Secretary General of the National Assembly: Contracting public vehicles like the Ministry of Finance is not effective
Mr. Nguyen Hanh Phuc said that the way the Ministry of Finance implements public vehicle contracts is only from home to office, so it is "not very effective" because it does not really reduce the number of vehicles and drivers.
At the press conference on the afternoon of October 18, Secretary General of the National Assembly Nguyen Hanh Phuc received a question from the press about the Ministry of Finance recently implementing the public vehicle contract. Will the National Assembly agencies "set an example in implementing this policy" in the future?
Emphasizing that "we welcome the fact that ministries and branches contract out public vehicles," Mr. Nguyen Hanh Phuc said that the National Assembly Office had implemented this policy 10 years ago. At that time, a Deputy Director of the National Assembly Office used to commute to work every day by motorbike taxi. Currently, many officials in the National Assembly agencies are contracted out for public vehicles.
According to Mr. Phuc, implementing the public vehicle contract in the way of the Ministry of Finance "is not very effective", because the main problem is to reduce the number of vehicles and drivers, while the contract as the Ministry of Finance is implementing is only from home to the office. "With the contract rate of 15,000 VND/km, in my opinion, it is almost the same as buying gasoline for public vehicles, no different. Meanwhile, the agency still has to arrange a driver for each deputy minister", Mr. Phuc said and believes that it is necessary to solve the problem of public vehicle contract in the direction of strongly shifting to socialization...
"Currently, the National Assembly is developing a project to allocate public vehicles and study how to make it more effective," said Mr. Phuc.

Previously, at the end of September, the Ministry of Finance issued a decision to apply a fixed budget for using public vehicles for Deputy Ministers and leaders with a position allowance coefficient of 1.25 (Directors General and equivalent) under the Ministry of Finance. Accordingly, the monthly budget for transporting these positions from their residence to their workplace is calculated based on the fixed number of kilometers and the unit price according to popular 4-seat taxi companies on the market. Each individual is allocated a fixed budget for two round trips during the working day.
The fixed price for car usage expenses is adjusted every 12 months from the date the Ministry approves the fixed price.
