Summary of 15 years of staff reinforcement for border communes

(Baonghean.vn) - On the afternoon of January 16, the Nghe An Border Guard Command held a conference to summarize 15 years of strengthening staff for border communes (1999-2014).

Attending and directing the conference were Major General Le Nhu Duc, Deputy Chief of Political Affairs of the Border Guard, comrade Le Xuan Dai, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee.

Overview of the conference

Over the past 15 years, the Provincial Border Guard has closely coordinated with local Party committees, authorities, sectors and functional agencies of the province to strengthen the construction and consolidation of political bases, mobilize many resources for economic and social development, ensure national defense and security, create positive and comprehensive changes in many fields in border areas, coastal areas and ethnic minority areas.

Over the past 15 years, the Party Committee and Command of the Nghe An Border Guard have regularly deployed Border Guard officers to reinforce border communes; currently, 24 comrades are being assigned to 24 inland border communes; of which 1 comrade holds the position of Party Committee Secretary, 20 comrades hold the position of Deputy Party Committee Secretaries of communes; 68 comrades have transferred party activities to village (hamlet) party cells in border areas and areas with religious people in coastal areas.

Thereby, contributing to the gradual improvement of people's lives in the province's border areas, maintaining sovereignty and border security. The reinforced staff regularly stays close to the grassroots, grasps the situation, promptly advises the locality to build a strong locality, promotes the strength of the entire political system in protecting border sovereignty and security, contributing to the successful implementation of local political tasks.

The conference also assessed and pointed out a number of shortcomings and limitations in the implementation process such as: The land border areas are all in a particularly difficult situation, with slow economic, cultural and social development; low educational level; the qualifications and capacity of some cadres are still inadequate; many backward customs have not been eliminated; there is still a mindset of waiting and relying on the policies of the Party, State and community. The capacity and working experience of some cadres present are still limited, they have not spent much time going to the grassroots to meet with people to grasp the situation and direct the resolution of pressing issues arising in the area. Party committees of some communes assign too many tasks that are not within their scope of responsibility to the reinforced cadres, some local cadres in charge still show a mindset of relying on or leaving everything to the reinforced cadres...

The conference focused on discussing and approving the direction for the coming time: Continue to maintain and implement the model of strengthened cadres in border communes and expand the number of party members transferring party activities to village (hamlet) party cells in border areas. Every year, the Provincial Border Guard Party Committee coordinates with the Standing Committee of the District Party Committees of districts and border communes to evaluate the results of performing the duties and responsibilities of the strengthened Border Guard cadres, on that basis, have a plan to arrange and use appropriately, promoting efficiency. Well implement the coordination regulations between the Provincial Border Guard Party Committee and the District Party Committees of border districts. Continue to do a good job of providing information, exchanging situations, fostering professional knowledge of Party work, State management work in localities for the strengthened Border Guard cadres. Every year, the Commune Party Committee and the District Party Committee Standing Committee evaluate, comment on the strengths and weaknesses, classify party members and cadres for the strengthened cadres and notify the Provincial Border Guard Party Committee Standing Committee and the Provincial Party Committee's Organizing Committee in accordance with the regulations and rules issued therein.
