Summary of Resolution 42-NQ/TU and Resolution 11 NQ/TU of the Politburo (9th tenure)
This morning, November 7, Nghe An Provincial Party Committee held a summary of Resolution 42-NQ/TU on the planning of leaders and managers in the period of accelerating industrialization and modernization of the country and Resolution 11 of the Politburo on the rotation of leaders and managers. Comrade Phan Dinh Trac - Member of the Party Central Committee, Secretary of the Provincial Party Committee chaired the conference.
(Baonghean) -This morning, November 7, Nghe An Provincial Party Committee held a summary of Resolution 42-NQ/TU on the planning of leaders and managers in the period of accelerating industrialization and modernization of the country and Resolution 11 of the Politburo on the rotation of leaders and managers. Comrade Phan Dinh Trac - Member of the Party Central Committee, Secretary of the Provincial Party Committee chaired the conference.
Attending the conference were members of the Provincial Party Committee; Secretaries of district, city, town Party Committees, and affiliated Party Committees; Directors of departments and heads of provincial-level agencies.

To implement the resolution, the Provincial Party Committee organized the dissemination and promulgation of guiding documents for implementation. 100% of districts, cities, towns; grassroots party committees, agencies, departments and branches all developed implementation plans in their units and at their levels and advised the Provincial Party Committee to approve the planning of cadres under the management of the province. Thereby, the Party committees at all levels, agencies and units have a deeper understanding of the purpose, meaning and importance of cadre planning; the purpose and requirements of rotating leaders and managers. From there, they focused on leading and directing the correct implementation of the instructions of the superiors. Accordingly, the planning of the Provincial Party Committee for the 2010-2015 term compared to the 2005-2010 term increased by 27 comrades, increased the age of under 50 and decreased the age of over 50; The number of advanced political theory and bachelor's degrees increased by 2.1% and the number of college and university degrees increased by 3.6%.
Regarding the rotation of leaders and managers, from 2003 to present, Nghe An has rotated, mobilized, and reinforced 729 cadres from the province to the grassroots. Of which, 255 comrades were rotated for training and development, and 46 comrades were assigned as non-local leaders...
Discussing at the conference, opinions all affirmed the purpose, meaning, and importance of each Resolution; at the same time, specific and practical proposals and recommendations were made... so that the implementation of the Resolutions would be increasingly better, suitable and meet the requirements of personnel work in specific situations. In particular, some specific issues were raised that need attention such as: classification and evaluation of cadres; training, education, and fostering of cadres; reviewing planning; helping and creating conditions for rotated cadres to complete assigned tasks...
Concluding the conference, Secretary of the Provincial Party Committee Phan Dinh Trac highly appreciated the results achieved in implementing the above-mentioned Resolutions; pointed out the limitations, weaknesses, causes...; at the same time, acknowledged the contributions and discussions to overcome the limitations, draw lessons to continue to better lead the implementation of the resolutions, contributing to building a contingent of cadres to meet the increasingly high requirements in the cause of homeland innovation./.
