General Secretary Nguyen Phu Trong: "Above is hurried, below is leisurely in many places"

Referring to the report reviewing the leadership and direction of the Politburo and Secretariat in 2017, the General Secretary noted that there is still a situation of "hot above, cold below", "hasty above, leisurely below in many places".

Referring to the content of "Some other important issues" considered, discussed and decided by the 7th Central Conference, in his closing speech this morning, General Secretary Nguyen Phu Trong said that the Central Executive Committee has studied, discussed and commented on the Report reviewing the leadership and direction of the Politburo and Secretariat in 2017.

The Central Committee highly appreciated and affirmed that the review by the Politburo and the Secretariat was prepared very seriously, thoughtfully, and methodically; and took place in an atmosphere of frankness, sincerity, openness, and profound self-criticism.

The Politburo and the Secretariat are always steadfast.

The Central Committee emphasized that in 2017, the world and regional situation continued to have rapid and complicated developments. The domestic situation, in addition to basic advantages, still had many difficulties and challenges.

In that context, the Politburo and the Secretariat have always been steadfast, united, and unified in will and action, demonstrating steadfastness and creativity, making correct, timely, and appropriate decisions to lead and direct the entire Party and people to achieve important results, creating good impressions in the fields of domestic and foreign affairs, which have been recognized, welcomed, supported, and highly appreciated by cadres, party members, and people, and by international friends.

Those results are very important and encouraging, creating the premise for the country to enter a new stage of development.

However, the leadership and direction of the Politburo and the Secretariat also have some limitations and shortcomings. Specifically, the direction of strategic long-range forecasting to proactively organize implementation and inspection and supervision of the implementation, concretization and institutionalization of the Party's policies and guidelines is in some cases not yet thorough, timely, synchronous and drastic; there is still a situation of "hot above, cold below", "above is hasty, below is still leisurely in many places".

Growth model innovation and economic restructuring have not yet had clear changes. Productivity, quality, efficiency and competitiveness of the economy are still low. The lives of a segment of the population are still difficult, especially in remote areas and ethnic minority areas.

The prevention and suppression of ideological, moral and lifestyle degradation, and manifestations of "self-evolution" and "self-transformation" within the Party have initially had some positive changes, but there are still many difficulties and complications.

Although the fight against corruption, waste and negativity has achieved very important and commendable results, contributing to effective warning, deterrence and prevention, there is still much work to be done.

Focus on leadership and direction more decisively

The Central Committee recommends that the Politburo and the Secretariat in the coming time continue to promote the advantages and results achieved in the past time, focus on more drastic and synchronous leadership and direction with higher determination to effectively carry out the key tasks set out, create strong and clear changes, consolidate and increase the trust of cadres, party members and people in the Party.

Also at this Conference, after reviewing the Politburo's reports on personnel work, the Central Executive Committee decided to let Mr. Tran Quoc Vuong - Politburo member, Standing member of the Secretariat cease to hold the position of member of the Central Inspection Commission and Chairman of the 12th Central Inspection Commission.

At the same time, the Central Committee elected Mr. Tran Cam Tu - Member of the Party Central Committee, Permanent Deputy Head of the 12th Central Inspection Committee to hold the position of Chairman of the 12th Central Inspection Committee; elected Mr. Hoang Van Tra - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee, Head of the National Assembly Delegation of Phu Yen province to hold the position of Member of the 12th Central Inspection Committee; elected 2 additional members of the 12th Secretariat including: Mr. Tran Thanh Man - Member of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front and Mr. Tran Cam Tu - Chairman of the Central Inspection Committee with a very high number of votes (over 96%).
