General Secretary Nguyen Phu Trong: Proactively develop scenarios and solutions for possibilities and situations
The Politburo requested the Party Central Committee, the Government, ministries, branches and localities to closely follow the socio-economic development viewpoints in the Resolution of the 13th National Congress; uphold the spirit of self-reliance, self-strengthening, determination to make the highest efforts in disease prevention and control and achieve socio-economic development goals.
On the morning of September 17, at the Party Central Committee headquarters, under the chairmanship ofGeneral Secretary Nguyen Phu Trong, The Politburo met to listen to the Government Party Committee report on the implementation of the 2021 socio-economic development plan, the projected 2022 socio-economic development plan; the implementation of the state budget in 2021, the 2022 state budget estimate and the 3-year state financial and budget plan for 2022 - 2024; and the time to implement salary policy reform. Also attending were comrades of the Secretariat, representatives of central departments, ministries and branches.
After listening to the opinions of relevant agencies, discussions of the Politburo and the Secretariat, concluding the meeting, General Secretary Nguyen Phu Trong assessed that the submissions and reports of the Government Party Committee were carefully and seriously prepared; basically analyzed and assessed correctly, objectively and comprehensively the situation, disease prevention and control work; and the socio-economic development situation, state budget from the beginning of the year to present, forecasting until the end of 2021.
The report also analyzes and forecasts based on the epidemic situation as a basis for developing socio-economic development plans and state budget finances in accordance with the situation, ensuring both effective prevention and control of the epidemic and socio-economic development from now until the end of 2021 and the whole year of 2022.
General Secretary Nguyen Phu Trong affirmed that since the beginning of the year, thanks to the strong, dynamic and drastic innovation in leadership, direction and implementation, and the efforts of the entire Party, people and army, we have achieved a number of results in disease prevention and control, maintaining production and business activities, caring for people's lives, and ensuring social security, especially for people and workers in epidemic areas.
However, due to the impact of the fourth outbreak with the rapidly spreading Delta variant, the country's socio-economy is facing many difficulties and major challenges, which may last in the last months of 2021 and early 2022, and the ability to complete the main goals and targets set for 2021.
Therefore, the Politburo basically agrees with the analysis and assessment of the situation, disease prevention work, socio-economic development situation, and state budget since the beginning of the year by the Government Party Committee.
General Secretary Nguyen Phu Trong also noted that this is the first year of implementing the Resolution of the 13th National Party Congress. What lessons have been drawn on socio-economic issues to implement in 2022? How to make it easy to understand, easy to remember, easy to do, easy to implement, easy to check, then the National Assembly meets and institutionalizes it with clear and coherent steps, a spirit of innovation and very practical.
“The report submitted to the Central Committee must be precise, not general. 2021 is the first year of implementing the Resolution of the 13th National Congress in the context of the Covid-19 pandemic entering the fourth phase, which is very complicated worldwide, not just in our country. In that context, what policies and measures have we had, how effective have they been from the Central to local levels, sectors; how have levels and agencies coordinated with each other? Of course, the report of the Politburo submitted to the Central Committee must be highly comprehensive,” said the General Secretary.
Regarding the requirements for direction and management from now until the end of 2021 and the development of the socio-economic development plan for 2022, General Secretary Nguyen Phu Trong stated that the Politburo requested the Party Central Committee of the Government, ministries, branches and localities to closely follow the socio-economic development viewpoints in the Resolution of the 13th National Party Congress. Upholding the spirit of self-reliance, self-strengthening, and determination to make the greatest efforts in disease prevention and control and achieving socio-economic development goals.
Absolutely do not be subjective, negligent, or lose vigilance; at the same time, continue to study and summarize practices, supplement, perfect, and effectively implement epidemic prevention and control measures, and prioritize ensuring vaccine and medicine sources. Resolutely prevent and combat the Covid-19 epidemic, protecting people's health and lives is above all.
In particular, closely follow the situation, proactively develop appropriate and feasible scenarios and solutions to adapt to the context of the pandemic that may last long. Prepare appropriate epidemic prevention and control plans and effectively organize the implementation of economic recovery and development programs, in order to adapt and respond to all situations, catch up with and take advantage of opportunities from the rapid recovery trend of major economies in the world, focusing on solutions to support job creation, shift labor structure and improve income and living standards for workers.
“We must be very calm, sober, objective, closely assess, find the focus, the key points as mentioned, we must have the right method, forecast the possibilities, situations to from there propose specific, objective, comprehensive, clear-sighted measures and plans, not one-sided” - General Secretary Nguyen Phu Trong emphasized.
At the meeting, the Politburo also agreed to report to the Central Executive Committee and the National Assembly to consider the policy of postponing the implementation of the new salary policy reform according to Resolution No. 27-NQ/TW, dated May 21, 2018 of the 12th Central Executive Committee. At the same time, based on the opinions of relevant agencies, the opinions of the Politburo and the Secretariat, the submission and report will be completed for the 4th Central Conference./.
