The concept itself, attached to the published decree, states that "currently, the aggressive policy of the Russian Federation aimed at destabilizing the situation in the country is the greatest terrorist threat to Ukraine."
The concept states that, recently, "the possibility of spreading terrorism in Ukraine is of a threatening nature", the factors that fuel this situation are the growth of separatist movements in Ukraine and the incitement of such sentiments in places where ethnic minorities are concentrated.
The concept also notes the growing concern in Ukraine from international organized crime in the areas of illegal migration, legalization (money laundering) of sources of income by illegal channels and arms smuggling.
