The declarationSyriain a state of war marked a change of tone for Mr Assad, who has long dismissed the uprising against him as being financed by foreign-backed militants.

“We are living in a real state of war from all angles,” Mr. Assad told the cabinet he appointed yesterday in a televised speech. “When we are in a state of war, all policies, all parties, all sectors need to be aimed at winning this war.”

Mr. Assad also opposes the West, which he says “knows how to take but never give, and this has been proven at every stage.”

The United Nations has accused Syrian forces of killing more than 10,000 people during a conflict that has grown into an armed uprising against four decades of rule by Mr Assad and his father.
