Rural, agricultural and fishery census: Records in Dien Chau and Nghi Loc
(Baonghean) -From July 1 to 30, Nghe An province conducted a comprehensive general census of rural areas, agriculture and fisheries in 2011. According to the initial assessment of the General Statistics Office, the organization and implementation were quite good.
In Dien Chau district, there are 67,942 households divided into 498 localities. From the first day (July 1), 724 investigators, team leaders, Steering Committees of communes, districts, and standing teams all went to the grassroots to carry out the investigation of rural areas, agriculture, and fisheries. Mr. Tran Van Hien - Head of Dien Chau Statistical Office said: "In the past time, the district has organized many professional training sessions for investigators and on June 30 organized a trial investigation to gain experience. Thanks to good preparation, so far the 2011 General Census of Rural Areas, Agriculture, and Fisheries in Dien Chau has been carried out as planned."
Due to the large and densely populated area, Dien Thanh commune assigned 17 investigators to conduct the survey in 13 areas in the whole commune (including 2,174 households). Through the commune radio system, banners, and posters, the commune propagandized to help people understand the objectives of the 2011 General Census of Rural, Agricultural and Fishery, so even though the survey was organized right in the spring harvest season, people still arranged their time to create favorable conditions for the survey. At the family of Mr. Nguyen Ngoc Hoa (Hamlet 1 - Dien Thanh), 2 investigators completed the questions in the survey form very well. Ms. Le Thi Huong - Vice Chairman of Dien Thanh Commune People's Committee said: "According to the instructions, on July 1, each team will only conduct 2 surveys, then the commune will organize an assessment of the implementation, draw timely lessons so that from July 2, the investigation work can be conducted simultaneously on a large scale. With this method, in the first days of implementation, the investigators have completed the assigned tasks well."
The purpose of the census is to collect basic information on rural areas, agriculture and fisheries to assess the current situation, analyze changing trends, develop plans and strategies for agricultural and rural development and improve the living standards of rural residents; to assess the results of implementing some contents in national target programs on industrialization and modernization of agriculture and rural areas; to serve international comparisons of rural, agricultural and fisheries indicators. |
With remarkable results in the first days of implementation, it will be a favorable basis for Dien Chau to successfully complete the 2011 General Census of Rural, Agricultural and Fishery.
In Nghi Loc district, Mr. Le Van Lam - Head of Nghi Loc Statistical Office said: "With the determination to carry out the general census of rural areas, agriculture and fisheries in 2011 well, the district organized a 3-day trial survey in 30 communes. The results were more than 90% satisfactory and through that, we learned from experience and promptly corrected errors for the investigators. Therefore, right from the first days of the general census, Nghi Loc achieved quite good results."
In this general census, Nghi Loc has 47,000 households in the survey area and divided into 456 areas. To complete the assigned tasks, the District Steering Committee organized professional training for 605 cadres, team leaders and investigators, while 225 members of the Commune Steering Committee also participated in training courses on directing and supervising the investigation.
Recognizing that this was a very important General Census, Nghi Hoa Commune (Nghi Loc) selected qualified investigators who were particularly interested in propaganda work. Thanks to that, after the first day of implementation, members of the Central and Provincial Steering Committees checked the ballots at the commune, and recognized and highly appreciated the professionalism of the investigators.
Ms. Kim Anh - Deputy Director of Nghe An Statistics Office said: "Through inspection and supervision at the grassroots level in the first days of the General Census, our province can be assessed as having done well. However, at some grassroots levels, there are still shortcomings in the investigation work and the most common error is not marking according to the form. In this phase, the General Statistics Office applied modern scanning technology, because if the error is not corrected in time, it will greatly affect the assessment and accurate statistics of the data. Therefore, we have organized to draw lessons from these errors right at the survey sites. Currently, some members of the Central and Provincial Steering Committees are gathering in the mountainous districts of Ky Son, Tuong Duong, Que Phong, and Quy Chau to support the localities in implementing the General Census. Despite suffering great damage in the recent floods, thanks to good preparation work, the mountainous districts are still implementing the general census as planned. With the results With positive results in the first days of implementation, Nghe An will certainly carry out this important task well."
