Summary of voters' opinions sent to the 14th session of the 16th Provincial People's Council
(Baonghean) - At the 14th session of the 16th Provincial People's Council, term 2011 - 2016, the Standing Committee of the Provincial People's Council coordinated with the Standing Committee of the Provincial Fatherland Front Committee to synthesize 150 opinions and recommendations of voters in the province related to the socio-economic, defense - security fields under the jurisdiction of the People's Council, People's Committee and provincial-level branches.
- Regarding economic development and job creation, voters in many localities in the province believe that Nghe An is a province with an agricultural area and accounts for a large proportion in the economic structure, so there needs to be effective solutions in implementing agricultural production planning, evaluating implementation results and continuing to have policies to support the construction of "large-scale fields" according to Decision No. 62/2013/QD-TTg of the Prime Minister "On policies to encourage the development of cooperation, linking production with agricultural product consumption, building large fields". Focus on directing and having support mechanisms to establish new-style cooperatives according to the 2012 Law on Cooperatives to perform the functions of research, market forecasting, production planning, providing inputs for production and product consumption of member households.
- Regarding the field of construction investment and transportation, voters recommended that the Provincial People's Committee direct all sectors and levels to conduct a general review of planned projects, projects approved for new investment, and projects for expansion but not yet or slowly implemented, on that basis, revoke suspended projects, adjust progress, widely and publicly notify people in the project area to know and monitor, creating conditions for people's lives. Voters in some localities reported that many traffic works were degraded and damaged; the construction of some works was behind schedule; the quality of some works was low, causing subsidence as soon as they were completed, such as National Highway 1A from Dien Chau Town to Quan Hanh, the road to the center of Nghia Hoa Commune (Thai Hoa Town)... Strengthen inspection and supervision of oversized and overloaded vehicles on inter-commune and provincial roads, contributing to the ease of people's travel.
- In the field of labor, vocational training, regimes and policies, voters requested the Provincial People's Committee to direct all levels and sectors to rectify the situation of illegal labor export; labor fraud in illegal gold mining areas, causing many difficulties and consequences for many families. Voters requested the Provincial People's Committee to comprehensively review and evaluate vocational training in the province; re-plan the network of vocational training facilities to suit the new situation; select and prioritize investment support for vocational training facilities in key occupations to train vocational skills to meet social needs. Voters requested the Provincial People's Committee to direct the Department of Labor, Invalids and Social Affairs and all levels of government to pay attention to promptly resolving regimes and policies for people with meritorious services, and at the same time closely inspect and monitor the files of war invalids in the area.
- Regarding the protection of natural resources and the environment, voters said that the general environmental pollution situation in the area is still very worrying, wastewater pollution from hospitals, industrial parks, and craft villages still occurs frequently. Many businesses have low awareness of environmental protection, do not strictly implement environmental protection commitments; the handling of violations is not strict and not appropriate. In particular, some businesses, although having been handled many times, still do not remedy the consequences, re-offend many times, do not cooperate with local authorities in handling environmental pollution and do not compensate for damages to people, causing public outrage.
Voters requested the Provincial People's Committee to continue directing functional branches and localities to accelerate the planning and construction of solid waste treatment centers for hospitals and medical centers according to Decision 170/QD-TTg dated February 5, 2012 on approving the master plan for the treatment system of hazardous medical solid waste until 2025. Direct the operation of the centralized wastewater treatment system of industrial parks (where construction has been completed); complete the technical infrastructure of industrial parks and industrial clusters (especially the infrastructure for wastewater collection and treatment).
