Earlier on June 13, The Philippine Star quoted a confidential report from the Philippine government revealing that China is conducting reclamation activities on five reefs in the Spratly Islands under Vietnam's sovereignty, namely Gac Ma, Chau Vien, Ga Ven, En Dat and Tu Nghia, and did not rule out that Beijing will conduct similar activities on the Cross, Subi and Vanh Khan reefs. In a related development, Deputy Director of the Border and Islands Department of the Chinese Foreign Ministry Yi Xianliang affirmed on May 13 that Beijing never sent military forces to the area where the Haiyang Shiyou-981 oil rig was placed in the East Sea.

Immediately, a senior US official in Washington rejected China's statement as "ridiculous fallacies" and affirmed that Beijing had used its air force, navy and coast guard "to threaten other countries".
