Vinh City: Rejuvenating key staff

(Baonghean) - Deputy Head of the Vinh City Party Committee's Organization Board - Tran Van Dung said: "In order to deepen the long-term cadre planning program, the City Party Committee's Organization Board has disseminated and guided grassroots Party committees to discover and introduce young cadres and civil servants with a history of striving and good development trends to the planning source and recruit excellent graduates to work. In 2011, the city received over 100 applications for contracts to attract high-quality cadres, including 25 masters, 5 candidates with advanced degrees in political theory, the rest all graduated from regular universities with good or excellent grades. Through the preliminary rounds (oral and multiple-choice exams), 5 people were selected to the City Party Committee and 10 people to the City People's Committee."

The highlight of Vinh City's personnel work in recent times is the training program to improve the qualifications of cadres. Accordingly, the Standing Committee of the City Party Committee issued Decision 218/2011 on "Some policies and regimes for cadres sent for training and development". In addition to the general regulations of the State, they are also supported with an additional 500,000 VND/month. After training, the City Party Committee coordinates with the Department of Internal Affairs, departments, branches and sectors of the city, local authorities of wards and communes, and units in need of receiving cadres to consider job placement. Up to now, of the total 819 cadres of the city and wards and communes, nearly 71% have university degrees, 35 have post-graduate degrees, and 63% of cadres have received political training from intermediate level or higher.

For wards and communes, in order to gradually prepare a team of successor cadres to ensure the quantity and quality of the structure for the leadership and management apparatus at all levels, the city has issued a specific document on criteria to wards and communes to detect, select and introduce promising young cadres to be included in the planning. Up to now, the city's A3 planning has had 103 comrades under 30 years old, accounting for 18.1%; 231 comrades aged 31-45, accounting for nearly 42.3%. In the 2010-2015 term, out of a total of 392 new Party Committee members in grassroots Party Committees, the age of the Party Committee members under 30 is 53 comrades, accounting for 27.6%. Notably, 19 comrades under 35 years old have been elected to hold key positions such as Secretary, Deputy Secretary, Chairman, Vice Chairman of the People's Committee and People's Council.

The Party Committee of Ha Huy Tap Ward determined that rejuvenating the staff is the key step to continue to maintain and promote the existing premises and advantages of a key ward. Right from the 2005-2010 term, the leaders, party members and people of the whole ward were highly unanimous in the policy of creating conditions to foster and develop young staff. Comrade Nguyen Quang Vinh (born in 1979), the Party Secretary of the ward, was formerly a specialist of the City Party Committee's Propaganda Department, was transferred to become the Party Secretary of the ward, and is currently studying for a master's degree. Or comrade Nguyen Thi Nga Son, Chairwoman of the Women's Union of the ward, born in 1981, are promising young staff.

In the past two years, Truong Thi ward has also boldly put young cadres in important positions. The Party Executive Committee has 15 members with an average age of 42.3 compared to the previous term of 47.5, of which 6 are under 35 years old, accounting for 40%, 100% of cadres and civil servants have university degrees.

Every year, the Vinh City Party Committee's Organization Board develops a plan to rotate and strengthen city-level cadres to work at the grassroots level, helping young cadres approach and grasp the work, gain practical experience, be close to the people, and contribute to improving the quality of key cadres in wards and communes and creating a source of city cadres. Young cadres rotate to the grassroots level for a period of 5-8 years; after completing their tasks excellently, they will be rotated back to their old agencies, keeping their old positions or promoted and appointed to new positions. Comrade Pham Minh Tuan, former Secretary of the Party Committee of Truong Thi Ward (who has just been transferred to the position of Deputy Head of the City Party Committee's Propaganda Department) said: "The city's policy is to bring young cadres to the grassroots level for training, so they must make more efforts, be closer to the people, and stick closely to the locality. After more than 2 years of rotating as Secretary of the Ward Party Committee, facing many practical situations among the people, I have matured a lot". Boldly assign work, appoint leadership and management positions, and advocate increasing the source of young cadres at the grassroots level and the city's reasonable and effective ways of working, contributing to the increasingly growing socio-economic development of Vinh city.
