry - fishery 30-32%, industry - construction 32-34%, services - trade 34-38%. Total grain output will reach 17,000-18,000 tons/year, and 1-2 new-style cooperatives will be established.

Agriculture will be developed in a modern, green, circular and smart direction, with specialized areas focusing on applying high technology in the production of high-quality rice, vegetables, eel farming, apple snails, soft-shell turtles, and medicinal plants.

The hilly land will be planned for growing pineapples, raw materials and timber trees, with the aim of attracting wood processing or concentrated pineapple juice factories in Tay Bac Tien and Tan Son hamlets. Services will be diversified, focusing on transportation, telecommunications, healthcare, education, culture, tourism, and e-commerce. Industry and handicrafts will be planned in association with the economic corridor, attracting investment in processing agricultural and forestry products, medicinal materials, construction materials, textiles, and leather shoes.

Infrastructure will be invested synchronously, with 100% of commune and hamlet roads hardened, 75% of the population using clean water that meets standards, solid waste collection rate reaching 96-98%, and forest coverage 37-39%. General planning and land use planning will be reviewed, identifying functional areas such as administration, residential, production, trade - services, creating convenient connections through key traffic routes.

Building a digital government, aiming to serve the people better and better. Strengthening the application of information technology in management, administration, providing online public services, deploying synchronous software in handling administrative procedures. At the same time, training and supporting people, organizations and businesses to participate in the digital environment, gradually forming digital citizens and digital communities. Raising awareness and actions of people and businesses in applying science, technology, innovation and digital transformation in all areas of social life, creating breakthroughs, improving labor productivity, work efficiency and product quality.
