Party organizations all effectively implement Directive 03 of the Politburo with Resolution 4 of the Central Committee, promptly resolve pressing issues at the grassroots level, creating trust among cadres, party members and people. Awarding prizes to individuals and groups with outstanding achievements in building safe, self-sufficient and combat-ready clusters
