General Department of Roads sends urgent dispatch on changing driving license

On November 12, the Vietnam Road Administration sent an urgent dispatch to the Department of Transport of provinces and cities to guide on converting paper driving licenses to PET driving licenses.

According to the feedback of some Departments of Transport, recently the number of people who want to change their paper driving licenses to PET driving licenses has increased dramatically, causing overload for the issuance and change of driving licenses. The reason is due to incorrect information that after December 31, 2014, paper driving licenses will no longer be used if not changed to PET driving licenses.

"Currently, there are no regulations to penalize people who use paper driving licenses issued by competent authorities with the remaining validity period stated on the license but have not yet changed to a license using PET material," the dispatch of the General Department of Roads clearly stated.

The Vietnam Road Administration also requested the Departments of Transport to strengthen their capacity, reform administrative procedures, and increase the working hours of the driver's license issuance and renewal departments to promptly address the people's need to renew their driver's licenses.

Previously, according to the roadmap of the General Department of the Ministry of Transport, car driving licenses must be converted before December 31; Class A4 driving licenses must be converted before December 31, 2015; For indefinite driving licenses (including classes A1, A2, A3): Licenses issued before 2003 must be converted before December 31, 2016, issued before 2004 must be converted before December 31, 2017, issued before 2007 must be converted before December 31, 2018, issued before 2010 must be converted before December 31, 2019 and issued after 2010 must be converted before December 31, 2020.
