Vinh City flooded again after heavy rain, cars lined up to 'check the road'
(Baonghean.vn) - The heavy rain on the morning of September 4 caused many roads in Vinh City to flood again. Some roads were flooded even deeper than on September 3. This afternoon, during rush hour, some roads were partially congested due to cars stretching for kilometers, "probing the road" as they drove. The city's traffic police "braved the rain" to the intersections to regulate traffic.
