General Secretary Nguyen Phu Trong meets with the Politburo to approve the planning of the 13th Central Committee

On June 21, in Hanoi, General Secretary and President Nguyen Phu Trong chaired a Politburo meeting to approve the planning of the 13th Central Executive Committee for the 2021-2026 term, review personnel work and decide on disciplinary action against officials.

After reviewing the Report (No. 08-BC/BCĐ, dated June 20, 2019) of the Steering Committee for developing a strategic-level personnel plan, the Politburo welcomed the Steering Committee for fully gathering the opinions of the Central Committee members at the 9th Central Conference of the 12th tenure (December 2018), implementing Plan No. 11 of the Politburo, actively directing the competent agencies and the Support Group to urgently review the personnel files expected to be included in the plan; seriously, strictly and correctly implementing the regulations and procedures on personnel work. Based on the proposal of the Steering Committee, the Politburo decided to approve the planning of the Central Executive Committee (13th tenure), term 2021 - 2026.

The Politburo assigned the Steering Committee to notify Party committees, Party organizations, and collective leadership of agencies and units about the approval results; at the same time, assigned the Central Organizing Committee to preside over and coordinate with relevant agencies and localities, agencies and units to carry out the training, fostering and updating plan associated with rotation, arrangement and assignment of work for planned comrades to proactively prepare a step of personnel for Party congresses at all levels towards the 13th National Congress of the Party.

Based on the review of the Central Organizing Committee's Submission (No. 374-TTr/BTCTW, dated June 20, 2019), the Politburo decided on a number of personnel cases under the management of the Politburo.

After considering the proposal of the Central Inspection Commission in Submission No. 201-TTr/UBKTTW, dated June 7, 2019, on the proposal to take Party discipline against Admiral Nguyen Van Hien - former member of the Party Central Committee, former member of the Central Military Party Committee, former Deputy Minister of National Defense, former Deputy Secretary of the Party Committee, former Commander of the Navy, the Politburo found that:

During his tenure as Deputy Secretary of the Party Committee and Commander of the Navy, Comrade Nguyen Van Hien was responsible for serious violations and shortcomings of the Standing Committee of the Navy Party Committee in deploying and organizing the implementation of the Resolution of the Standing Committee of the Party Committee in the management and use of national defense land managed by the Navy; was primarily responsible for the violations and shortcomings of the Navy and personally responsible for the violations and shortcomings: Not exercising the right authority, violating legal regulations on land management and use, investment and construction of 10 national defense land areas; violating the principle of democratic centralism and the Working Regulations of the Navy Party Committee, loosening leadership and direction, lacking responsibility in inspection and supervision in the management and use of national defense land areas.

During the review process, comrade Nguyen Van Hien seriously acknowledged his political responsibility for the violations and shortcomings of the Party Committee Standing Committee, the Navy, and his personal responsibility for the violations and shortcomings in performing his assigned duties and tasks. The competent authorities have reviewed and determined that comrade Nguyen Van Hien's violations and shortcomings were very serious, causing great damage to the State and Army's money and assets, and causing a number of cadres and party members in the Navy to be prosecuted, investigated and criminally prosecuted, negatively affecting the reputation of the Party organization, the Army and the comrade himself.

Pursuant to Regulation No. 102-QD/TW dated November 15, 2017 of the 12th Politburo on disciplinary action against Party members who violate the Party's regulations; considering the content, nature, level, and consequences of the violations; considering the working process and contributions to the Navy, the Army, and the country of comrade Nguyen Van Hien, the Politburo decided to discipline comrade Nguyen Van Hien by removing him from the following positions: Member of the Central Military Party Committee for the 2005-2010 term; Member of the Executive Committee of the Navy Party Committee for the 2005-2010 term (including Deputy Secretary of the Party Committee, Member of the Standing Committee of the Party Committee, and Member of the Executive Committee of the Navy Party Committee for the 2005-2010 term). At the same time, the Politburo requested competent authorities to discipline comrade Nguyen Van Hien in accordance with the Party's regulations.
