On September 29, in Hanoi, the Standing Committee of the Central Steering Committee on Anti-Corruption, Wastefulness, and Negativity (Steering Committee) held a meeting to discuss and give opinions on: Results of directing the handling of corruption, waste, and negativity cases and incidents since the 28th meeting; results of reviewing, handling, and inspecting projects and works that are behind schedule, have long backlogs, and pose a risk of loss and waste.

Since the 28th meeting of the Steering Committee (July 7, 2025) up to now, Party committees and functional agencies have made many efforts, tried, closely coordinated, seriously and effectively implemented, closely followed the requirements and tasks set out, especially the 4 requirements and 6 tasks in the Conclusion of the 28th meeting of the General Secretary, Head of the Steering Committee.
The work of preventing and combating corruption, waste and negativity continues to be implemented resolutely and methodically, achieving many practical results, contributing significantly to the work of building and rectifying the Party, the political system and socio-economic development.
Since the 28th session, the prosecution agencies nationwide have prosecuted and investigated 443 cases/1,488 defendants, prosecuted 470 cases/1,296 defendants, and tried 512 cases/1,266 defendants at first instance for economic and official corruption crimes.
In particular, the cases and incidents under the supervision and direction of the Steering Committee have initiated new prosecutions of 4 cases/36 defendants, initiated additional prosecutions of 60 defendants in 5 cases; concluded the investigation of 1 case/9 defendants; concluded the additional investigation of 1 case/28 defendants; issued indictments to prosecute 5 cases/72 defendants; tried at first instance 3 cases/73 defendants; tried at appeal 2 cases/4 defendants; completed the first instance trials of 2 key cases of special public interest according to the Steering Committee's plan.
The authorities have strengthened coordination, resolutely fought against and handled criminals involved in the production and trade of counterfeit and poor-quality goods, especially food, functional foods and medicines; resolutely fought against and destroyed many organized crimes, involving collusion between criminals hiding under the guise of businesses and corrupt officials, causing public outrage, affecting the proper functioning of the State apparatus, the investment and business environment and people's trust.
The Central Inspection Commission, Party committees and inspection committees at all levels have focused on inspecting topics and cases according to the conclusions of the Steering Committee. Since the 28th meeting, Party committees and inspection committees at all levels have disciplined 13 Party organizations and 190 Party members. The Central Executive Committee, the Politburo, the Secretariat and the Central Inspection Commission have disciplined 8 senior officials under the management of the Politburo and Secretariat; bringing the total number of cases disciplined since the beginning of 2025 to 19 officials under the management of the Central Committee.
The Government and the Prime Minister have focused on leading and directing the review, classification and handling of 2,991 projects that are behind schedule, have been in backlog for a long time, and have a risk of causing loss and waste; initially classified into 7 groups of projects with difficulties and problems, with solutions to remove difficulties and problems; focused on directing and removing difficulties and problems for 11 projects that the Standing Committee of the Steering Committee assigned the Government Party Committee to direct the handling, including solutions and roadmaps for 06 projects; at the same time, actively directed the completion of the review and handling of 10,971 surplus houses and land after the rearrangement of administrative units at all levels.

The Government Inspectorate has organized the review, classification, inspection, and direction of inspection of 563 projects and works with difficulties, obstacles, slow progress, long backlog, low efficiency, and risk of loss and waste.
Measures to prevent corruption, waste, and negativity are being implemented more and more practically and effectively, linked to the construction and operation of two-level local governments and the promotion of socio-economic development.
The Central Inspection Commission has been proactive, active, and innovative in its approach, shifting its focus to monitoring and preventing violations early and remotely, gradually bringing about positive results. Ministries, branches, and localities have promoted the application of science and technology, digital transformation to serve public service activities, especially the activities of two-level local governments and the settlement of administrative procedures for people and businesses, which has had a positive effect in preventing corruption, waste, and negativity. *Resolutely handling slow-progressing and long-standing projects and works
Regarding a number of tasks in the coming time, the Standing Committee of the Steering Committee requested Party committees, Party organizations, and functional agencies to focus on leading and directing inspection, examination, investigation, and decisive handling of serious, complicated corruption, waste, and negativity cases and incidents that are of public concern.
Strive to complete the investigation, prosecution and trial of 22 cases by the end of 2025 and before the 14th National Congress of the Party, and complete the verification and handling of 6 cases. Especially the cases related to Thuan An Group (phase II); cases causing waste related to the project to build the second facility of Bach Mai Hospital and the second facility of Vietnam - Germany Friendship Hospital; the project to build the VICEM Operation Center, Vietnam Cement Corporation; cases related to the field of food safety; the case that occurred at the Central Institute of Forensic Psychiatry;...
In particular, focus on investigating and thoroughly handling cases of collusion and connection between corrupt officials and businesses for personal gain, especially criminals hiding under the guise of businesses, in accordance with the spirit of "prosecuting one case, alerting the whole region and the whole field". Direct a comprehensive review, inspection and examination of the management, licensing and exploitation of minerals nationwide, promptly correcting violations to strictly manage and improve the efficiency of exploitation and use of these important resources.
The Standing Committee of the Steering Committee focuses on directing the final handling of projects that are behind schedule, have long-standing backlogs, and are at risk of loss and waste. In particular, it is necessary to complete the removal of difficulties and obstacles, and put them into operation and use in 2025 for 11 projects that the Standing Committee of the Steering Committee assigned the Government Party Committee to direct. Urgently complete and conclude the inspection of 563 projects with difficulties and obstacles to take immediate measures to handle and remove them; speed up the handling of headquarters, houses, and surplus land in localities after the restructuring of the apparatus and the implementation of two-level local government; absolutely do not allow damage, degradation, encroachment, loss, or waste.
The Standing Committee of the Steering Committee emphasized the need to strengthen control of power, prevent and combat corruption, waste and negativity in conjunction with building a truly honest and people-serving two-level local government apparatus, especially at the grassroots level. Strengthen inspection and supervision of the work of preventing and combating corruption, waste and negativity in the organization and operation of grassroots government; proactively and promptly grasp public opinion and people's feedback on manifestations of corruption, waste and negativity at the grassroots level; strictly and publicly handle acts of corruption, waste and negativity in handling the work of people and businesses.
The Standing Committee of the Steering Committee proposed to shift more strongly to the focus of preventing corruption, waste and negativity early and from afar, especially promptly overcoming loopholes and inadequacies, perfecting institutions and laws; enhancing publicity, transparency and accountability in public service activities; promoting the application of science and technology, digital transformation and integrity education among cadres, party members and people; focusing on monitoring hot issues of public concern, such as land management, resources, minerals, energy, public finance, public assets, food safety, key projects and works, etc.
The Standing Committee of the Steering Committee requested to urgently complete a comprehensive summary of the work of preventing and combating corruption, waste, and negativity during the 13th Party Congress term; and summarize the investigation, prosecution, and trial of corruption, waste, and negativity cases.
Also at this meeting, the Standing Committee of the Steering Committee agreed to put the case of "Abusing position and power while performing official duties" at the Central Highlands General Hospital under the Steering Committee's monitoring and direction.
