Secondary school graduates who go to vocational school are exempted from or have reduced tuition fees and given priority in admission.
From July 1, 2011, subjects receiving subsidies, tuition exemptions, reductions and priority in admission will have more junior high school graduates going to vocational school.
This is stipulated in Decree 31/2011/ND-CP amending and supplementing a number of articles of Decree No. 75/2006/ND-CP dated August 2, 2006 detailing and guiding the implementation of a number of articles of the Law on Education.

According to the old regulations (Decree 75/2006/ND-CP), the subjects who are subsidized, exempted, reduced tuition fees and given priority in admission include: War invalids, sick soldiers, people enjoying policies like war invalids; Heroes of the Armed Forces, Heroes of Labor, people with excellent achievements in labor, study, production, combat; students who are children of martyrs, war invalids, children of people enjoying policies like war invalids; students whose families are poor according to general regulations of the state;...
Also according to Decree 31, the Prime Minister stipulates the standards, levels and procedures for considering granting policy scholarships and tuition fee exemptions. The Minister of Education and Training and the Minister of Labor, War Invalids and Social Affairs, within their authority, shall specify the priorities in enrollment; standards, levels and procedures for considering granting scholarships to encourage learning for learners; the awarding and receiving of scholarships, subsidies for learners, and educational sponsorship by domestic and foreign organizations and individuals. The Minister of Labor, War Invalids and Social Affairs shall stipulate social subsidies for learners.
