Summary of 10 years of implementing entrusted lending to the poor
(Baonghean.vn) -On the afternoon of June 28, the Provincial Youth Union Standing Committee held a summary of 10 years of implementing entrusted loans for poor households and other policy beneficiaries.
Over the past 10 years, the Provincial Youth Union has issued documents directing and guiding grassroots youth unions to establish, separate, consolidate and improve the quality of operations of savings and loan groups. As of the end of April 2013, the Youth Union is managing 785 groups with 24,178 households, with outstanding loans of VND 524,074 billion. Along with that, Youth Union chapters at all levels have actively and proactively coordinated with the Social Policy Bank from the province to the grassroots to effectively deploy capital sources to poor households and other policy beneficiaries. Currently, the Provincial Youth Union is managing 12 credit programs with a total outstanding loan of VND 524,074 billion, of which the student loan program accounts for 46% of the total outstanding loan.
In addition to the achievements, there are still shortcomings such as some units have not assigned specialized staff to monitor specifically; some youth union organizations have not really taken part. Local authorities in some places do not trust the savings and loan groups to be managed by the youth union organization, and have not paid attention to prioritizing capital support for young people. The nature of youth union staff is that they often have to rotate, leading to changes in staff advising on capital monitoring; on the other hand, the handover of management records is not complete and accurate, so the monitoring and management staff face many difficulties, especially in capital lending operations.
In the following years, the Provincial Youth Union Standing Committee focused on improving the quality of savings and loan groups, developing plans and proactively and regularly inspecting and supervising groups, especially weak groups; paying attention to advising the People's Committees at the commune level in identifying the right borrowers and effectively managing loans.

On this occasion, the Provincial Youth Union Standing Committee awarded certificates of merit to 17 collectives and 10 individuals with high achievements in implementing loan entrustment.
